Background InformationUnder the guidance and direct supervision of the Information Management Officer, the Data ManagementAssistant provides data management services, implements data management systems and strategies,provides daily technical support to users of information management tools and technology infrastructure.The Data Management Assistant promotes a client-oriented approach.The Data Management Assistant works in close collaboration with the HC/OCHA Information Unit Office,government counterparts, OCHA ROAP (Regional Office for the Asia and Pacific) in Bangkok and OCHAHQ staff for establishing and maintaining database/ GIS and compile data on various aspect of disasters inIndonesia , collaborates with government counterparts (BNPB), international stakeholder in DisasterManagement.III. Objectives of AssignmentTo strengthen Information Management unit in providing capacity building to government counterpart indatabase management and information management (disaster management)TOR/Capacity Building Officer/OCHA/2012

IV. Scope of work/Expected Results/Deliverables/Final Products ExpectedThe following results pertain to the specific scope of work during the period of this contract:Scope of work: (must include monitoring and progress controls, including reporting requirements,periodicity, format and deadlines).- Undertake database development on behalf of the UN-OCHA including database design anddevelopment, query and interface design, report writing and documentation;- Undertake database management including data collection from external partners, data import andexport, data entry, and quality control;- Manage UN-OCHA information systems, including a ‘who what where’ database, contact database andschedule of meetings. Develop new tools to meet the needs of the humanitarian and recoverycommunity;- Prepare periodic, reports, extracting information and preparing statistical tables upon request;- Check accuracy of simple calculations, coding, and data;- Apply strict detail and discipline in data processing;- Perform other related duties as required- Support process of data consolidation and content of the data preparedness website in consultationwith the OCHA Indonesia Office staff and cluster members.- Produce and constantly update documentation to ensure consistency on data and website content.No Reports, Document and deliverables Date Due Payment1 Payment will be made upon the acceptance/approval of 12 March 2012 (30%)30% completion for the baseline database with referenceto the BPS (Survey and Statistics Agency) datasets. Thedatabase (on Geo-database format) should be connectedand integrated with GIS datasets.2 Payment will be made upon the acceptance/approval of 12 April 2012 (35%)80% progress completion of the baseline database withreference to BPS (Survey and Statistics Agency) datasets.The database (on Geo-database format) should beconnected and integrated with GIS datasets.3 Payment will be made upon the acceptance/approvalupon 100% completion of the baseline database withreference to the BPS (Survey and Statistics Agency)datasets. Recruitment QualificationsEducation:Experience:Bachelor’s Degree in Computer Science or a related fieldAt least 3-5 years experience working in Microsoft Accessincluding all aspects of database design, development,management and operation. The candidate will be required todemonstrate their expertise in this application;Experience in programming in ASP, PHP and .NET NUKEscripting languages and the willingness to learn newdevelopment environments;TOR/Capacity Building Officer/OCHA/2012

Some experience with Linux/Unix system administration;Some experience with Content Management System (CMS);Language Requirements:Experience with Apache web servers, MySQL, SQL Server,and MS Access databases;Good command of written and spoken English, and ability tocommunicate with users;Good communication and interpersonal skills and experiencein working effectively in a multicultural environment.TOR/Capacity Building Officer/OCHA/2012
