Parks. This has raised the expectations of the communities especially inrelation to consultation and alternative livelihoods. If the expectations of thecommunities are not well managed this will set back the progress made inrelationship building and trust. The need for consistent engagement with allstakeholders was noted during the evaluation. E.g. In Redang the two largeresorts, Laguna and Berjaya Resorts, were not part of the OperatorsAssociation and as a result communication was less frequent. Yet theLaguna Resort managed a substantial daily influx of visitors (up to 1500)that arrived via one boat operator. Because they were not part of theOperators Association communication is very weak, compared tocommunication between the members of the association.Stakeholder participation and relationship management requires asystematic and appropriate approach. The capacity building activities thatthe stakeholders have been involved with and the staff training have builtcapacity for the Marine Park and local communities. The establishment ofthe CCC should be given urgency to ensure this more formalisedmechanism is operationalised and given the best chance of becomingestablished in the communities and park management by the conclusion ofthe project.The SSC and NSC mechanisms provide for stakeholder participation in theproject. The Terms of Reference 22 note the need for an integrated approachto ensure the threats and barriers indentified in the project are addressed inan integrated way. During the evaluation members of these mechanismswere interviewed and they commented that the federal and state committeeprovided a platform for the parties to come together for shared dialogue thathad not existed before. Shared dialogue and provision of information istypically the starting point for progression towards collaboration throughshared deliberations and inclusion. During the remainder of the projectefforts should be made to ensure the dialogue continues, strengthens andmoves to shared management action.Finding: Highly satisfactory3.5. UNDP comparative advantageContextUNDP aims to support the GoM to improve its capacity to meet itsobligations under the Convention for Biodiversity Conservation, to conserve<strong>Malaysia</strong>’s globally important biodiversity in marine, forests and wetlandsand ensure that “Government economic policies support growth that is moreequitable, inclusive and sustainable”.UNDP has a national headquarters in Kuala Lumpur that works with thefederal ministries and with national research institutes and universitiescountry-wide.
