map for the process and a standard budget for support by government and CSOs were developedby the Committee and NCCS respectively and this guided the regional workshops whichcommenced <strong>in</strong> October 2010. 27Regional Consultation ForumsThe three day regional consultations comprised of tra<strong>in</strong><strong>in</strong>g on the Children Act, the UNCRC, theACRWC, Children and the Constitution and the Conclud<strong>in</strong>g Observations of the 2nd State Partyreport. Participants were <strong>in</strong>ducted on the UNCRC Report<strong>in</strong>g Guidel<strong>in</strong>es of 2005. The forums alsodiscussed and also acted as peer review forums for the different partners <strong>in</strong> each region onsituation and ongo<strong>in</strong>g work with <strong>child</strong>ren. Presentations by different partners served as experienceshar<strong>in</strong>g forums. Dur<strong>in</strong>g plena<strong>ry</strong>, participants discussed regional issues based on the thematicclusters, set priority targets for the region and where possible <strong>in</strong> l<strong>in</strong>e with the proposed counties.The groups gave recommendations and proposed the way forward and issues to be addressedthrough programs, projects, activities and advocacy <strong>in</strong> the short, medium and long term. Theforums were facilitated by government and CSO representatives.Children Consultation ForumsIn l<strong>in</strong>e with the best <strong>in</strong>terests of the <strong>child</strong>, regional <strong>child</strong> consultation forums were held to collect theviews of <strong>child</strong>ren us<strong>in</strong>g <strong>child</strong> friendly methodologies. The regional workshops were organized bythe government <strong>in</strong> collaboration with CSOs with programmes <strong>in</strong> the regions. Participat<strong>in</strong>g <strong>child</strong>renwere selected from the Children Assemblies which are now <strong>in</strong> place <strong>in</strong> all the 47 Counties. Inpreparation for the <strong>child</strong>ren consultation forums young adults were tra<strong>in</strong>ed dur<strong>in</strong>g the ChildModerators Tra<strong>in</strong><strong>in</strong>g Workshop held <strong>in</strong> March, 2011 <strong>in</strong> Nairobi to empower them with skills tofacilitate <strong>child</strong>ren workshops. The facilitators used <strong>child</strong> friendly methodologies to guide <strong>child</strong>ren <strong>in</strong>assess<strong>in</strong>g issues affect<strong>in</strong>g their daily lives <strong>in</strong> l<strong>in</strong>e with the eight UNCRC thematic clusters as well asunderstand<strong>in</strong>g the Conclud<strong>in</strong>g Observations. 28 To maximize on the availability of <strong>child</strong>ren the<strong>child</strong>ren consultation process was <strong>in</strong>tegrated as part of the Children Voices 2012 which were helddur<strong>in</strong>g school holidays.Validation and Draft<strong>in</strong>g WorkshopOnce the <strong>child</strong>ren and adult regional workshops were concluded a consultant compiled the variousreports <strong>in</strong>to one draft State Party report <strong>in</strong> accordance with the report<strong>in</strong>g guidel<strong>in</strong>es. A one dayvalidation workshop on the draft report was held on 20 th Janua<strong>ry</strong>, 2012 at Multi Media University,Nairobi and was attended by both <strong>child</strong>ren and adult representatives from all over the count<strong>ry</strong>. Theaim of the workshop was to ensure that the <strong>in</strong>put from the <strong>child</strong>ren and adult regional forums wasreflected <strong>in</strong> the f<strong>in</strong>al report. The <strong>child</strong>ren and adults were grouped together accord<strong>in</strong>g to thedifferent thematic cluster groups to discuss the draft report. This was a setback to the processs<strong>in</strong>ce the method did not allow <strong>child</strong>ren to participate fully and effectively. The <strong>in</strong>put from thevalidation workshop was <strong>in</strong>corporated <strong>in</strong>to the draft report and further discussed dur<strong>in</strong>g a TechnicalCluster Work<strong>in</strong>g Group F<strong>in</strong>alization Workshop held <strong>in</strong> Mombasa <strong>in</strong> April, 2012. The purpose of theworkshop was to f<strong>in</strong>alise draft<strong>in</strong>g of the State Party report and participants <strong>in</strong>cluded governmentand CSO representatives from the different thematic cluster work<strong>in</strong>g groups.
