27 <strong>February</strong>, 2012ISSN 0795-3089Vol 7 No. 9FEC Approves 5 New Private <strong>Universities</strong>The Federal Executive Council (FEC) during its meeting of Wednesday, 22 <strong>February</strong>,2012, considered and approved the establishment of five (5) additional privateuniversities in the country. The new private universities, which are to be issuedlicences by the <strong>National</strong> <strong>Universities</strong><strong>Commission</strong> (NUC), are:• Elizade University, Ilara-Mokin,Ondo State;• Evangel University, Akaeze, EbonyiState;• Gregory University, Uturu, AbiaState;• Mcpherson University, SerikiSotayo, Ajebo, Ogun State; and• Southwestern University, Oku Owa,Ogun State.The approved universities, it would berecalled, had satisfied the requirements ascontained in the Education (<strong>National</strong>Minimum Standards and Establishment ofInstitutions) Act Cap E3 LFN of 2004 forthe establishment of private universities.Dr. Goodluck Ebele JonathanPresident, Federal Republic of NigeriaWith this development the Nigerian University System (NUS) now has 122 universitiescomprising 50 private and 36 each Federal and State universities.The Executive Secretary, NUC, Professor Julius A. Okojie, who was in attendance at the FECmeeting, said that the approval of the five private universities would provide access touniversity education for more students in the coming years.


HME Expresses Readiness of FGN to Partner Statesin Education DevelopmentThe Honourable Minister of Education (HME), Professor Ruqayyatu Ahmed Rufa’i,OON, has expressed the readiness of the Federal Government to partner with States aswell as provide the necessary framework for the improvement of the Education sector.She stated this during a courtesy visit by a delegation led by the Katsina State <strong>Commission</strong>erfor Education, Professor Aminu Kurfi.While commending the Katsina State Government for placing Education first on itsdevelopment agenda as demonstrated in the allocation of about 23% of the State Budget tothe sector, Professor Rufa’i noted that the consistent priority attention of the StateGovernment to Education since 2007 had helped to address the challenges in the sector. Sheparticularly expressed satisfaction with the level of achievements recorded in Girl-Childenrolment and retention in schools due to the various measures introduced and the highquality infrastructure provided which are now serving as models to other States. Shehowever urged the State Government to match the achievements so recorded in access toeducation with quality assurancethrough training and retraining oftheir teachers.Prof. Rufa’i receiving the documents from Prof. KurfiGrant which are disbursed every year.Professor Rufa’i assured KatsinaState of partnership, stressing that theFederal Ministry of Education alonecould not achieve the mandate oftransforming the Education sectorwithout active collaboration with theStates. She stressed that all possiblesupport would be extended to Stateseven as she advised the StateUniversal Basic Education Board(SUBEB) to come up with its annualwork plan and the matching grantwith a view to accessing theUniversal Basic Education<strong>Commission</strong> (UBEC) EducationOn the request for the Tertiary Education Trust Fund (TETFund) intervention for the newFaculty of Medicine at the Umaru Musa Yar’Adua University, Katsina, the Minister referredthe issue to the Executive Secretary, TETFund, Professor Mahmood Yakubu, who advisedthe delegation to come up with the specific aspect of the project for which the interventionwas required. Girl-Child Education and others, had briefed the Minister on the achievements of the State inthe Education sector and presented documents on areas of possible assistance.HME Inaugurates <strong>Universities</strong> Need AssessmentCommitteeThe Honourable Minister of Education, Professor Ruqayyatu Ahmed Rufa’i, OON, onTuesday, 21 <strong>February</strong>, 2012, inaugurated an 11-man committee on Need Assessment ofNigerian <strong>Universities</strong>, in her Office. Speaking at the inauguration, Professor Rufa’i statedthat the Need Assessment would assess staff and students population in relation to availablefacilities so as to identify areas of pressure and explore means through which resources couldbe utilised to address critical needs. According to her, the Assessment would also involve aninventory of all physical facilities and learning resources in the universities, including lecturetheatres, laboratories, studios, ICT facilities and students’ hostels.The Minister reiterated Government’s commitment to the revitalization and reinvigoration ofthe nation’s educational institutions, adding that Nigerian universities must reclaim theirpride of place as centres of excellence, recognized globally.(l-r) Prof. Awuzie, Dr. Su’ara, Prof. Yakubu, Hon. Farouk Lawan, Prof. Rufa’i, Senator Bagudu, Prof.Damachi and Prof. OkojieThe Committee, which is chaired by Professor Mahmood Yakubu, Executive Secretary,Tertiary Education Trust Fund (TETFund), held its inaugural meeting on Wednesday, 22<strong>February</strong>, 2012 and has the following Terms of Reference:• Carry out a detailed appraisal of existing physical facilities for teaching and learningin the universities, particularly their capacity and functionality;• Give a detailed inventory of learning resources, with particular reference to theirrelevance and serviceability;• Compile the number of teaching staff by academic qualification and programme,indicating whether they are engaged on full-time, part-time or adjunct basis;• Compile a list of non-teaching staff and their disposition in each university;• Compile a list of full-time students in each programme (undergraduate as well aspostgraduate) across all levels;Page3


• Identify the number of institutions, students and programmes involved in part-timeand approve affiliations;• Identify the number of on-campus hostels in each university and categorise them byownership and capacity vis-à-vis the students’ population;• Give the status of municipal facilities in each university and the requirements for theirprovision, upgrade and maintenance;• Examine any other matter in which the opinion of the Committee is relevant to therevitalization of our universities; and• Submit a comprehensive report, making clear and detailed recommendations that areimmediately actionable by the Government.Other members of the Committee included representatives of the Senate and HouseCommittees on Education, Senator Pius Anyim Pius (Secretary to the Government of theFederation), Dr. Jamila Su’ara (Director, Tertiary Education, FME) representatives of FederalMinistries of Finance, Trade and Investment, <strong>National</strong> Planning, <strong>National</strong> <strong>Universities</strong><strong>Commission</strong> (Arc. The Executive Secretary said that the Federal Government’s objective of the proposedconversion of the Polytechnic to aUniversity was thoughtful, but maintainedthat the Institution needed to first strengthenand build the capacities of its staff. Hestressed that the Polytechnic should startwith the training of a few persons whowould then raise the critical mass ofknowledgeable individuals required to drivethe System. He, particularly, charged thePolytechnic to indicate the areas ofspecialization of the 30 personnel embarkingon the Masters and PhD courses onEntrepreneurship Studies in JUNAT, so thatNUC could properly advise them on thekind of programmes to undertake that wouldbenefit the Institution on a wider scope.Professor Okojie remarked that theInstitution should have placed emphasis oninvesting in the students by seeking toestablish an entrepreneurship centre whereDr. A. MammanRector, Kad Polyon graduation, they would be able to have a cross-cutting training that would help them intheir field of specialization, other than concentrating on raising PhDs in EntrepreneurshipStudies that would not add much value to the staff’s areas of specialisation. He promised theKaduna Polytechnic Management that NUC would continue to assist it to make sure that itsucceeded in all its endeavours, especially on the conversion of the Institution to a University.Earlier, Dr. Mamman, told the Executive Secretary that they were in the <strong>Commission</strong> tosolicit for mutually beneficial means towards getting the MOU work effectively since therewere fundamental errors in the contents which NUC had pointed out and commended the<strong>Commission</strong>’s disposition towards addressing same. The Rector highlighted that the major elements in the MOU were for JUNAT to provideinternship and exchange programmes to staff on training, while Kaduna Polytechnic wouldprovide accommodation and technical support during the period of the programme.
