2We tacklethe severestepidemic ofmodern timesThe <strong>AIDS</strong> pandemicis a huge human andeconomic disasterThe global fight against <strong>AIDS</strong> has reached a tipping point.The end of the pandemic may be in sight in the next decades,provided that we do not slide back to the days when theproblem was too vast to tackle.Today, 34 million people are living with HIV, while 16.6 millionchildren under 18 have lost one or two of their parentsbecause of <strong>AIDS</strong>. Without action, many more will be infectedand die. The loss of teachers, farmers, health care workers, andother professionals destabilises the productive sectors andeducational systems of many developing countries. To stimulatethe economic development of developing countries, a firmresponse to <strong>AIDS</strong> is required.The global fight against <strong>AIDS</strong> pays off:• New HIV infections have fallen by nearly 25%,over the past ten years.• <strong>AIDS</strong> related deaths dropped by nearly 20%,over the past five years.• <strong>Now</strong>, 6.6 million people receive life saving treatment,which is nearly a 22-fold increase since 2001.• The lives of 200,000 children have been saved.10 1011


3We envisagea better andexpandedresponseExpandingandenhancingSTOP <strong>AIDS</strong> NOW! works on expanding and enhancing thequality of the Dutch contribution to the <strong>AIDS</strong> responsein developing countries. So far we have raised more than90 million Euros. Besides we stimulate and support innovativeinitiatives. Our ‘Learning by Doing’ method, for instance,has resulted in several valuable new approaches and tools.Innovation through Learning by Doing‘Learning by Doing’ refers to a concept of STOP <strong>AIDS</strong> NOW!We test new ideas in a real life setting jointly with localpartners. During implementation, we closely follow progressby applied research and make adjustments when needed.Successful approaches are documented and scaled up inother countries via our extensive network of local partners.This accelerates innovation, enhances cost effectiveness,and assures that solutions can easily be put into practice.Our collaboration with international policy makers, such asUN<strong>AIDS</strong>, enables us to link practical lessons learnt to policy,and vice versa. ‘Learning by Doing’ has been applied in STOP<strong>AIDS</strong> NOW! programmes in Ethiopia, India, Indonesia, Kenya,Malawi, South Africa, Uganda, Zambia, and Zimbabwe.12 1213

4We believein jointactionCollaboration is keyto bringing the <strong>AIDS</strong>pandemic to a halt<strong>AIDS</strong> is a huge and complex issue with far-reachingconsequences, which makes it impossible for one partyto find a solution. Moreover, as HIV/<strong>AIDS</strong> and poverty areclosely linked, collaboration is key to bringing the <strong>AIDS</strong>pandemic to a halt.Joint action enables us to work at the crossroads of HIVand poverty reduction. Therefore, five Dutch developmentcooperation organisations joined forces in STOP <strong>AIDS</strong> NOW!:Aids Fonds, Cordaid Memisa, Hivos, ICCO, and Oxfam Novib.We work together with governments, companies, nongovernmentalorganisations, universities, and the generalpublic, while the combined networks within STOP <strong>AIDS</strong> NOW!give us access to about 2,000 local organisations. Moreover, weattach great value to working with people at community level.Community involvementThe fight against <strong>AIDS</strong> in developing countries requires aspecific approach. We are faced with challenges such asstigmatisation and discrimination. Evidently, the mosteffective way to arrive at solutions is to closely collaboratewith those we target, namely the local communities.Because the community members themselves are theexperts on their needs, sensitivities, challenges as well assuccessful and failing methods.16 1617


5We arematchmakersWe bring togetherparties which usuallydo not work togetherSTOP <strong>AIDS</strong> NOW! is the hub of an extensive network ofinstitutions, organisations, governments, business companies,and individuals.We can easily connect to local grass roots organisations aswell as to high-level policy makers, international firms, andpoliticians. STOP <strong>AIDS</strong> NOW! brings together parties whichusually do not collaborate, to work on a specific issue. Thisleads to innovation and the melt down of restricting dogmas.We remove obstacles and thus discover innovative workingmethods. Moreover, we are in a position to identify the latesttrends and challenges in the fight against <strong>AIDS</strong>.18 1819

8We make adifferenceThe effectivenessof our workThe effectiveness of our work is illustratedby the following cases:HIV treatmentOur campaigning and lobby work in 2010 and 2011 havesecured lifesaving HIV treatment for 120,000 people.Health Insurance SystemWe set up a Health Insurance System in Namibia. Thanks to thisinitiative, 50,000 people gained affordable health insurances,including access to life saving HIV treatment. This led to thefoundation of the Health Insurance Fund, having 100 millionEuros to spend on the introduction of health insurances, alsocovering HIV, across Africa.Dance4lifeWe founded dance4life, the largest youth movement on HIVand <strong>AIDS</strong> in the world, which is active in 28 countries and aimsto involve one million youngsters by 2014.Orphans and vulnerable childrenJointly with ten local organisations, we reached one millionorphans and vulnerable children in South Africa. Theprogramme’s success is based on involving communities,including school staff, local governments, and social workers.30 3031


Benefits for womenIn Kenya and Indonesia, we introduced an integrated approachon gender, HIV, and human rights, which benefited thousandsof women. <strong>Now</strong>, women have skills to stand up for themselves,condom use has increased, and domestic violence hasdecreased. Also the women’s financial situation has improved.The approach is adopted by many others, including theAnglican Church in Kenya.HIV in the workplaceJointly with more than 150 civil society organisations inUganda, India, and Ethiopia, we developed a method foraddressing HIV in the workplace. Stigma at the workplacewas reduced by 88%, whereas access to health care amongemployees increased up to 63%. The method is expanded to tencountries involving more than 500 organisations.Treatment as PreventionWe are first to lead a ground-breaking showcase project onTreatment as Prevention for the population of Swaziland, jointlywith the Clinton Health Access Initiative and the Swazilandgovernment. 9We needyoursupportThe coming yearswe will focus ontwo main issuesTo eradicate <strong>AIDS</strong> and its tragic consequences STOP <strong>AIDS</strong> NOW!needs financial support.Social protectionPoverty, discrimination, and HIV are closely related. Poor peopleare more susceptible to HIV infection, while those affectedby HIV and <strong>AIDS</strong> often face discrimination and financialshortage. STOP <strong>AIDS</strong> NOW! encourages local governments tointroduce social protection services, including the provision ofchild benefits and micro credits, and protective measures forlabourers. Together with local partners, we also support theadequate implementation of the services. Vulnerable children,poor families, and labourers will receive our special attention.Sexual and reproductive health and rights and HIVHIV/<strong>AIDS</strong> is clearly connected to sexual and reproductive healthand rights. 85% of HIV cases are due to sexual transmission.An integrated approach is, therefore, essential. Seven out of tenyoung people in southern Africa, for instance, have no basicknowledge of HIV infection and prevention. The taboo on sexand sexuality greatly contributes to this information gap.As sexually transmitted diseases, including <strong>AIDS</strong>, are linked topoverty and social and gender inequality. STOP <strong>AIDS</strong> NOW! iscommitted to linking the fight against <strong>AIDS</strong> with sexual andreproductive health initiatives. Our work in this area therefore,addresses much more than the lack of information.36 3637


We support local organisations in broad preventionprogrammes, which, for instance, provide young people withnegotiating techniques for safe sex, give information topregnant women to prevent HIV infection of their unbornchildren, and also addresses the violation of the rights ofwomen with HIV to have a baby.
