IBSSA official publication 2006From quantity to qualityAnother year has passed. When we prepared our first publication forthe 10th jubilee of IBSSA, we believed that we could describe theoperation <strong>and</strong> relations of this diverse organisation.We were wrong. Right after the publication, we felt that we were alot more than contained in the publication. This is how it was continued <strong>and</strong>let me inform you that we feel that we are short of pages again.Although we have got a wider outlook than before, there is one thing,which is clearly obvious, <strong>and</strong> that is quality change.I have already indicated in the first issue that state agencies, officiallyengaged in this trade looked at non-governmental organisations first as an unwanted smallbrother. However, each year we managed to increase our role in areas where the professional stateagencies do not have enough attention, staff or energy. So, this growth was not easy: primarily wehad to increase our professional knowledge <strong>and</strong> prove our physical strength in various technicalsports competitions, too. The non-governmental organizations provided proof. A lot of internationaltrainers taught local trainers in technical courses organised in various countries <strong>and</strong> membersof our organisation faced the same load in physical trainings as official athletes in order to haveequal chances in open competitions with professional athletes.This year we will definitely show what we are capable of, because in October 2006 the first bodyguardworld championships will be organised in Hungary. Following several months of preparations,administrative barriers <strong>and</strong> natural disasters our original plans have changed <strong>and</strong> now thecompetition is coming to Central Europe, Hungary. We have not organised a world competitionlike that before, but we do hope that with a successful start, we can create a tradition in this verycomplex competition requiring intensive preparations <strong>and</strong> a lot of knowledge. To develop frommany small national competitions into a large competition for many nations <strong>and</strong> continents meansthe same quality transformation as IBSSA has replaced quantitative development with qualitativedevelopment, referring to the gained international positions indicated in the magazine. IBSSA istaken seriously these days. The international reputation of our organisation is reflected by the leadingpositions of President Popper in international organisations that were not thought of a fewyears ago. It is clear that apart from personal merits, the professional quality development of ourown organisation have also contributed to these achievements. Mr. Joe B. Mirza issued a Press releasefor the visit in relation to the 11th IBSSA Congress <strong>and</strong>the 2006 AAU Karate competition. Rev. Philip J. Cascia,a honorary IBSSA member, could not travel to Floridadue to other responsibilities, but he stayed in contactthrough telephone.During the visit, Mr. Edmund Kolby (Korea <strong>and</strong>Vietnam ranger) was also contacted. He is currently amember of US Customs, <strong>and</strong> has been an honorary IBSSAmember since 1 February.With the mediation of Mr. Kolby, numerous activesecurity companies have been contacted, whichindicated their intention to participate in the congress.Sir Jerry L. Mirza, as official guest of theAAU (Amateur Athletic Union of the USA -National Karate Program) Nationals - 2005.This years Nationals were held in the beautifulcity of Lakel<strong>and</strong>, Florida.The AAU Nationals is a huge exemplary eventof over 6000 sportsmen gathering for a week. Thefirst two days are for education (trainings, lectures,meetings) <strong>and</strong> the rest of the days are for theNational Championships.The trainings <strong>and</strong> the lectures have been executedby the world leading Master Teachers of theKaratedo -Mikami Sensei (Shotokan), KotakaSensei (Shito ryu), Mirza Sensei (Shotokan),Merriman Sensei <strong>and</strong> Kluger Sensei (Goju ryu),Saito Sensei (Shito ryu), Oshiro Sensei (Ryureiryu), George Kotaka, Elisa Au <strong>and</strong> ChristoferPinna world Champions <strong>and</strong> others. IBSSA official publication 2006Twin threats-crime <strong>and</strong> terrorismThe operating agenda for the World today comprisesthe twin threats of Crime <strong>and</strong> Terrorism. Whilewe continue to tackle traditional crime <strong>and</strong> publicorder concerns, we also have to face the challenges ofcombating terrorism <strong>and</strong> ensuring International<strong>Security</strong>. In confronting terrorism, we can ill-affordto be complacent <strong>and</strong> let out guard down.The Jemaah Islamiah (JI) group which is linkedto the Al Qaeda network may have been disruptedbut it continues to pose a real threat to our regionalsecurity. It is important for us to underst<strong>and</strong> <strong>and</strong>appreciate the link between criminal activities <strong>and</strong>terrorism. Extremists <strong>and</strong> terrorist groups areknown to recruit from prisons <strong>and</strong> exploit criminalnetworks. Crime is often used by terrorists as ameans of supporting <strong>and</strong> funding terrorist activities.The Madrid train bombings in March 2004were partially funded by a series of bank robberiesin France. Terrorist organizations are formidableopponents as they are learning organizations. If weare not careful, we may just have to face the fullonslaught of these groups.Terrorism is not new, <strong>and</strong> even though it has beenused since the beginning of recorded history it can berelatively hard to define. Terrorism has beendescribed variously as both a tactic <strong>and</strong> strategy; acrime <strong>and</strong> a holy duty; a justified reaction to oppression<strong>and</strong> an inexcusable abomination. Obviously, alot depends on whose point of view is being represented.Terrorism has often been an effective tacticfor the weaker side in a conflict. As an asymmetricform of conflict, it confers coercive power with manyof the advantages of military force at a fraction of thecost. More than 300 children <strong>and</strong> adults are killed in the bloodyend to the siege.April 3, 2005 Thail<strong>and</strong> The blast at Hat Yai international airport, outside a supermarket <strong>and</strong> near a hotel.Attack in southern Thail<strong>and</strong> city left 2 people dead <strong>and</strong> about 75 wounded.July 7, 2005 UK 4 London born men of Pakistani origin blow themselves up on Londontransport system killing 56 people <strong>and</strong> injuring 700.July 23, 2005 Egypt At least 64 people killed in a series of bombings in the Egyptianholiday resorts of Sharm el Sheikh.Terrorist organizations are truly “learningorganizations”. From an organization, theybecame a movement to survive. As a movement,it is infinitely more difficult to track them downas they have widespread popular support <strong>and</strong>many sympathizers. We have to be careful toensure that terrorists <strong>and</strong> criminals do not gettogether, especially those who have some form of6


IBSSA official publication 2006organization. We have to always stay one stepahead of them.Now how are we supposed to do this? We haveto adopt a new framework that emphasizes asecurity mindset when we deal with criminalcases. We have to develop a sense of vigilance inevery officer, <strong>and</strong> be alert to possible securityimplications. Even with the best technology <strong>and</strong>equipment, it will not be enough to stop terrorismunless we carry out policing with the appropriatemental models.We will have to adapt in the way we engagethe community in addressing safety <strong>and</strong> securityconcerns. In tackling the challenges of an increasinglycomplex <strong>and</strong> dynamic operating environment,we cannot work alone. Policing will have tobe part of the entire problem solving processwhere multiple agencies, representing variousinterests, are involved. Problems can only besolved through the collaborative efforts of all partiesinvolved, including the Police.Events in the past few years have underlinedthe importance of resilience as we strive towardsour mission in building a safe <strong>and</strong> secure World.Since the September 11 attacks in New York <strong>and</strong>Washington, some events threw us into unfamiliarterritory, forcing us to grapple with unprecedentedissues, <strong>and</strong> race against time to mitigateproblems which were evolving dynamically.When we dealt with Asian SARS, theIndonesian Tsunami disaster or the Pakistanearthquake, such shocks to our system cameunexpectedly without warning. As an organization,we had to react quickly, organize ourselves<strong>and</strong> take control of situations outside comfortzone. We are proud to say that we have shownour mettle through these challenges.Another cornerstone of the strategy to counterterrorist <strong>and</strong> other criminal threats <strong>and</strong> the effectiveimplementation of a graduated response systemis the provision of reliable <strong>and</strong> timely intelligence.As terrorists have varied their method ofattack over the years, so also have they improvedtheir techniques <strong>and</strong> skills. To receive early warningof possible attacks, to keep abreast of changingthreats <strong>and</strong> to remain technically ahead of the terrorist<strong>and</strong> other criminals capable of unlawful acts,it is essential that those responsible for security bediscerning consumers of intelligence. Early warningof threats or possible attacks against the publicare vital, to ensure that all involved agencies areable to implement preparatory <strong>and</strong> preventivemeasures in a timely <strong>and</strong> cost effective manner. Itis essential that available resources are effectivelydeployed to meet the known threat. It is in thislatter regard that good intelligence is essential.Ports <strong>and</strong> airports for instance were obvious targets<strong>and</strong> have been secured by the International LawEnforcement officers. These are targets that theWorld anticipates that terrorists will go for. Howeverit is the soft targets that we should worry about: softtargets like the hotels <strong>and</strong> offices. There are so manyof these <strong>and</strong> we just can’t anticipate where the terroristwill be. So establishments like the soft targetsmust take proper precautions. At the same time, peopleshould not be overly anxious. Life should go onwithout too much worrying about terrorism.Importantly, all must st<strong>and</strong> united regardless of background,race <strong>and</strong> status to combat terrorism.For example, a terrorist attack may be the furthestthing from your mind when a footballmatch goes to penalties, but one terrorism expertthinks the comparison is useful.Professor Herbert Huppert of CambridgeUniversity believes the key to coping with an attackis not unlike that to winning a penalty shootout.People need to practice the drills <strong>and</strong> exercises again<strong>and</strong> again to remember them. This is how so manyBritons managed to survive the World War II air raids– by escaping to shelters such as underground tubestations as they had been taught. IBSSA official publication 2006IBSSA in LatviaWe must establish legal normsEriks Grinbergs, IBSSA co-ordinator inLatvia, chairman of the IBSSA Legal Department,legal advisor of the Latvian Ministry of SocialAffairs, became known within IBSSA in 2002through his merits in the successful organisationof the Martial Arts competitions held in thatyear. Exactly three years later, in the middle ofNovember, we talked to him about the results ofthis international event for Latvia.‘It has brought success <strong>and</strong> recognition,’ answeredthe young lawyer. ‘I do not mean myself primarily,but our Latvian organisation. I do not mean it as criticism,but between 1997 <strong>and</strong> 2002 none of IBSSAleaders visited Riga, but since then the situation haschanged. That event was primarily dominated bysports, as the best competitors of 12 federations ofEastern fighting arts met in Riga. They gave presentations<strong>and</strong> lectures, competitions were organised <strong>and</strong>both professionals <strong>and</strong> simple interested people discoveredIBSSA. This was the event which broughttogether Latvian sports federations of various fightingsports which had been working against each otherbefore, but then they realised that the main issue wasnot which federation had the leading role as they hadmutual interests. IBSSA was an important catalyst inthis recognition. The audience, including officialorganisations too, began to inquire about IBSSA activities.I dare say that the image of our association hasstrengthened after Martial Arts in Riga.’‘What is the situation of civil security organisations inLatvia?’‘More <strong>and</strong> more civil organisations are engaged insecurity activities in Latvia, but their operation is difficultbecause the legal norms clearly defining theframework of their activities are not fully elaboratedyet. The applicable EU norms have not been ratifiedin Latvia either. We have only been a member of theEuropean Union for one year, our country has to fulfila lot of law harmonisation tasks <strong>and</strong> this exampleis one of them. We received a lot of assistance fromIBSSA for elaborating internal guidelines, whichmakes our work easier. Naturally, there are organisationswhich do quite a lot for building security organisations<strong>and</strong> relating sports organisations. Such anexample is PENTANO company, where the presidentGenadij Seibutis <strong>and</strong> the advisor, Vladislav Kirilovskijwith Hungarian sports relations have very significantinternational experiences. They contribute quite a lotto the development of IBSSA organisation in Latvia.’‘What is your relationship with the other Baltic states?’‘There are primarily sports relations, mainlythrough individual athletes or clubs. As far as I know,the other Baltic States also phase similar problems asLatvia. If we can help each other with our experiences,hopefully we can solve our currently existing legalproblems very quickly.’‘A bodyguard from Riga was awarded the diploma ofbest bodyguard in the traditional international trainingcalled SEC-tember. It could be a good sign for you for theFirst <strong>Bodyguard</strong> World Championship to be held in Floridanext year. We engaged indevelopment <strong>and</strong> installation Situation Centers,Information <strong>and</strong> Analysis Centers, CompetitiveIntelligence Centers.- What does competitive intelligence mean?- Competitive intelligence means the legal accumulationof the data <strong>and</strong> information about competitorsdue to know how do they work, what aretheirs operating procedures <strong>and</strong> to use these methodsin own company. The part of the competitive intelligenceis the benchmarking.Competitive intelligence covers all methods,forms of activities, human resources, etc. But wehave a more global approach. We supply theproduct <strong>and</strong> by its means the full multilateral monitoringof mass media plus analysis of informationreceived form different sources are fulfilled.- How are your activities known? Is somebodysearching for you or writing to you or vice versa?- This is a complicated question. This kind of businessis rather close. In a general case we do not advertisewidely except our Web-site on the Internet. Andmailing is strictly direct. We work with the clientstate <strong>and</strong> they simply announce the tender for supplyof certain items, for example, supply of aSituation Center for the Governor. There wehave contact with Saudi Arabian authorities <strong>and</strong>have proposed them a special center for security ofHajj (pilgrimage). We elaborate the solution how toavoid crisis situation, how to dispose security forces,ambulance, crossing points. This solution we presentedto the Saudi authorities.- So, it is like pyramid, built from the information<strong>and</strong> on the top of it is an answer on specificquestion?- Yes. The basis is the information. We constructedour software with the simple module design: atthe bottom there is a common database where all theinformation enters - it doesn't matter in what form– text, audio, video, internet-files, any files existed.- You said the basis. And then?- After that we deliver the modules. They are likebricks. These bricks are settled “on the top” of thecommon database with the number needed by thecustomer. For example, we supply to the Governor amodule of electoral preferences, a module of socialhealth of population, a security module, a module ofeconomy etc. The Governor chooses several modules<strong>and</strong> we deliver them to the Governor’sSituation Center.- How many people work in this project?- Not so many. About 20 people are involved in thework. Plus outsourcing in different cities, it becamemuch cheaper.- Are you tracing the data?- We do not trace, we have mathematic models,which allow showing all the information space. Onhuge screens the customer observes consolidatedinformation about what is happening in his region(ministry, company etc.). From a visualization pointof view we propose a very wide range of visualizationtools. For example, Governor of Sakha-Yakutiaordered visualization of the situation in the form ofcolored barometers where the situation is imaginginteractively in colors – from normal green to dangerous– red, <strong>and</strong> the arrow points the evolution ofthe situation. Of course, when the pointer moves tored the Governor immediately calls the experts, thestaff <strong>and</strong> asks what happened. After that he or hisexpert can trace down by indexes <strong>and</strong> other criteria<strong>and</strong> see what happened exactly <strong>and</strong> who is responsiblefor the formation of the crisis situation.- You make the diagnosis like a doctor..?- We forecast, besides we forecast, the situation byway of a modeling experiment for certain period ahead,for instance, for a year. The experiment itself could bean extrapolation where the curve is moving up ordown <strong>and</strong> we can predict with some accuracy that thesituation would progress in a certain direction.We also carry out variation experiments where weask “What happens if..?” The group of experts usesour tool - <strong>and</strong> we have some sliders as in equalizer –<strong>and</strong> move this slider trying to answer, for instance,what happens if the government lowers the donationsfor the some stratum of population or makesany other change.- And will you offer the ready-made solutionfor them?- We give them technique, methods, procedures sothat they will watch the situation forward <strong>and</strong> fromdifferent sides.- Do they listen to your advice during the desicionmaking?- Oh yes, the staff in Irkutsk, Belorussia, Sakha-Yakutia <strong>and</strong> others – all the use our solutions.- The President can have many advisers, theygive him wonderful suggestions, but he doesn’tbelieve them…- Underst<strong>and</strong> your question <strong>and</strong> try to explain it inpractice. The adviser is an engaged person. We collectthe information from a wide range of sources includingexperts <strong>and</strong> use special tools <strong>and</strong> methods to levelthe expert’s approach. Besides, we give them a tool touse their own methods without any changes in soft,i.e. without additional use of the programmers.- Does generalization of your advices representan objective solution?- There is no objective solution; there is a solutionclose to objective. In reality there is no objectivenessas soon as there is no truth. There is something closeto the truth. We offer our solutions, however thefinal decision makes the chief executive, VIP. We onlygive him a tool, learn his experts. But he himselfbears responsibility for the decisions.- This is a big responsibility indeed! Or viceversa, your organisation doesn’t bear responsibilitysince the decision makes other person?11


IBSSA official publication 2006- As you underst<strong>and</strong>, in such a hard case the practice<strong>and</strong> the methods are very important. The firstCenter was installed at 1999 to the President ofUkraine Mr. Kuchma (we have another company’sname but the same development engineers <strong>and</strong> constructors).At this period our methods showed 97%hit that in general was incredible. The situation wasthe same: we answered on the inquiry from thePresident election authorities, whether it is necessaryor not to spend of 20 millions to increase his rating.And he asks to our Center this question…- Not so little money…- Yes, this is a huge amount! He said, if I throw inthis money? We begin to compute on our models <strong>and</strong>the answer that it is not necessary. If you push thismoney to the election the situation wouldn’t change.There were a lot of competitors, about 15 people…We said – whether you make it or not, it wouldn’t bebetter. He saved the money, his rating became thesame, he won, <strong>and</strong> our solution showed efficiency.- That means this method was right <strong>and</strong> theusage was so right.- Yes. Usually exit-polls, interrogations, ratingsgave less accuracy.- Do you penetrate on the market easily?- No. It is hard to conclude the contract. Ourproduct could be lobbied through, that is the way somelobbyists are involved. These are high ranking peopleon the level of ministers, authorities in administrationsof the presidents who are interested inmaking our product work. You see, they will workthemselves on our Center.- How did you meet IBSSA <strong>and</strong> what opportunitiescan you see for cooperation?Some years ago I was introduced to IBSSA managementby Mr. Morozov, IBSSA Representative inRussia.After a while I offered to IBSSA the creation of aspecial information system that links all interestedorganisations – members of IBSSA like a net on thebasis of our software. This system can collect information<strong>and</strong> conduct analyses in the interests of theclients of these organisations <strong>and</strong> theirs clients. Thissystem can fulfil inquiries from different countries<strong>and</strong> can model <strong>and</strong> simulate political, economic,social, security, aniterrorist problems of these countries.The Center itself can be settled in the CentralEurope - Czech Republic or Hungary.I believe that the Special Analysis <strong>and</strong> InformationCenter acting under the auspices of IBSSA – themost authoritative <strong>and</strong> prestigious association –which can assist in solving problems of Europeancommunity, will essentially raise its significance <strong>and</strong>consequence.IBSSA SLOVENIASmall partner in size, big member in IBSSA organization.IBSSA Slovenia is at first glance a small partner in a bigfamily of IBSSA organization. But importance is notmeasured with size. With all activities, education <strong>and</strong>line of work we contribute to regional stability <strong>and</strong>security.Although Slovenia is a member of the EU <strong>and</strong>NATO that does not mean we can leave our securityonly in their h<strong>and</strong>s. IBSSA Slovenia filled gaps in thearias of private <strong>and</strong> personal security that are most vulnerable.That is private safety. Our bodyguard trainingcentre is an official IBSSA representative for region ofex Yugoslavia (Croatia, Federation of Bosnia <strong>and</strong>Herzegovina, Serbia <strong>and</strong> Montenegro, Macedonia).This means that all c<strong>and</strong>idates for bodyguards must gothrough very hard training <strong>and</strong> education accepted <strong>and</strong>approved by IBSSA. It was founded in February 2002under the leadership of Mr. Bogdan Vukosavljevic,MA <strong>Security</strong> <strong>and</strong> Terrorism. For the past four years hehas been chief instructor for VIP tactics <strong>and</strong> security inIBSSA training centre Slovenia <strong>and</strong> other centresaround Europe. More than hundred bodyguards fromdifferent countries graduated in our centre. Most ofthem are successful in their business. Requests for ourbodyguards are high. They are known to be very professional<strong>and</strong> well trained. Our costumers are usuallyhigh profile persons such as politicians, actors <strong>and</strong>singers. In the past few years we organized severalbodyguards’ courses in one year. In 2006 we will organizefive basic level courses in March, May, June,October <strong>and</strong> November. IBSSA official publication 2006IBSSA 10th CONGRESS(Zlin, Czech Republic, 18-20 March 2005)The 10th Congress of the International<strong>Bodyguard</strong> <strong>and</strong> <strong>Security</strong> Services Associationwas held in Zlin, the head office of IBSSA CZon 19 March 2005. The Jubilee Congress wasattended by nearly 70 representatives of 30countries, although heavy snow created difficulttravelling conditions for those going to theCongress.The IBSSA courses, the shooting competition<strong>and</strong> the seminars organised for Sunday were allheld in Graddol<strong>and</strong> on 18 March. The<strong>Bodyguard</strong> Situational World Championshiporganised for 20 March was cancelled because ofthe snow <strong>and</strong> few entries which were perhapsrelated to the snow.Professor George Popper, President of theAssociation opened the 10th Congress ofIBSSA. He announced that numerous highrankingofficials <strong>and</strong> IBSSA representativeswelcomed the participants of the Congress inletters, including– H.R.H. Michael James Alex<strong>and</strong>er Stewartof Albany (SCO – honorary president ofIBSSA)– His Beatitude Dom Lorenzo O.S.B. – regentof the ‘Sovereign Order of Saint John ofJerusalem, Knights of Malta, F.A.P.’, honorarymember of IBSSA,– Reverend Philip J. In some places, the crowds are controlled byprofessional work; in others, things may turn into atragedy. Our magazine asked the professional managerof Hungary’s largest event security companyIn-Kal <strong>Security</strong> to summarise the basic concepts,principals <strong>and</strong> rules along which they work.When organising <strong>and</strong> ensuring security forevents, some basic concepts <strong>and</strong> professional<strong>and</strong> legal regulations have to be made clear to beable to work smoothly <strong>and</strong> successfully.We talk about an event when some sports,cultural, political or social event or gathering isheld organised by some structured community,association, public or civil organisation or privateindividual, where different people meet forsome purpose just for once, periodically or on aconstant basis.Event security means the total of measures<strong>and</strong> activities taken to ensure smooth realisationof the event <strong>and</strong> to protects the life <strong>and</strong> propertyof the participants.In retrospect it can be seen that privatebodyguards <strong>and</strong> security services have emergeddirectly before the political regime changeamong Hungarian security businesses <strong>and</strong> haveundergone a stage of quick development concurrentlywith privatisation after the politicalregime change.The role of politics in the development ofthese security servicesThe situation after the democratic transformationplayed <strong>and</strong> important role in the quickdevelopment of event security as a branch ofservices, when the political change started totake place in Hungary together with the socalledstreet politics that accompanied it. Thismade it absolutely necessary to provide modern<strong>and</strong> efficient event security, which was notbased on violence. At the same time, in furtherdevelopment of the experience gained the developmentof event security as a branch of securityservices started, <strong>and</strong> has emerged as one of theleading branches of the trade by today.Ever since events have been held, there hasalways been a need for supervisors, organisers ora staff or organisers whose traditional, “classical”organisational tasks have not changed.Today, the events that accommodate hundredsof thous<strong>and</strong>s of people regardless of their characteror purpose cannot make do without thewell-trained professionals who are prepared toensure that the event runs smoothly <strong>and</strong> theparticipants are not disturbed.The role of private security services (organisers)will never be the same as the police’s lawenforcement role, partly due to their powers <strong>and</strong>partly due to the lack of authorisation grantedin legislation.<strong>Security</strong> services may perform their tasks onthe basis of <strong>and</strong> in compliance with the provisionsof Act IV of 1998; they are not lowenforcers but only civilian organisers performingtraditional organiser tasks.Based on the current regulations, there mustbe at least 1 organiser employed per 100 participantsat the event.Private security services may not take over thepolice’s role at events as the powers of securityguards are limited <strong>and</strong> do not include statutorypowers; <strong>and</strong> the other h<strong>and</strong>, in the course of performinga task jointly with a police officer, theyenjoy increase legal protection as a person supportingam official person, <strong>and</strong> control powersare also increased.Co-operation between private securityservices <strong>and</strong> the police is indispensable whenensuring the security of events. The tasks of privatesecurity services cannot be rigidly distinguishedfrom police tasks at the entrances to theevent venue. Where hundreds or thous<strong>and</strong>s ofparticipants are present, the behaviour of thecrowd needs to be controlled – within the20


IBSSA official publication 2006framework defined by law – <strong>and</strong> compliance withthe conditions for participation must be ensured.It is necessary to have a police officer takingpart in the work, who may take the measures<strong>and</strong> follow the procedures of a required extent,exercising his powers, such as:– security services may not take away prohibitedequipment or items particularly dangerousfor public security from participant; instead,they may refer the person together with theitem to the police officer in order to be able totake further measures,– security guards may not check the identity of,or proceed against, people who commit wilfulv<strong>and</strong>alism but may retain such persons untilthe police officer arrives, after which theypass the person over for the purpose of theprocedure.The basic pillar for successful event security isfair <strong>and</strong> good co-operation with the police <strong>and</strong>organisers in the framework of which tasks areclearly distinguished <strong>and</strong> the extent <strong>and</strong> scope ofresponsibilities is clarified.The purpose of event security is to ensuresmooth realisation of events, to screen <strong>and</strong> keepaway unauthorised persons, to warrant the safetyof persons <strong>and</strong> property of the participants, tosafeguard the event location, to prevent v<strong>and</strong>alism,too protect public area, the environment <strong>and</strong>nature, as well as to prevent any attempts at disorder,harnessing the persons creating disorder <strong>and</strong>to detach <strong>and</strong> remove such persons from the eventwith the help of official persons.As regards the types of events, they may bediverse: cultural, sport, political, economic, militaryExhibits in theHooligan Museum21

If the ticket owner fails to meetthe rules, entry may be refused. In such events, theentrance procedure starts by validating the ticket<strong>and</strong> control (checking authorisation to enter).Ticket control is followed by the first stage ofsecurity check. This includes the checking of clothing<strong>and</strong> luggage as an activity (security guards maynot search persons).The checking of clothing may include no morethan clothing, items, fixed on the body <strong>and</strong> luggageor bags carried by people. The check shall beconducted by security personnel of the same genderas the person being checked.If any person is spotted possessing any itemdangerous for public security on entry, the personmust be h<strong>and</strong>ed over to the police so that it cantake the appropriate measures. IBSSA official publication 2006Bomb safety in the civil sectorFatal accidents due to lack of regulationsBomb security <strong>and</strong> exploitation tasks representone of the least regulated areas of theHungarian civil security profession, becauseeven at present the bomb disposal activities onmotorways <strong>and</strong> in institutions, bomb securitytasks related to events are performed in the civilsector by ex-service <strong>and</strong> retired bomb disposalexperts <strong>and</strong> security experts trained in the civilsector with a silent approval of authorities. Thestate, as the legislator, has been struggling tocome up with legislation for this area for morethan ten years now, although the social needscreate more dem<strong>and</strong> than may be covered withthe bomb disposal staff of the Ministry ofInterior <strong>and</strong> the Army, especially based on theincreased number of bomb scares in the recentperiod. The impact of bomb threats spectacularlydemonstrates weaknesses of the society, creatingchaos <strong>and</strong> panic among authorities <strong>and</strong>the population. On the other h<strong>and</strong>, the successfulexplosions highlight the success of perpetratorsbecause they make the headlines in masscommunications. The advantages of explosionsfor terrorists may be offset with active involvement<strong>and</strong> deliberate information of securityservices, civil organisations <strong>and</strong> the population.The brief historical review of bomb disposal<strong>and</strong> bomb detection activities in Hungaryreveals the expectations of the society in thisarea. Following the Second World War, the FirstIndependent Bomb Disposal <strong>and</strong> MineDetection Battalion of the army had a national<strong>and</strong> exclusive competence for the disposal ofmilitary explosives. In addition to these tasks,they were also responsible for securingHungarian <strong>and</strong> foreign individuals during theirstay in Hungary in terms of bombs. The activitieshad to be separated because of an increasingnumber of tasks <strong>and</strong> terrorist threats: the armyis still responsible for the disposal of militaryexplosives in public <strong>and</strong> private areas arisingfrom military activities <strong>and</strong> negligent h<strong>and</strong>ling,while the police have been assigned with thetask of managing improvised bombs <strong>and</strong> st<strong>and</strong>ardmilitary instruments relating to crimes. Inaddition, the police are also responsible for thebomb investigation at celebrations, events <strong>and</strong>in threatened buildings, disposal of detectedbombs, expert analysis followed by destruction.Following an increase in the number of activities,at the end of the 1980’s trained bombresearchers emerged within the framework ofthe police forces <strong>and</strong> following the systemicchange in 1989 the number of departmentsengaged in bomb disposal, bomb detection <strong>and</strong>similar activities appeared in more <strong>and</strong> morepolice units. Act IV of 1998 on bodyguards <strong>and</strong>security guards in companies as well as privatedetectives could not regulate bomb detectionactivities in the civil sector either, thus theProfessional Chamber of <strong>Bodyguard</strong>s, <strong>Security</strong>Guards <strong>and</strong> Private Detectives classified bombdisposal on motorways <strong>and</strong> in institutions asanother activity.Several bomb disposal <strong>and</strong> bomb detectionexperts died or obtained permanent injuriesfrom bomb disposal activities on motorways<strong>and</strong> institutions due to lack of legal regulationsin recent years. The bomb detection tasks ofbodyguards <strong>and</strong> security guards were rejected bythe society due to lack of basic knowledge,because the irregularity of inadequate implementationviolated the intimacy of private individuals.Only bomb detection activities performedMr. Csaba Kertész23


IBSSA official publication 2006within the framework of the police imposes ahazard on the safety of society, because theincreased terrorist threats, erroneous bombscares lead to a panic among the population <strong>and</strong>authorities. The authorities are unable to performthe increased bomb detection tasks withits existing staff <strong>and</strong> therefore they follows thegood example of some European Union MemberStates (e.g., Austria, etc.), <strong>and</strong> assigns civil securityservices to perform such bomb detectiontasks in co-operation with authorities. The EUMember States have recognised the destructiveeffect of terrorism on the society <strong>and</strong> will supportresearch creating a basis for the fightagainst terrorism <strong>and</strong> protection of citizenswith EUR 250 million from 2007. The EuropeanUnion considers that terrorist attacks performedwith explosives, chemical, biological,radiological or nuclear substances in publictransport or in certain parts of cities representrealistic threats. The European CommissionEstablishment of HNEOAIn November 2005, Géza Halaska <strong>and</strong> MiklósVarga took part in the 46th INEOA Congress(International Narcotic Enforcement OfficersAssociation) where they officially announcedthe establishment of Hungarian Narcotictherefore has decided to support all researchplans as a result of which the terrorist combatingsystem will become more efficient <strong>and</strong> effective,security experts can recognise real terroristthreats <strong>and</strong> protect their citizens <strong>and</strong> democracyin Europe more effectively.Naturally, the responsibility of civil securityservices in their bomb detection activities is anissue among the increasing number of tasks ascertain hazardous materials may be taken out ofthe control of authorities. In the programme, bodyguardscompleted an extreme physical, 11 km forest course, duringwhich they were exposed to regular attacks, forcing them toescape. The other special event of the programme was organisedby Lake Fertô, where students had to rescue protectedpeople who had fallen into the water <strong>and</strong> took part in awater rescue training. Whenwe sat down to talk after a dan exam, I asked him aboutfighting with a stick <strong>and</strong> knife. I wanted to know how he beatthe world <strong>and</strong> how he could disable a steel-muscled meatcolossus in just moments. My questions focused on fight, <strong>and</strong>I soon had to realise that we were talking about beliefs <strong>and</strong>ancient philosophy. What was really interesting is that eventhen we remained in our basic subject, martial arts.István Kelemen founded the first private dojo club inBudapest from a military fighting club at the beginningof the 1980’s. It became popular very fast. Young peoplequeued to get into the club <strong>and</strong> become members.Many young people learnt about thebasis of martial arts <strong>and</strong> later becameknown in this kind of sports or inother sports. Even wrestling Olympicchampions visited the club.István Kelemen learnt <strong>and</strong> taught.He visited the most reputable jitsuworkshops of the world <strong>and</strong> learnthis actions from the best. In themeantime, as a civilian, he alsotaught the elite group of the policeforce for h<strong>and</strong>-to-h<strong>and</strong> fighting. Hewas a stuntman, became a high-qualitysecurity expert <strong>and</strong> foundedTestôr Kft. in the summer of 1989.The company has been securing facilities<strong>and</strong> performed special personal protection tasksever since. While building his own business, naturallyhe did not neglect jiu jitsu either, because it was alsopart of business. He was the president of theHungarian federation for a long time, then he resigned<strong>and</strong> since then he has only been engaged in the professionalissues <strong>and</strong> techniques. It is mainly due to hishuge contribution that Hungarian jiu jitsu fighters arementioned together with the Finns. It is also the resultof his impact that in Hungary approximately 600adults train regularly in 30 clubs, <strong>and</strong> 300-400 childrencompete in a children’s competition. He is the chairmanof the Hungarian Dan College (this position isalways held by the Hungarian citizen with the highestdegree achieved).‘I teach <strong>and</strong> exercise martial arts <strong>and</strong> not ballet’JJ styles compete with each other all over theworld. Mr. Kelemen supports the full contact branch,with completely individual solutions. He believes ifwe know the physical side of the fight, for victory wemust know the best technique of all styles <strong>and</strong> wehave to find the right method for beating attacks, i.e.,defence. He thinks force is most important, <strong>and</strong>believes in 100 % technique. In his opinion if a blowis not accurate, it is bad. However, those believing ina different style <strong>and</strong> approach still accept <strong>and</strong> considergood a 99 per cent blow, remaining with theexpression of percentages. Kelemen sees himselfproven with the practice of the professional worldwhere his philosophy is applied.The terror combating organisationsalso operate with the sameapproach. This is what he taught tothe members of the Russian statesecurity organisation as well as inIsrael.Many people are engaged, <strong>and</strong>perform well, in this branch ofmartial arts. Kelemen thinksthat among the good ones thewinner will not think in panels<strong>and</strong> apart from physical trainingwill also conduct intellectualtrainings. He believes that martialis ‘medication in motion’.He can list examples indicating that knowledgeof archaic <strong>and</strong> sacral literature helps a lot in theperfection of movements. Intellectual <strong>and</strong> physicalforces make a system work. And then heasks me a moral question too: if we manage toachieve perfect movement <strong>and</strong> man is unbeatable,what guarantees that this knowledge willonly serve good? He finds his answer in beliefwhen he says that spiritual peace can beachieved through the purity of the soul. If this isthe motivating factor, the movement will beimplemented well too, guaranteeing that forcesare not used for bad purposes. This is how wehave got from suffocating <strong>and</strong> kicking to believing.Would you ever have thought it?26

International bodyguard training now takes placein New Zeal<strong>and</strong> - Mount Manganui, <strong>and</strong> in Sweden, Malmö, too. The future plans of FoldaInternational Ltd. include opening of further training centres in the Ukraine, Serbia <strong>and</strong>Belgium. The long-term plans also contain centres on the South American continent.International jitsu training camp on Lake BalatonA traditional international training campwas organised on Lake Balaton, theHungarian sea, with the participation of 30foreign <strong>and</strong> approximately 100 Hungarianjitsukas. The Hungarian Ju Jitsu Federation hasinvited the traditionally strong trainers’ staff forthe one-week training camp. IBSSA official publication 2006Establishment of the National Mounted Services AssociationFrom the royal Canadian Mounted Police to the Kazakh horsemenThe National Mounted Services Association,under the short name of National Mounted Guardwas established in Budapest on 5 November 2005.The purpose of the new, non-political NGO is toprovide social support to crime prevention, publicorder, environmental <strong>and</strong> home defence in theform of non-armed activities.The association was established around the mainconcept that if hobby riders always ride cross-country,why can’t they do it in a target oriented fashion.Horse riding has become a fashion, almost amass sport in today’s Hungary. Riding mills keepgrowing around cities, offering sufficient ridingtuition as well as organised cross-country activitiesfor their riders. Riders regularly visit l<strong>and</strong> <strong>and</strong> suburbanareas where order or environmental protectionagencies do not go at all or only very rarely. Byco-ordinating cross-country rides of riding mills<strong>and</strong> setting targets, the riding sport can providedirect assistance in managing the above problems.Riding mills came up with a suggestion primarilyin Budapest agglomeration whereby the crosscountryrides of their riders should be connectedwith environmental protection or l<strong>and</strong> protectiontasks on a particular settlement, connecting pleasurewith use. The National Mounted Guard operatesbased on the objective of co-ordinating theseideas <strong>and</strong> intentions.On the basis of the environmental problems, theopportunity is obvious: local police forces <strong>and</strong> preventionpatrols can monitor mainly urban properties,but the countryside cannot be monitored bypatrolling with a vehicle. Suburban areas areexposed to various types of risks, the most considerableof which include theft <strong>and</strong> robbery in weekendhouses, farms <strong>and</strong> estates on remote locations,theft of produce <strong>and</strong> fruit on production l<strong>and</strong> <strong>and</strong>orchards, illegal mass waste dumping around largersettlements <strong>and</strong> the spread of ragweed.Consequently, the most important task of theAssociation is to support the activities of defencepolice <strong>and</strong> security agencies, national guardingservices <strong>and</strong> municipalities operating in the territoryof the Republic of Hungary, in co-operationwith all public organisations <strong>and</strong> NGOs, as well assecurity companies interested in crime prevention,as well as citizens striving for creation, maintenance<strong>and</strong> protection of security.A further objective of the Mounted Guard is toprovide a technical training <strong>and</strong> knowledge base forvarious mounted guard <strong>and</strong> patrol services in theterritory of the country with the help of whichcommitted riders can serve the public security <strong>and</strong>internal order of the country more consistently <strong>and</strong>efficiently irrespective of the specific organisationthey belong to. For this purpose, we are developinga central education <strong>and</strong> training base, which willprepare riders <strong>and</strong> courses for the above objectivesin accordance with a training <strong>and</strong> qualification systemwhich is currently being developed.The Association develops co-operation with variousministries, primarily the Ministry of Interior,Ministry of Agriculture <strong>and</strong> Rural Development,Ministry of Environmental Protection, County <strong>and</strong>National Agencies involved in crime prevention, theNational Association of Hungarian NationalGuards <strong>and</strong> the Hungarian Hussar <strong>and</strong> MilitaryTradition Preserving Association for the purpose ofcrime prevention, public order, public security <strong>and</strong>environmental protection, as well as prevention ofdrug distribution <strong>and</strong> consumption. Co-operationshould also be developed with disaster protectiondirectorates <strong>and</strong> fire-fighting associations.For the purpose of fostering Hungarian ridingtraditions, developing the Hungarian riding culture<strong>and</strong> flourish riding tourism, the Association thingsthat active participation is necessary in the implementationof the National Riding Programme.29


IBSSA official publication 2006Another very important objective of theAssociation is to develop close co-operation withthe Ministry of Defence <strong>and</strong> its regional agencies interms of non-armed defence activities, primarilytraining <strong>and</strong> education, attitude development ofyoung people, teaching them how to be patriotic<strong>and</strong> prepare them for contractual or official service.International mounted guard officer trainingin Hungary with Portuguese assistanceIn view of the fact that the same or similar servicesalready operate in other countries, includingthe Canadian Mounted Guard, the FrenchNational Guards <strong>and</strong> Spanish horsemen, all theway to famous Kazakhs with long historic traditions,the Association takes a lot of steps to build<strong>and</strong> foster international relations. In this spirit,Professor José Cosmelli The Regent of theSovereign Order of Saint John of Jerusalem,Knight of Malta, FAP., Portugese diplomat,Chairman of IBSSA Horse Riding Department,participated in the inauguration ceremony ofKomárom Riding Mill, during which an agreementwas reached on future cooperation. Thismutual activity will also include the granting ofinternational certification, the so-called mountedguard officer, by the Portuguese training centreapart from the Hungarian certification to all c<strong>and</strong>idateswho must satisfy very strict requirementsin this concept. This cooperation is personallyguaranteed by Dr. Ferenc Kertész, who is the managingpresident of the National Mounted Guard,<strong>and</strong> also secretary of IBSSA mounted section.As it was indicated above, the Association hasset an objective of creating a collective organisationbased on wide social cooperation but stricttechnical knowledge <strong>and</strong> qualifications, which isopen to all citizens without a criminal record ifthey have the required recommendations.The Association has a key target of developingqualifications <strong>and</strong> knowledge of its members <strong>and</strong>their certification based on strict criteria in order toguarantee professional <strong>and</strong> reliable cooperationwith national <strong>and</strong> local agencies <strong>and</strong> organisations.Mr. Ákos KenediNational Mounted Services Association – PresidentLover of weaponsHe is an American Hungarian citizen, 60 years old,with long red-brownish hair, typically in a pony tail,<strong>and</strong> a red, thick beard. He is very short, <strong>and</strong> carelesspeople do not even count him in for a fight. However, hewas trained close-range fighting both in the USA <strong>and</strong>the Middle East. He is an arms expert, an internationalsecurity expert, international security consultant <strong>and</strong>arms master. He is very proud of his diploma from ProDeo university, centred in New York; he is a doctor ofsecurity <strong>and</strong> protection sciences. Dr. Oliver L. Rozsahas been a member of IBSSA since 1997 <strong>and</strong> is thechairman’s advisor for shooting.We met him in hishome. While he carriedon with a few things, hegave me some technicalpapers to look at. Ofcourse, they were allabout arms. I still rememberthe title of two, onewas called Military SmallArms, <strong>and</strong> the otherSoldier of Fortune.‘I have loved arms since my childhood,’ heremembered the beginning. ‘I’m lucky becausemy trade is my hobby <strong>and</strong> my hobby is my trade.I dare say that I have always had a weapon on mesince I left Hungary in 1968. Nowadays that Ispend the majority of the year at home I stillcarry arms. I think we have grown together as Ifeel almost naked without them.’‘Are you afraid?’‘No, I’m not afraid, but I think one has to beprepared for a potential attack because, unfortunately,we live in a dangerous world. My professionorders me to the alert all the time.’‘Do you take your weapons abroad too, ordo you keep a few wherever you usually go?’‘I always have weapons on me in each countrywherever the law allows it. E.g., I have a gun licencein the USA too, effective in 27 of the 50 states. So Ikeep weapons <strong>and</strong> ammunition there, too. I alsohave a European gun passport to move gunsaround whenever go to competitions or to hunt.’30

I learnt <strong>and</strong> taught there. I worked as abodyguard, expert <strong>and</strong> advisor. I also learnt inthe USA, but I mainly worked there, carryingout several tasks. Of course, my work took meto other countries too but these two placesdominated in my life.’‘As far as I know, you also had a Russianemployer.’‘I have got good references.’‘It is definitely to your benefit that eventhese days you finish senior competitionsin the top positions.’‘I take part in some competition each week.Recently, a new competition was launched inHungary under the auspices of IDPA –International Defensive Pistol Association –which is very close to the situational competitionof bodyguards. Naturally, you can onlyshoot with a st<strong>and</strong>ard gun like in IBSSA competitions.The guns which may be used in IPSCopen category have been equipped with an electro-pointlaser target device, which significantlyassists the accuracy of the shot. Otherwise Iconstantly train myself <strong>and</strong> lead courses all overthe world. I love situational shooting in internationalcompetitions in the 3-guns categoryincluding shotguns, guns <strong>and</strong> pistols. I have gotgood results. I am the Hungarian senior championof IPSC category, situational category. Ihave a team gold medal from an IPA competition(International Police Association), I wassecond in the shotgun competition organisedby IDPA in Kentucky, USA. Competitions areorganised with machine guns regularly there,attended by former members of armed forces aswell as representatives of the civil sector. Theseshooting competitions clearly assist the situationrecognition skills, speed, alertness, abilities<strong>and</strong> determination of bodyguards.’‘I have seen some of your weapons. They arevery rare <strong>and</strong> special.’‘If I am right, my collection consists ofapproximately 50 weapons which unfortunatelycannot be kept at one place. I have huntingweapons, corporate weapons, these legalweapons, I have a shooting club, involvingsports weapons, <strong>and</strong> I have got my ownweapons which represent my own property.‘I have also got historical weapons, e.g., aWorld War One long-barrel machine gun,Luger, from Erfurt in 1914, including also acompatible sling, a leather case <strong>and</strong> woodenstock. I have a weapon which was used duringthe l<strong>and</strong>ing in Norm<strong>and</strong>y in 1944, including a45-calibre Thompson. Of course, theseweapons are only suitable for individual shots.I have a P39 from Wermacht, the Second WorldWar, which also includes a sling <strong>and</strong> a case. Ialso own modern weapons, various revolvers, a45 colt, a BT96, which is the civilian version ofMP. My name is also engraved in it, as it wasspecifically made for me in Switzerl<strong>and</strong>. It is aspecial weapon because it carries my date ofbirth, in its serial number. My self-defenceweapon is a Sig Sauer 228, 9mm one. This iswhat I carry on me each day. I also have aWalter, which was used in Luftwaffe, as a specialweapon. New weapons are usuallydesigned on the basis of old ones, they are modifiedversions, therefore I of course regularlyread the technical literature. I have very goodunderst<strong>and</strong>ing of not only old but also newweapons. I can say that I am up-to-date inweapons.’‘What is your responsibility in IBSSA?’‘I supervise <strong>and</strong> coordinate the activities ofthe Shooting Committee, <strong>and</strong> organise furthertraining of IBSSA shooter members. In addition,I am the shooting advisor of IBSSA president.Although we did not talk about it, butthere is one more subject, which is very close tomy heart, the fight against drugs. I think thattwo things threaten the world which is not inwar these days, terrorism <strong>and</strong> drugs or I mayeven say narco-terrorism. This latter one is atleast as dangerous as the spectacular bombings<strong>and</strong> massacres. This is why I represent IBSSAat the INAOA (International NarcoticAfforcement Officers Association) centre inthe USA.31


IBSSA official publication 2006Honorary member Sándor OszterIBSSA regularly invites famous people whose honorarymembership increases the prestige of the organisation.Now we present a new member who is far fromcriminal investigation or defence responsibilities butcould even be a minister of interior or bodyguard comm<strong>and</strong>er.For Sándor OSZTER is an actor.‘There was a stuntman school in Budakesziwhere each morning began with us running upa hill with a s<strong>and</strong>bag on our neck twenty times<strong>and</strong> when even our liver hurt from the strain westarted wall jumping. There was a gallery wallin the gym where we trained on which we hadto jump hanging on to the wall with our fingertips.Those who fell had to do another 50 pressups.(I was always among the first five to fall.)This was followed by riding practice. We had tojump on a running horse, for which you had totake the pace of the horse, get hold of the horse’smane <strong>and</strong> then pull yourself up with thedynamics of the horse. I was 28 years old whenI started it. It was a splendid school.’‘What do you still use from what youlearnt in the stuntman school?’‘Almost everything. There is a saying that ayoung twig bends but an old one breaks. Thosewho do not build their own base at a young agewill collapse from the burden later. I used to traintwo hours a day then, <strong>and</strong> I can still rely on thisbasis. If someone is born to a buffer, he only hasto learn to fall because everybody will kick him.But if someone is born to play huge, traditionalheroic roles, he must underst<strong>and</strong> the historicalfighting methods, which required the base indicatedabove. Just think of Romeo <strong>and</strong> Juliet, containinghuge fending scenes, Hamlet, <strong>and</strong> I couldstill give you a long list. In addition, the currentaction films could not be performed withouttraining either. That’s why I learnt karate, judo;we trained with a sword <strong>and</strong> dagger <strong>and</strong> alsolearnt their medieval versions. On top of everything,we also had to practice riding tricks. Howwould I have performed the famous Hungarianoutlaw, Sándor Rózsa, without all these?’‘What about shooting?’‘I am still good at it.Recently there was a competitionorganised by ourselves,hunters. We had toaim at 150 m, had threeshots <strong>and</strong> I came first fromapproximately 50 hunters.’‘This clearly indicates that you arestrongly attracted to fighting sports <strong>and</strong>the use of weapons. Is this where IBSSAenters the picture?’‘I am an honorary member of the organisation.It has been true ever since the world oftribes that the more someone is equipped in selfdefence,defence <strong>and</strong> attack, the better chancehe has to survive dangerous situations.’‘IBSSA has a rather good relationshipwith the Knight of Malta <strong>and</strong> recently youhave also joined the order. What does beinga knight mean to you?’‘I have always been interested in the history ofthe various knight orders, including the SovereignOrder of Saint John of Jerusalem, Knights ofMalta, but I thought that it was only privilege ofthe few selected by birth to join them. A knightalways meant a warrior, fighting for a good reason.As long as this ideology existed, especiallyduring the wars on the Holy L<strong>and</strong>, kings wereeager to attract all knight orders so that theycould fight in their colours. This kind of activitycompletely stopped by the Eighteenth century.These days, during the period of advanced informationtechnology <strong>and</strong> super weapons a transformedknight order has entered the stage. Insteadof taking a sword <strong>and</strong> joining a war, a charity, ethicalassociation has developed. In my opinion theKnight Order is an organisation which is importantdiplomatically too, <strong>and</strong> is capable of manythings. If various civil organisations also cooperatewith each other (e.g., the Knight Order <strong>and</strong>IBSSA), our power will be multiplied. We mightnot necessarily perform our tasks in public all thetime but the final result is what matters. This isthe objective of my activities <strong>and</strong> I follow myknight predecessors in serving for good.32
