WELCOME AND INTRODUCTION1.1 Gillian Pearson confirmed that, as Vice-Chairman <strong>of</strong> the Trust Board, she would bechairing the meeting as the Chairman, Cllr Noad, had given his apologies.1.2 The Chairman welcomed Nina Newell, the new Chairman <strong>of</strong> the Early YearsDevelopment <strong>and</strong> Childcare Partnership, to the Trust Board. The Trust Boardthanked Alison Regester for her commitment to, <strong>and</strong> input at, the Trust Board overthe last few years.2. This will ensure that secure <strong>and</strong> sufficient mechanisms are in placeto share confidential data in order to protect our most vulnerable children.Local guidance <strong>and</strong> procedures are currently being developed to reinforce this <strong>and</strong>will be part <strong>of</strong> the induction programme for all staff.Currently, Child Protection information is stored as part <strong>of</strong> CareFirst (the Council’sSocial Care database), which is fully password protected <strong>and</strong> secure.”2.3 Cllr Nicholas Bennett was not present at the meeting <strong>and</strong> therefore no supplementaryquestions were raised. The Chairman asked the Administrator to the Trust Board t<strong>of</strong>orward a copy <strong>of</strong> the written response to Cllr Nicholas Bennett.3. DECLARATIONS OF INTEREST3.1 No declarations <strong>of</strong> interest were made.4. MINUTES OF MEETING (MONDAY 20 APRIL <strong>2009</strong>) AND MATTERS ARISING4.1 Item 4.3: Gypsy Traveller Health <strong>and</strong> Education Needs Assessment4.1.1 This item was originally scheduled to be included within the agenda for this meeting<strong>of</strong> the Trust Board; however, the report had been delayed to allow for a discussion tobe held at the Health, Social Care <strong>and</strong> Housing Partnership Board before beingpresented at the Trust Board on 21 September <strong>2009</strong>, along with the relevant minutefrom the Partnership Board meeting.• ACTION: Michael Watts to add to the Trust Board Work Programme.4.2 Item 7: Performance Monitoring (Persistent absences)4.2.1 Karen Fletcher-Wright explained that the London Borough <strong>of</strong> Bromley’s Access <strong>and</strong>Inclusion Division had produced a summary <strong>of</strong> the Penalty Notices <strong>and</strong> other costsawarded by the Courts between September 2008 <strong>and</strong> May <strong>2009</strong>. The figuresappeared to show that the Courts were not making full use <strong>of</strong> the penalties available.4.2.2 This summary has supported the drafting <strong>of</strong> the letter to be sent on behalf <strong>of</strong> theTrust Board by the Chairman, Cllr Noad, which will seek to improve relations with theCourts.4.3 Item 8: Cross-Government Capital Bids4.3.1 Following the proposed bids submitted to the Department for Children, Schools <strong>and</strong>Families in April to create opportunities for services to become co-located, Bromleyhas been successful in two <strong>of</strong> the three submissions, as shown below:ProjectFundingThe Link (Integrated Youth Support Service) £350,000An Integrated Disability Services (at Hawes Down) £470,400For more information on the Bromley Children <strong>and</strong> Young People Trustvisit www.bromley.gov.uk/childrenstrust or e-mail childrens.trust@bromley.gov.uk Page 5 <strong>of</strong> 10

UPDATES FROM OTHER PARTNERSHIPS5.1 Local Strategic Partnership: Gillian Pearson5.1.1 In addition to the update provided within the written report, the Chairman informedthe Trust Board that the Local Strategic Partnership (LSP) Conference was held onMonday 15 <strong>June</strong> <strong>2009</strong> at the Central Library.5.1.2 Dave Prebble gave a presentation to the LSP Conference setting out the TrustBoard’s progress since September 2008; <strong>and</strong> the priorities <strong>and</strong> challenges ahead.The presentation can be viewed on the Bromley partnerships website:www.bromleypartnerships.org/documents/Combined%20PResentation.ppt.5.1.3 Further details from the LSP Conference can be viewed on the Bromley partnershipswebsite: www.bromleypartnerships.org/topic.asp?navid=14&tid=178.5.1.4 The Trust Board requested that an outcomes paper from the day is brought to thenext meeting on 21 September <strong>2009</strong>.• ACTION: Michael Watts to add to the Trust Board Work Programme.5.1.5 The next LSP Conference will be held in December <strong>2009</strong>. PERFORMANCE MONITORING: 4 TH QUARTER 2008/096.1 Georgina Sanger outlined the progress towards meeting the targets <strong>and</strong> priorities forthe Trust.6.2 Although progress has been made in a number <strong>of</strong> areas, there are still some targetsthat are not where the Trust Board would like them to be.6.3 Stephen Whitmore questioned whether there were any figures to show the number <strong>of</strong>referrals for Children in Need?6.4 Julie Daly confirmed that, as per the national picture, the number <strong>of</strong> referrals to allsocial care services has increased since “Baby P (Peter)”. The Chairman reassuredthe Trust Board that although numbers <strong>of</strong> referrals to social care are not a target, thetrends are tracked.6.5 The Chairman confirmed that the performance indicators contained within this reportare indicators that are relevant for the partnership; however, if the Trust Boardwould find it useful if other indicators were produced, this could be arranged.6.6 Cllr Humphrys requested clarification <strong>of</strong> the extent to which the Metropolitan PoliceService within Bromley are using patrols to support the reduction in the number <strong>of</strong>absences within schools.6.7 Karen Fletcher-Wright suggested that this information could be included within theAttendance Strategy Report being discussed at the next meeting <strong>of</strong> the Trust Boardon 21 September <strong>2009</strong>.• ACTION: Karen Fletcher-Wright to include the information within the AttendanceStrategy Report.6.8 Teenage Pregnancy Performance Indicator6.8.1 The Chairman confirmed that the Children <strong>and</strong> Young People Policy Development <strong>and</strong>Scrutiny Committee have asked Officers to bring a report to the Autumn meetingFor more information on the Bromley Children <strong>and</strong> Young People Trustvisit www.bromley.gov.uk/childrenstrust or e-mail childrens.trust@bromley.gov.uk Page 7 <strong>of</strong> 10

TheChairman request that those proposals should be considered by the TeenagePregnancy Board to help shape future developments.7. THIRD SECTOR DEVELOPMENT: PRESENTATION7.1 Judy Kimmins gave an overview <strong>of</strong> the progress that the Children <strong>and</strong> FamiliesVoluntary Sector Forum has made over the last few years.7.2 The Forum now has a membership <strong>of</strong> over 250 organisations <strong>and</strong> is working closelywith the Early Years Development <strong>and</strong> Childcare Partnership.7.3 The Chairman requested that a further report be brought back to the Trust Board,following discussions at the Local Strategic Partnership regarding third sectordevelopments across the Borough.8. DEVELOPMENTS IN SAFEGUARDING AND CHILD PROTECTION8.1 Julie Daly gave an overview <strong>of</strong> the report, which sets out the developments insafeguarding <strong>and</strong> child protection following local <strong>and</strong> national reviews (includingLaming).8.2 Julie confirmed that the role <strong>of</strong> the Bromley Safeguarding Children Board (BSCB) isto hold the Trust Board to account for safeguarding within Bromley.8.3 Cllr Humphrys questioned whether the outcomes from the current audit <strong>of</strong>safeguarding arrangements within the Borough will be brought back to the TrustBoard?8.4 The Chairman confirmed that a full report will be brought to the Trust Board after theBSCB have considered the full implications <strong>of</strong> the audit responses.• ACTION: Michael Watts to add to the Trust Board Work Programme.8.5 Judy Kimmins informed the Trust Board that the Government has commissionedNSPCC <strong>and</strong> Children Engl<strong>and</strong> to develop the National Safeguarding Unit for the ThirdSector. COMPREHENSIVE AREA ASSESSMENT (CAA): UPDATE9.1 Ailsa Reid-Crawford gave an overview <strong>of</strong> the report which provided details <strong>of</strong> the newComprehensive Area Assessment (CAA) process which was introduced this year.Reference was also made to the new Ofsted 2 day Unannounced Inspection <strong>of</strong>Children’s Social Care <strong>and</strong> Safeguarding arrangements.For more information on the Bromley Children <strong>and</strong> Young People Trustvisit www.bromley.gov.uk/childrenstrust or e-mail childrens.trust@bromley.gov.uk Page 8 <strong>of</strong> 10

TRUST FORUM <strong>2009</strong>: EVALUATION AND LEARNING POINTS10.1 Martin Mason gave an overview <strong>of</strong> the report which provided an evaluation <strong>of</strong> theTrust Forum held in March <strong>2009</strong>.10.2 The report also contained learning points which should help shape the Trust Forumfor 2010:i) format <strong>of</strong> the day: the length <strong>of</strong> the day, <strong>and</strong> the split between key notespeeches <strong>and</strong> workshops should be reconsideredii)iii)topics: future workshop topics should have greater involvement <strong>of</strong> children,young people, parents <strong>and</strong> carerslocation: it was suggested that the location could be reviewed to allow forgreater numbers to attend10.3 Martin confirmed that the comments from the workshops have been passed to theworkshop leads; <strong>and</strong> Mike Carney confirmed that the comments were also includedwithin the needs analysis for the Children <strong>and</strong> Young People Plan (<strong>2009</strong> to 2011).10.4 The Chairman requested that Martin brings back a further report to the Trust Boardto seek final agreement on the plans for the 2010 Trust Forum.• ACTION: Michael Watts to add to the Trust Board Work Programme.11. BROMLEY PRIMARY CARE TRUST SEXUAL HEALTH POSITION PAPER11.1 Dr Bhan gave an overview <strong>of</strong> the report which provides a position paper on BromleyPrimary Care Trust’s (Bromley PCT) services <strong>and</strong> approach to improving the sexualhealth <strong>of</strong> young people within Bromley.11.2 Dr Bhan explained that Bromley PCT were looking to develop more integrated <strong>and</strong>targeted services within the Borough.11.3 The Chairman linked the discussion to the earlier debate on key PerformanceIndicators (Item 6) <strong>and</strong> requested that a further report to be brought back to theTrust Board following the discussions at the Children <strong>and</strong> Young People PolicyDevelopment <strong>and</strong> Scrutiny Committee regarding the Teenage Pregnancy Strategy<strong>and</strong> Action Plan.• ACTION: Michael Watts to add to the Trust Board Work Programme.12.
