Mr. Viorel BARA – Mayor of SÎNMIHAIU ROMÂNBefore this event, <strong>in</strong> 29 th of November 2011, when have been held the third Covenant of MayorsCeremony <strong>in</strong> Brussels, were signed <strong>in</strong> a ceremony <strong>in</strong> the City Council meet<strong>in</strong>g of <strong>Timisoara</strong>, the adhesionform to the Convention of Mayors. Thus, the mentioned European event was celebrated <strong>local</strong>ly <strong>in</strong> the<strong>Timisoara</strong> City Council meet<strong>in</strong>g. Mayor of <strong>Timisoara</strong>, Mr. Gheorghe CIUHANDU stressed the importance ofthe signed Adhesion form to the Covenant of Mayors, draw<strong>in</strong>g attention to the responsibilities <strong>in</strong>volved <strong>in</strong>its signature.After this ceremony, the signatories of the Covenant of Mayors counts 15 <strong>local</strong> authorities, as it follows:1. Community of BUCOVĂŢ2. Community of CĂRPINIŞ3. Community of DUDEŞTII NOI4. Community of GHIRODA5. Community of GIARMATA6. Community of GIROC7. Town Hall of JIMBOLIA8. Community of MOŞNIŢA NOUĂ9. Community of ŞAGLocal Councils <strong>in</strong> all these communities have responded positively to the <strong>in</strong>vitation of <strong>Timisoara</strong> City Hall toparticipate <strong>in</strong> the CONURBANT Project, to sign the Covenant of Mayors and develop and implement projectactivities by carry<strong>in</strong>g out the Susta<strong>in</strong>able Energy Action Plans, dur<strong>in</strong>g and after the project lifetime.Two other communities – DUMBRĂVIŢA and SĂCĂLAZ are plann<strong>in</strong>g to jo<strong>in</strong> the Covenant of Mayors andCONURBANT project, the decision was difficult because of some technical and organizationalconsiderations.12


DiscussionThe program of the event was realized for a gradual <strong>in</strong>formation of participants about the follow<strong>in</strong>g topics:1. CONURBANT Project PRESENTATION – speaker: Iudit BERE - SEMEREDI – Counselor – Member ofProject Implementation Team – Counselor <strong>in</strong> Environmental Directorate – City Hall Of Timişoara.The presentation focused on presentation of the Intelligent Energy Europe Program and theCONURBANT Project: project partners, budget, activities packages, objectives, targets and resultsexpected by the project. The presentation gives a brief overview of the project elements, especially forparticipants who were not present at the first <strong>tra<strong>in</strong><strong>in</strong>g</strong> <strong>session</strong>.2. Establishment of organization and cooperation between the Project Implementation Team of the<strong>Timisoara</strong> Municipality and teams of <strong>local</strong> authorities participat<strong>in</strong>g <strong>in</strong> the CONURBANT project– IuditBERE – SEMEREDI –Project Responsible Assistant <strong>in</strong> the City Hall of Timişoara.In the open<strong>in</strong>g of the <strong>tra<strong>in</strong><strong>in</strong>g</strong> <strong>session</strong>, were presented the Project Implementation Team members.Were made recommendations for sett<strong>in</strong>g up the team, discussed the role of the mayor <strong>in</strong> implement<strong>in</strong>gthe project activities and follow step by step the stages of implementation and the results.The Project Implementation Team provided a draft of the Mayor’s Decision and support<strong>in</strong>g documentsfor appo<strong>in</strong>tment of the member of implementation team (group) <strong>in</strong> each community.3. Basic <strong>in</strong>ventory of emissions - how we develop the Basel<strong>in</strong>e Emission Inventory? – speaker: Mrs.Iudit BERE - SEMEREDI – Counselor, City Hall of Timişoara;In this presentation was expla<strong>in</strong>ed how the <strong>in</strong>ventory should be conducted, data and <strong>in</strong>formationnecessary for a complete <strong>in</strong>ventory, human resources need to be <strong>in</strong>volved, practical advice fromexperience of <strong>Timisoara</strong> City Hall. Also some details about the holders of <strong>in</strong>formation and data, thereference year, how to centralize data <strong>in</strong> the form (template) posted on the official site of the Covenantof Mayors www.eumayors.com.Was made available to the participants a document conta<strong>in</strong><strong>in</strong>g detailed explanations about thepr<strong>in</strong>ciples of <strong>in</strong>ventory, data to be collected, the stages of this activity and how to develop the Basel<strong>in</strong>eEmissions Inventory;4. “Methodology and techniques <strong>in</strong> develop<strong>in</strong>g strategies to address <strong>local</strong> climate” - Gabriela FISTIŞ -<strong>Timisoara</strong> ROMANIA DENKSTATT.The presentation highlighted the importance of concerted action of <strong>local</strong> authorities to tackle climatechange, measures and actions to be taken to reduce carbon footpr<strong>in</strong>t <strong>in</strong> the <strong>local</strong>ities and measures toimprove quality of life <strong>in</strong> urban areas, best practices and experience of <strong>local</strong> authorities from Romaniaand Europe.5. Susta<strong>in</strong>able Energy Action Plan – how we develop the SEAP ? – speaker Mrs. Iudit BERE - SEMEREDI –Counselor; the presentation highlighted how the SEAP should be conducted, human resources need tobe <strong>in</strong>volved, practical advice from experience <strong>Timisoara</strong> City Hall.6. "Case studies of build<strong>in</strong>g energy certification and audit" - Mr. Victor Eng MANEA from S.C."DOSETIMPEX" <strong>Timisoara</strong> Company.The presentation made a review regard<strong>in</strong>g the technical opportunities to improve the energy efficiencyof build<strong>in</strong>gs and other structures, energy certification and audits; characteris<strong>in</strong>g the specific energyperformances of public build<strong>in</strong>gs;7. "Energy efficiency <strong>in</strong> public light<strong>in</strong>g sector" - Mrs. Marioara FETESCU from SC "ELBA" S.A.. <strong>Timisoara</strong>Presentation made a review of public light<strong>in</strong>g and <strong>in</strong>stitutional projects that can lead to energy13


efficiency, by implement<strong>in</strong>g susta<strong>in</strong>able energy projects; also <strong>in</strong> the presentation was highlighted theimportance of the technical data <strong>in</strong> selection of the best available solutions.Were presented energy efficient light<strong>in</strong>g solutions, systems and fixtures, technical data were presentedfor comparative emphasis on consumption and sav<strong>in</strong>gs <strong>in</strong> public money.8. "Case Studies on Energy Efficiency - Green energy: solar energy, w<strong>in</strong>d power" - Mr. Daniel SANDOR -Director SC "DELTATEL" <strong>Timisoara</strong>;The presentation was focused on present<strong>in</strong>g the solar panels and photovoltaic systems, greencertificates market, smart grid, solar <strong>in</strong>tegrated system.9. Identification of relevant sectors and sett<strong>in</strong>g GHG emissions reduction measures to reduce CO2emissions and measures to implement susta<strong>in</strong>able energy and adaptation to climate change -work<strong>in</strong>g group activities and free discussions.The discussions were based to the important process of identify<strong>in</strong>g <strong>in</strong>efficiency areas and sett<strong>in</strong>g upthe measures and actions <strong>in</strong> the SEAP – the works were based on the measures and actions <strong>in</strong>cluded<strong>in</strong> the Timişoara Municipality Susta<strong>in</strong>able Energy Action Plan – attached to the work<strong>in</strong>g documents;Participants raised practical questions on the topics of Tra<strong>in</strong><strong>in</strong>g <strong>session</strong>:- How data will be collected ?- Reference year for Basel<strong>in</strong>e Emissions Inventory (BEI);- The component of the work team <strong>in</strong> each community - responsibilities;- F<strong>in</strong>anc<strong>in</strong>g opportunities by participat<strong>in</strong>g <strong>in</strong> the project CONURBANT - know<strong>in</strong>g basic needs of f<strong>in</strong>ancialopportunities com<strong>in</strong>g from direct and <strong>in</strong>direct EU and EIB funds.- Further steps that are to be made by the mayors of the conurbation <strong>in</strong> the future;- Possibilities to implement specific actions under the high budget constra<strong>in</strong>ts at the <strong>local</strong> level;- How important is the political factor <strong>in</strong> project CONURBANT and how to overcome the <strong>in</strong>ertia <strong>in</strong>duced <strong>in</strong>some cases political factor from the <strong>local</strong> council; necessity to <strong>in</strong>volve <strong>in</strong> the project members of LocalCouncils – political decisions makers;- The presence of project implementation team members was requested to discuss with the top levelfrom the management (mayor, deputy mayor) or city council representatives.- The Project Implementation Team has provided to participants a draft of the Mayor’s Decision andsupport<strong>in</strong>g documents to appo<strong>in</strong>t the member of implementation team (group)<strong>in</strong> each <strong>local</strong>ity:It was highlighted the important role that top management from <strong>local</strong> authorities has <strong>in</strong> the appo<strong>in</strong>tmentof the implementation team <strong>in</strong> each village and to supervise the works.It was presented the questionnaire for Institutionalization Quantitative Survey <strong>in</strong> each town hall, andappo<strong>in</strong>tment of at least two responsible <strong>in</strong> this process of survey.The discussions, arguments, op<strong>in</strong>ions expression, dur<strong>in</strong>g the event were free, without constra<strong>in</strong>ts andrestra<strong>in</strong>ts.All the question posed by attendees have been answered. The answer’s were supported by practicalexamples. Participants that not attend to the first <strong>tra<strong>in</strong><strong>in</strong>g</strong> <strong>session</strong> requires the presence ofrepresentatives of electricity supplier company – ENEL DISTRIBUTIE BANAT, <strong>in</strong> order to provide someanswers regard<strong>in</strong>g the acquisition of green electricity produced <strong>local</strong>ly to the national grid system .14


Conclusions of the eventThe event can be considered a success. Participants understand the objectives, goals and next steps to becompleted <strong>in</strong> the project. The <strong>tra<strong>in</strong><strong>in</strong>g</strong> <strong>session</strong> made possible a better visibility of the project through themedia, the activities were presented by the Project Implementation Team members with the help ofCommunication Directorate <strong>in</strong> <strong>local</strong> and regional media.The event achieved all his objectives.Press releasesThe City Hall of Timişoara through the Project Implementation Team promotes the event through a pressrelease posted on the website of the City Hall www.primariatm.ro under the l<strong>in</strong>khttp://www.primariatm.ro/epress.php?epress_id=7917 and Environment Directorate – www.dmmt.ro,available under this l<strong>in</strong>k: http://www.dmmt.ro/modules.php?module=news&id=187&lg=ro. Also, thepress release was <strong>in</strong>cluded <strong>in</strong> the <strong>Timisoara</strong> City Hall Official Journal No. 109/ September 2011, so that theentire population of <strong>Timisoara</strong> had the opportunity to be <strong>in</strong>formed of project activities (250,000 circulationpublications).The Timişoara City Hall Official Journal is available also <strong>in</strong> electronic format under this l<strong>in</strong>k -http://www.primariatm.ro/uploads/files/decembrie_2011.pdfIt should be noted that, the <strong>tra<strong>in</strong><strong>in</strong>g</strong> <strong>session</strong> were filmed by a specialized company, the costs be<strong>in</strong>g coveredentirely from the <strong>local</strong> budget of <strong>Timisoara</strong> Municipality. The electronic record<strong>in</strong>g support (two DVDs) canbe provided to the mayors, representatives of <strong>local</strong> authorities - <strong>local</strong> councilors.Decision on record<strong>in</strong>g of the <strong>tra<strong>in</strong><strong>in</strong>g</strong> <strong>session</strong> was taken when some mayors or representatives of mayorsreported that cannot participate to the <strong>tra<strong>in</strong><strong>in</strong>g</strong> as a result of objective causes.Trough the Communication Directorate from the City Hall of Timişoaraparticipate to the event.mass-media was <strong>in</strong>vited toPresence of media was not as the expectation.
