4 – WESTMOUNT INDEPENDENT – January 24-25, 2012By Laureen SweeneyNews from city council215 Redfern wins council okay for exterior demo, designBy Laureen SweeneyAfter many months of ups and downsin the conversion of 215 Redfern to condominiums, city council January 16 approveddesign plans that pave the way forexterior demolition and construction workat the former Reader’s Digest building. The demo permit is contingent on amonetary guarantee of $500,000 as requestedby the city’s Demolition committee,Urban Planning director JoannePoirier later confirmed (see September 27,p. 5).As well, the building permit that is tobe issued will fall under the city’s new policyrequiring financial guarantees. This means if the project is not completedwithin 18 months according to thefirst permit, the issuance of a second permitwill require a deposit. In this case, based on the extent of construction, the deposit would be $1 million, she told the Independent. This is to ensurethe work would not exceed the two 18-month time frames (see separate story,p. 1).The two new permits are also conditionalon a site management plan that willinclude how construction vehicles enterand leave the work site. The city is known to be recommendingthey use Redfern between St. Catherineand the work site. This would preventtrucks travelling north to de Maisonneuveand crossing the bike path. This block is currently one-way northso this plan would require a change in directionto two-way traffic and in the trafficlights at Redfern and St. Catherine. From commercial to residentialFinal details have yet to be worked outwith the contractor, Poirier said. The city issued a permit September 19for demolition of interior partitions of thebuilding only. But this was not expected togenerate much construction traffic. The new demo permit will allow for removalof some portions of the building aswell as the entire façade “in order to transformthe building from commercial to residential.”Under the building permit, two storeyswill be added to a large portion of the fourstoreybuilding, as well as a recreationalroof structure – previously referred to as apenthouse – containing an indoor pooland exercise room.As a major development whose finaldesign had not yet been approved by thecouncil, 215 Redfern was singled out fromother permit requests as a separate agendaitem at last week’s council meeting. The widely publicized development isto include some 63 “luxury condos” at acost previously quoted at $25 million. The plan has generated concern fromneighbours over potential constructiondisruption.Electronic Independents availableEnjoy the Indie at supper timeon Tuesdays!
