Health Board in respect of a new pharmacy at 23 Lawmuir Road, Orbiston, Bellshill, ML42BZ according to the Statutory Test set out in Regulation 5(10) of the Regulations.The Chair continued to explain the procedures to be followed as outlined within the guidancenotes circulated with the papers for the meeting, and confirmed that all Members of theCommittee had conducted a site visit, and that no members of the Committee or officers inattendance had any interest in the application.Evidence LedThe Chair invited Mr Razzaq to speak first in support of the application.Mr Razzaq thanked the Committee for the opportunity to present the case on behalf of <strong>Elixir</strong><strong>Healthcare</strong> <strong>Ltd</strong> and read the following pre-prepared statement:“Thank you for giving us the opportunity to present our case.With regards to the legal test-The neighbourhood is that of Orbiston, and which includes the area known as the ‘west end’to the west of Hamilton road. The reason for including this area is simple, it is of similarhousing type to the rest of Orbiston and shares the same services/schools etc. It would also bewithin the ‘catchment area’ of the proposed pharmacy.The boundaries of our neighbourhood are:North: The railway line to where it meets Motherwell RoadEast: Motherwell Rd travelling south east to the South Calder water to where it meets thesouthern railway line.South: Railway line travelling west to where it meets the A725 dual carriageway.West: A725 travelling north to where it meets the northern railway line.While there has been some differing opinions on what constitutes boundaries of theneighbourhood, first of all we disagree with the argument that the neighbourhood can bedefined as that of the town of Bellshill as a whole. At a population of just under 21,000, thetown of Bellshill is far too large to be considered a single neighbourhood and for thatpopulation to consider themselves neighbours is not logical.Bellshill can be split into four different areas, not including the town centre, these beingMossend to the east, North Bellshill, and the huge area of south Bellshill which is spilt in halfby Motherwell Road.That leads me to the question. Why have we used the railway line as our northern boundary,instead of that which was used by the NAP?There are several reasons for this:-There are limited crossing points one of which in particular is dangerous; the rest of therailway line is fenced off.-The NAP's northern boundary of Gartcosh Walk, North Road and Main Street and thenMotherwell road north of railway line has more crossing points.
