commitment for this project to achieve its goals and for them to becomemore embedded in the DMPM.There appeared to be reasonable alignment of respective stakeholdersunderstanding of the project. The federal and state stakeholders closest tothe marine park and the operators had the best understanding of the project.Most of the local people also understood the project activities althoughtypically did not differentiate the project as clearly as other stakeholders.The evaluators did not see this as problematic as long as the activitiesthemselves were clearly communicated and beneficial.The successes of the project were seen as being similar by all interviewedand all included dialogue, capacity building and awareness raising as keysuccesses.4.4. Management by the UNDP country officeContextManagement of the Project within UNDP is handled by the UNDP POproviding advice and guidance on issues related to the project managementand implementation. A CTA was employed for the inception phase howeverit was considered unnecessary to provide an ongoing CTA role althoughthere is budget provision for further technical expert input if required.UNDP PM works with the PMU when necessary, typically on projectmanagement requirements e.g. recruitment of new Project Manager, projectfinances and reporting and helps resolve any major project issues ifassistance is requested.EvaluationThe UNDP PO and the PMU have a close working relationship.Management by the UNDP Country Office is active. E.g. The UNDP POattends key monitoring meetings. UNDP has an excellent understanding ofthe project realities and is directly engaged with the PMU Project Manageras well as the NPD and is known to project staff and stakeholders. Thereappears to be a strong connection and positive working relationshipsbetween the parties.4.5. Coordination and operational issuesContextCoordination within the project is achieved through a range of processes(see Section 3.1.5). It is challenging because of the differing componentsand the diverse range and number of stakeholders including 3 project sitesin three different state jurisdictions.Operations are generally constrained by the operational logistics e.g. realityof transport and communications to the three sites and the difficulties oftravel from November through to March in the project area due to themonsoon.26
