tain offenses, including gambling.New legislation requires that a purchaserof a federal gambling stampregister immediately with the countyclerk, who notifies all local law enforcementofficials, particularly thechief of police of the municipality.Criminally Operated Businesses:Infiltration and control of legitimatebusinesses by criminals presentsa serious problem for law enforcementofficials. Under a new law, actioncan now <strong>be</strong> brought by the state'sattorney, and a court can, throughinjunction proceedings, prohibit thecontinued operation of the business ifit finds that:A n owner, partner, director,officer, employee, agent or stockholderor any person who, infact, exercises control over theoperation of the business, has, inconducting the affairs of thebusiness, purposely engaged in apersistent course of criminal conduct.Suppression of Evidence:A new law inhibits improper suppressionof evidence. Whenever ajudge rules on a motion to suppressevidence on the ground that it was illegallyseized, he must file both writtenfindings of the facts of the case andconclusions, based on law, in supportof this order. This will put the reasonsfor such action on the record,and provide prosecutors, observers,and appellate courts with a chance tomeasure the judge's ruling againstexisting law.Organized Crime:Four new laws strengthen the handof law enforcement officials againstthe under-handed methods of operationof syndicated criminals. The sectio<strong>non</strong> conspiracy was altered by increasingthe imprisonment limit to 10years (instead of the present 5). Thepenalty for intimidation went from$500 to $5,000 in fines, and to "fromone to five years." Two other amendmentsstrengthened the "Article onJudicial Procedure" by including notonly jurors, but also witnesses (1)from protection against harrassment,and (2) from undue attempts to influencethem.Extending the Lifeof the Grand Jury:Under previous legislation, the lifeof a grand jury was limited to a maximumof three months. It was apparentthat three months may not <strong>be</strong>sufficient time to complete a complexinvestigation. The law has <strong>be</strong>enamended so that the maximum life ofthe grand jury in Cook County has<strong>be</strong>en extended to 18 months (outsideCook County, the maximum life is6 months) .Because of the need to have morethan one investigation proceeding atthe same time, the bill also providesthat up to six grand juries may sit atone time. Previously, only one couldsit at a time.Traffic Law Amendments:The Uniform Act Regulating Trafficwas amended to provide that localauthorities could prohibit U-turns,jay-walking and parking during snowremoval operations without postingsigns.ON THE WHOLE, the Departmentscored well on major billsaimed at organized crime.Only two failed to pass.
