Spring/Summer 2007continued from page 5 ...6because every country has different historical andcultural backgrounds in the laboratory animalsciences,” Dr. Seong said.Dr. Seong stated that it’s exactly because of thesedifferences that an international accreditationsystem can help Asian institutions ensure that theyare meeting global standards.“Organizations such as AAALAC International canhelp Asian countries—through an accreditationsystem—establish general guidelines forlaboratory animal sciences and minimize thedifferences between domestic and internationalrequirements for animal experimentation,” Dr.Seong said.The final presentation was given by Dr.Bryan Ogden, Head of Veterinary Servicesfor Maccine Pte. Ltd., in Singapore, on “TheAAALAC International Accreditation Program inAsia—Accrediting Institutions in Singapore.” Dr.Ogden highlighted Singapore’s commitment tobecoming a major hub for biomedical research.He explained that the government has madesignificant investments during the past four yearsin infrastructure, animal welfare guidelines, andregulatory oversight to promote world-classresearch. The National Advisory Committeefor Laboratory Animal Research (NACLAR)established guidelines in 2004, which aresimilar to ILAR’s Guide for the Care and Use ofLaboratory Animals (the main reference usedby AAALAC to evaluate animal care and useprograms).Dr. Ogden noted that there are currently 22licensed animal research institutions in Singapore,and AAALAC International accreditation hasbeen advocated as a means to demonstrateexcellence in animal care and use programs.The Singapore Association for Laboratory AnimalScience (SALAS), established in 2004, hasbeen active in promoting AAALAC accreditationduring its meetings and in several IACUC trainingcourses. In early 2004 two organizationsin Singapore implemented plans to achieveAAALAC accreditation. They were site visited inMarch 2006 and Full Accreditation was grantedto both a few months later. Both of these AAALACaccredited institutions in Singapore have receivedencouraging feedback from local and overseassources. Shortly thereafter, a third institution inSingapore achieved accreditation. Dr. Ogdenadded that several additional Singaporeinstitutions are in the process of pursuingaccreditation.He concluded by noting that “Accreditationof Singapore animal research institutions byAAALAC International contributes to a morepositive international image of Singaporebiomedical research.” •Questions and comments on the AFLASsymposium can be sent to kbayne@aaalac.org.
