It is like a mustard seed . . . ”Mark 4:30-32The <strong>Mustard</strong> <strong>Seed</strong> <strong>Foundation</strong> is a Christian family foundation establishedin 1983 under the leadership of Dennis W. Bakke and Eileen HarveyBakke. The <strong>Foundation</strong> was created as an expression of their desireto be faithful stewards of the financial resources entrusted to them, tobring together the Christian members of their extended families intocommon ministry, and to advance the Kingdom of God. The <strong>Foundation</strong>provides grants to churches and Christian organizations worldwide thatare engaged in Christian ministries including outreach, discipleship,and economic empowerment. The <strong>Foundation</strong> also awards scholarshipsto Christians pursuing advanced educational degrees in preparationfor leadership roles in both the Church and society. All directors andstaff of the <strong>Mustard</strong> <strong>Seed</strong> <strong>Foundation</strong> are committed followers of JesusChrist. The <strong>Foundation</strong> affirms the Lausanne Covenant as its missionalcommitment to the world.


Dear Friends of the <strong>Mustard</strong> <strong>Seed</strong> <strong>Foundation</strong>,This year <strong>Mustard</strong> <strong>Seed</strong> <strong>Foundation</strong> is 25 years old.We remember and celebrate those special years of God’sfaithfulness in leading the <strong>Foundation</strong>.In 1982 we had been married just over a year. Dennishad recently co-founded AES, a fledgling electricitygeneration company. While driving to West Virginia fora weekend getaway, God spoke to our hearts. He gaveus the idea that someday (presumably when and if wehad some extra funds), we could steward our financialresources through a family foundation that would givemoney to Christ-centered organizations, churches, andindividuals engaged in ministry. This dream constituted abig part of our conversation during the weekend, but nodefinitive plans were made, or strategy designed.In November we traveled to Chicago to celebrateThanksgiving with several members of the Bakke family.On an early morning walk to the local coffee shop withhis father Tollef and brother Ray, Dennis shared the visionGod had given earlier that fall to form a family foundationat some point in the future.Ray suggested we start a foundation immediately,even if it was done with only a few thousand dollars. Thebrainstorming continued during Thanksgiving dinner andthe outline of a foundation was born. It was an amazingThanksgiving, but we still had little idea how God wouldshape this new organization and provide funding to fulfillour dreams and plans.We incorporated the <strong>Foundation</strong> in 1983. In 1984we gave five grants totaling $11,600, an average of lessthan $3,000 per grant. We chose the <strong>Foundation</strong>’s namefrom Jesus’ parable about how God can do mighty thingswith a mustard seed of faith; we prayed that God wouldbless and multiply our few small grants. Even today, ourgrants to churches around the world average just over$5,000—mustard seeds. During those early years, thegrants were developed by family Board members andsent to Eileen for processing, often among diapers andbabies on the floor or the foot of our bed.We were blessed when Craig Nauta, another familymember, became the first staff member and director ofthe <strong>Foundation</strong> in 1990. For 13 years he recruited andled a small band of dedicated and talented staffers as weshaped the <strong>Foundation</strong>’s giving strategies and expandedthe global reach of our granting. In 2001 we addedour first international staff member in Mumbai, India.Today we have 11 staff serving in seven countries. The<strong>Foundation</strong> is fortunate to have seasoned, professionalstaff members who have served for many years. Ourcurrent Executive Directors, Eric Hornberger and LonniJackson, have served on the <strong>Foundation</strong> staff for tenyears each. Other family members, Scott Bakke andBrian Bakke, have been members of the staff for nearlya decade.Since early in our history, the core of <strong>Mustard</strong> <strong>Seed</strong>’sgiving has been small grants to churches, mostly in thedeveloping world, to support their discipleship, outreach,church planting, and empowerment programs. We havefound that giving small startup grants to churches,matching the funding they provide for ministry projects,empowers the mission of churches and roots accountabilityfor the project’s success in that community. In the pastquarter century, we have given 5,622 grants to churchesand other organizations in 144 nations. Today churchbasedgranting continues to represent about 50% of ourannual operating budget.In 1992 we started the Harvey Fellows program toassist talented graduate students headed for careers,such as university teaching positions, and other callingsCELEBRATING 25 YEARS 1


usually identified as secular. Over the past 15 years the<strong>Foundation</strong> has given $8,873,139 in support of 284gifted Christian scholars and leaders from the U.S. and27 other countries. The Harvey Fellows alumni continueto be actively engaged with the current Fellows, leadingthe Advisory Board that oversees selecting Fellows eachyear, publicizing the program, and planning gatherings toteach and encourage one another.In 1999 we began our Theological Education (TE)program, working with seminaries and Bible collegesoutside the U.S. to provide scholarship funds to studentswho are preparing to serve as pastors or seminaryprofessors after graduation. In the past nine years,<strong>Mustard</strong> <strong>Seed</strong> has granted $8,189,175 in TE scholarshipsto 75 schools in 46 countries.In recent years we have added a program to providescholarship funds for Bakke Graduate University (BGU),an international seminary and graduate school foundedby Ray Bakke. In 2007 we introduced an exciting programto fund Theology of Work courses at seminaries and otherschools worldwide. Lowell Bakke, through his position atBGU, leads this program for the <strong>Foundation</strong>.<strong>Mustard</strong> <strong>Seed</strong> <strong>Foundation</strong> is led by a Board comprisedof members of three generations of the Harvey and Bakkefamilies. A professor of philanthropy at Duke Universityonce told us that to his knowledge, <strong>Mustard</strong> <strong>Seed</strong> is theonly foundation in the country that involves membersfrom two extended families. We are extremely grateful forthe Board’s prayerful, wise oversight of the <strong>Foundation</strong>.Twenty-four family members have served on the Boardeither as permanent or five-year rotating members. In1997 we formed a Junior Board of family members aged13-18 in order to expose our teens to missions and teachstewardship. Twenty-three of our teens have reviewedgrants, made giving decisions, and taken mission trips tovisit our grant projects. Two former Junior Board membersnow serve on the “senior” Board.We want to take this opportunity to recognize PaulPearson for serving on the Board and as the Treasurerfor 24 years. Paul gave countless hours of his time toestablish and guide the <strong>Foundation</strong>, and we will alwaysbe indebted to him for his many contributions. We alsowant to thank Lowell Bakke, who rotated off the Boardafter five years of service. The Board wants to expressour appreciation to staff members Jacob Baby, HiltonFigueriedo, Duane Grobman, Art Medina, Eric Musee,and Maged Shafik, who departed from the staff this year.Their work on behalf of the <strong>Foundation</strong> and for Christ’sKingdom will no doubt have a lasting worldwide impact.Through the years, MSF has weathered manychallenges that serve to remind us that God is sovereignand that this ministry belongs to him. In 2001 a decline inthe price of AES stock used to fund <strong>Mustard</strong> <strong>Seed</strong> causedthe <strong>Foundation</strong> to temporarily suspend giving. Again in2009, we face difficult economic times that will affect theamount of funds available for grants and scholarships.Nonetheless, we plan to forge ahead, giving away whathas been entrusted to us as long as the Lord calls us tothis work.We are humbled by the opportunity God has giventhe Bakke and Harvey families to steward his resourcesby giving $72 million in grants and scholarships toindividuals and institutions working to glorify our Lordaround the globe. We stand in awe of our Lord and hissustaining hand on the <strong>Mustard</strong> <strong>Seed</strong> <strong>Foundation</strong> for thepast 25 years. GIVING AREASGRANTSAs our name implies, the <strong>Mustard</strong> <strong>Seed</strong> <strong>Foundation</strong> provides seed funding for smallstartup projects of churches and Christian organizations around the world. We seek to partnerwith local congregations that identify, equip, and support their members who are called tospecific areas of ministry in the Church and society. We look for initiatives that offer innovativeapproaches to local church-based ministries. <strong>Mustard</strong> <strong>Seed</strong> seeks to help launch projects asa minority partner, providing funds over a limited time period, and in a way that encouragesself-sufficiency and reliance on the local church. We consider local church accountability andfinancial support primary indicators of the priority, integrity, and sustainability of a particularproject. A church must be willing to invest financially in a project for <strong>Mustard</strong> <strong>Seed</strong> to considerfunding that project. The <strong>Foundation</strong> has a strong interest in the unique challenges faced byurban churches. As the world rapidly urbanizes, we believe that investing in churches locatedin large cities to be particularly strategic. We typically fund projects that share the gospel withnon-Christians (outreach), generate income and economic decision-making opportunities topoorer Christians (empowerment), or equip Christians to better proclaim and demonstratethe gospel (discipleship).NATHAN GRILLS, 2007 HARVEY FELLOWSCHOLARSHIPSThe <strong>Mustard</strong> <strong>Seed</strong> <strong>Foundation</strong> offers a variety of scholarship opportunities for Christiansseeking advanced degrees in the United States and around the world. We believe thatproviding scholarships to individuals, who are furthering their formal education to becomebetter ministers within the local church and society, helps enable the Church to reach thewhole world with the whole gospel. <strong>Mustard</strong> <strong>Seed</strong> believes that our scholarships empowerindividuals to take ownership for equipping themselves for Christian service. Scholarshipsalso encourage educational institutions to remain student-focused and accountable to deliverthe highest quality of education at an affordable cost. Through our scholarship initiatives, the<strong>Mustard</strong> <strong>Seed</strong> <strong>Foundation</strong> hopes to equip believers for strategic roles within the full spectrumof Christian ministry, from place of business to place of worship. In <strong>2008</strong> the <strong>Foundation</strong>awarded scholarships through three programs: Harvey Fellows, Theological Educationscholarships, and Bakke Gradate University scholarships.OTHER GIVINGOver the past twenty-five years, the <strong>Foundation</strong> has initiated and funded programs thatare outside of our traditional giving areas of church-based grants and scholarships. Christ and His KingdomThe gospel of Jesus Christ and the advancement of his Kingdom are central to all that we are andall that we do. It is our joy to worship and serve him and to submit ourselves to the authority of theBible. We seek to be Christ’s servants and ambassadors and to encourage as many as will come tofollow Christ. We seek to encourage the formation of disciples from every “unreached” community,city, and culture. We desire to see the whole Church bring the whole gospel to the whole world.Therefore, we award grants and scholarships to churches and individuals representing the spectrumof biblical Christianity, including Orthodox, Catholic, Protestant, and Evangelical traditions. We affirmGod’s redeeming and restorative grace and power as sufficient to bring blessing to all structures,institutions, and societies. All grant and scholarship recipients of the <strong>Mustard</strong> <strong>Seed</strong> <strong>Foundation</strong>must proclaim a personal faith in Christ, affirm the basic tenets of orthodox Christianity, and desireto serve and witness in Christ’s name.Christ and his Kingdom is the foundation for the <strong>Mustard</strong> <strong>Seed</strong> <strong>Foundation</strong>. Even beforeDennis and Eileen met and married, their lives were committed to Christ and this was reasonfor the initial thought, dream and vision for the <strong>Mustard</strong> <strong>Seed</strong> <strong>Foundation</strong>. They wanted toparticipate in the furthering of the Kingdom of God.I wish I had saved the notes, especially those scribbled on napkins, yellow pads, andin margins, that chronicle the formation, reaffirmation, and continual wrestling through theguiding principles over the twenty-five years of the birth and growth of this mustard seed.Many things have changed in the <strong>Foundation</strong>, but there was never a question that Christ andhis Kingdom was primary. However, we have worked on how to express this clearly.At the 2004 annual meeting, the Board and staff reviewed and reaffirmed our vision—itwas appropriately named Vision 2004ward. Some additions were made to the wording ofthe principle of “Christ and his Kingdom:” we incorporated the phrase “we desire to see thewhole Church bring the whole gospel to the whole world,” borrowing from the LausanneCovenant’s section on the Church and Evangelism. And we added a sentence acknowledgingthe spectrum of biblical Christianity in the Church around the world.In addition to the grant and scholarship recipients, all Board and staff members of the<strong>Foundation</strong> are held to this principle in that we must proclaim a personal faith in Christ, affirmthe basic tenets of orthodox Christianity and desire to serve and witness in Christ’s name. Twenty-five years later, the <strong>Foundation</strong>’sexpenditures totaled $5,827,380. Approximately73 percent of these funds were given to individuals,churches, and Christian organizations through over 365scholarships and 643 grants. The remaining 27 percentwas used to administer this work through an internationalteam of 16 staff around the globe. While the <strong>Foundation</strong>has grown in total expenditures almost every year of itshistory, <strong>2008</strong> was a year in which the <strong>Foundation</strong> hadan unexpected reduction in funding due to the globaleconomic downturn. Overall, the <strong>Foundation</strong> has givenover $72 million to further God’s transformative workaround the world.The giving of five grants in 1984 launched the<strong>Foundation</strong>’s primary granting program that wouldcontinue to be the cornerstone of giving up to the presenttime. After a few years of granting, the <strong>Foundation</strong> focusedon partnering directly with local churches, requiringgrants to be matched by relevant congregations. Overall,the <strong>Foundation</strong> has given over $47 million in churchbasedgranting, representing about 65 percent of ourtotal giving. In <strong>2008</strong> the <strong>Foundation</strong> awarded $3,208,424through 616 grants worldwide.The <strong>Foundation</strong> also initiated academic scholarshipprograms within a decade of existence. In 1992 the<strong>Foundation</strong> started the Bakke Scholars and HarveyFellows scholarship programs. Both scholarships soughtto support academically gifted individuals attempting tointegrate their Christian calling within their influentialvocational pursuits. The Bakke Scholars program was forundergraduates attending specific partner institutions,which included University of Puget Sound, Princeton,Duke, Harvard, Stanford, and Howard University. In 1998the <strong>Foundation</strong> started a scholarship to select Christianschools within the Council for Christian Colleges &Universities (CCCU) for undergraduate minority students.In 2002, while the <strong>Foundation</strong> was amidst a season ofsignificant financial downturn, the Board discontinuedthe Bakke Scholars and CCCU scholarship programs. TheHarvey Fellows program continues to be a key part of<strong>Mustard</strong> <strong>Seed</strong> giving as a total of $8,873,139 has beeninvested in the program. In <strong>2008</strong> the <strong>Foundation</strong> awarded$664,833 to 73 Harvey Fellows.The <strong>Mustard</strong> <strong>Seed</strong> <strong>Foundation</strong> also providesscholarships for theological studies. As the <strong>Foundation</strong>grew its international granting with local churches, theneed for quality theological education in the developingworld became a priority. A Theological Education(TE) scholarship program was started in 1994, andthen reconstituted into the current structure in 1999.Overall, the <strong>Foundation</strong> has invested $8,189,175 inTE scholarships through 75 schools. In <strong>2008</strong> <strong>Mustard</strong><strong>Seed</strong> gave $237,052 through 183 scholarships at nineinstitutions.The <strong>Foundation</strong> has also recognized the needfor Christian leaders in major cities around theworld to mobilize the Church to engageall aspects of society. called the Raymond J. Bakke (RJB) Award for leadersin urban ministry studying under the mentorship ofRay Bakke. In 2006 the <strong>Foundation</strong> began providingsimilar scholarships through Bakke Graduate University(BGU). In <strong>2008</strong> the <strong>Foundation</strong> gave $222,763 for 109scholarships at BGU.The <strong>Mustard</strong> <strong>Seed</strong> <strong>Foundation</strong> has a desire to useits resources to help Christians integrate their faith inall areas of their lives, including their secular work. Topromote this concept, the <strong>Foundation</strong> started the Theologyof Work (TOW) grant program in 2007 to provide grants toseminaries and institutions that are creatively advancingthe study of workplace theology. In <strong>2008</strong> <strong>Mustard</strong> <strong>Seed</strong>gave 27 TOW grants to teaching institutions totaling$208,976.It has been priority of the <strong>Foundation</strong> to keepadministrative costs low since its inception. When the<strong>Foundation</strong> started, there was no staff; the volunteerBoard developed and managed all the grants, keepingadministrative costs low. In order to facilitate the growingportfolio of international church-based granting and newscholarship programs, it was necessary to hire staffand spend more to administer the increasing work. In1990 the <strong>Foundation</strong> hired its first staff, and in <strong>2008</strong> the<strong>Foundation</strong> had staff in eight cities around the world. Thetotal administrative spending of the <strong>Foundation</strong> in <strong>2008</strong>was $1,257,394.The <strong>Foundation</strong> has been thankful for the opportunityto steward God’s resources to Christ-centered projectsand people around the world for the last twenty-fiveyears. GlobalThe <strong>Mustard</strong> <strong>Seed</strong> <strong>Foundation</strong> recognizes the global nature of the body of Christ. Therefore, we desireto participate in God’s work to encourage churches and individuals through grants and scholarshipsaround the world. Our goal is to give the majority of our funding to churches and individualsworldwide, while intentionally limiting our investment in the United States. Since the <strong>Foundation</strong>’sinception in 1983, we have awarded grants and scholarships in nearly 150 countries.We are witnessing the greatest migration in world’s history as peoples from nearlyevery country flock to cities on all six continents. Mission today is no longer geographicallydistant, across oceans, deserts, jungles or mountains, but across the streets of cities wheremigrant streams and diverse cultures intersect. places because that’s where the majority of unreached peoples live. No longer. The <strong>Mustard</strong> <strong>Seed</strong> <strong>Foundation</strong> madecity ministry partnerships the focus from our first grants. We believe it is God who is bringing the nations to theneighborhoods in our generation, to provide yet one more opportunity to hear the gospel and see kingdom valuesproclaimed and demonstrated in vital city ministries. This is happening most where both cities and Christians aregrowing fastest today – in Asia, Africa and Latin America.The population of the U.S. is about 4.5 percent of the world. When we began the <strong>Foundation</strong> twenty-five yearsago, nearly every foundation we knew of gave their money to American ministries in the United States, or to Americanledmissions and ministries outside the U.S. We also recognized that about 80% of the world’s active Christians andemerging ministries were outside the West.In the providence of God, <strong>Mustard</strong> <strong>Seed</strong> had a strong global network almost the day we began. By 1983, theLausanne Urban Networks and some wonderfully gifted leaders from many global locations had become friends andpartners who could help us find and vet local grants. With their help, we began by sending the majority of our fundsoutside the United States. Because we would be granting in places where we didn’t have firsthandknowledge as a Board, we adopted a corollary principle of matching grants.If a church or ministry could get their own local church to contributehalf of the dollars they were asking from us, or match theamount we were giving, we knew the project was bothreal and valued. HARVEY FELLOWS PROGRAMThe <strong>Foundation</strong> initiated the Harvey Fellows Program in 1992. The goal of the program isto mark, equip, and encourage followers of Jesus Christ who seek to actively integrate theirfaith and vocations as leaders in strategic occupations where Christians are underrepresented.This idea grew from our understanding of God as Creator and Redeemer, not only of humanbeings, but also of society’s disciplines and structures. Our desire is to identify, prepare,and celebrate this generation’s Josephs, Lydias, Daniels, and Esthers – Christians who willassume positions of leadership and influence. Each Fellow is awarded a $16,000 annualstipend for up to three years. The award is given to students enrolled at a premier graduatedegree program. Typically Harvey Fellows attend schools considered by professionals to beamong the top five globally in a given subject area or specialty.A significant component of the program is participation in a weeklong summer programthat provides a forum for discussion on integrating faith and vocation. The Summer Instituteis a place for Fellows to meet and build relationships with others with similar visions. The<strong>Foundation</strong> believes this occasion is vital for the marking and equipping of Fellows. The <strong>2008</strong>Summer Institute was held in Alexandria, Virginia.In <strong>2008</strong> the <strong>Foundation</strong> invested $664,833 in support of 73 graduate students preparingto enter strategic ministry in academia, the arts, and the marketplace. THEOLOGICAL EDUCATIONSCHOLARSHIPSThe Theological Education Scholarship Program was started in 1999 to support studentspursuing advanced theological training outside of the United States and Canada. Scholarshipsare awarded for up to half of the total cost of education. Qualifying students must be attendinga participating institution and receiving a significant level of financial support from their homechurch or Christian organization. Recipients must be pursuing degrees that equip them forservice to the Church in the areas of preaching, teaching, missions, or evangelism. However,priority is given to those who are being trained to directly minister in a church congregationor preparing for ministry within an urban context. The scholarships are administered in directcollaboration with participating institutions that are interdenominational and consideredstrategic within their own region.In <strong>2008</strong> we invested a total of $237,052 to 183 students in nine institutions around theworld. Our total support for this initiative was drastically reduced due to the global financialdownturn. BGU SCHOLARSHIPSIn 1997 we began providing a handful of scholarships to select urban ministrypractitioners pursuing non-residential doctoral degrees under the mentorship of global urbanmissiologist and founding member of our Board of Directors, Dr. Raymond J. Bakke. In 2005we began awarding the scholarship to students studying at the newly formed Bakke GraduateUniversity of Ministry (BGU) based in Seattle, Washington. We broadened the scholarship tohonor the life of Ray’s younger siblings, Rev. Lowell Bakke, Mrs. Marilyn Bakke Pearson andDennis Bakke who have also contributed significantly to the ministry of the <strong>Mustard</strong> <strong>Seed</strong><strong>Foundation</strong>.These scholarships offered through BGU focus on encouraging ministry practitioners toobtain the advanced degrees they need to deepen the theological basis of their work. Mostof those supported are pursuing the Doctorate of Ministry (DMin) degree in TransformationalLeadership for the Global City that is offered through BGU on a non-residential, modular basis.This program is designed to make major urban centers of the world become laboratoriesof learning. The <strong>Foundation</strong> also supported a handful of students pursuing a Master ofTheological Studies (MTS) or a Master of Arts in Global Urban Ministry (MAGUM) degree.In <strong>2008</strong> we were pleased to award scholarships through the Bakke Graduate Universityof Ministry for the advanced studies of 109 ministry practitioners totaling $222,763. THEOLOGY OF WORKThe Theology of Work (TOW) grant program was established in 2007 by the <strong>Mustard</strong><strong>Seed</strong> <strong>Foundation</strong> in collaboration with the Bakke Graduate University of Ministry (BGU). Theaim of this special grant initiative is to encourage theological institutions worldwide to instructseminarians, pastors, and educators in a biblical basis of a theology of work. A proper theologyof work empowers ordinary people to infuse their Christian faith in the institutions, structures,and industries in which they work throughout the week. We believe there is a great need forpastors to learn how to steward the gifts of their congregants to engage in God’s calling intheir work as well as in all other areas of their lives.Theology of Work grants are awarded to theological institutions, both formal and nonformal,to create and offer courses that teach students a theology of work to enable themto teach others. This grant initiative hopes to encourage seminaries and other theologicaltraining organizations to integrate such a theology in their core curriculum by promotingthe development and teaching of theology of work courses. It is our desire to see thosetrained through our grants begin teaching and modeling this theological concept in theirown churches and ministries. The TOW grants program is administered by BGU, which hascreated a network of people and resources specializing in developing and teaching curriculumfor theology of work.In <strong>2008</strong> we awarded 27 grants totaling $202,341 to seminaries and ministries aroundthe world. Small BeginningsThe biblical parable of the mustard seed reminds us that great things often have small beginnings.Through abiding in Christ and following him our seemingly small efforts possess power beyondimagination. This parable exhorts us to respond faithfully to God’s calling, but to trust outcomes tohim. In our giving we seek to trust individuals and churches as they listen to God by taking smallsteps toward their visions. Therefore, our grants are available to churches, including those thatmay be poor, powerless, or unproven. We recognize that results cannot be guaranteed and that bigresults often have risky beginnings. We choose to specialize in small startup initiatives, trustingthat what is sown in faith will return abundantly.When the <strong>Mustard</strong> <strong>Seed</strong> <strong>Foundation</strong> began giving in 1984, the AES Corporation that Ico-founded was only three years old. Its financial success was mostly wishful thinking at thetime. Few people projected that the small, startup company would become a large globalpower company fifteen years later. I told my father Tollef and brother Ray during an earlymorning Thanksgiving stroll in Chicago about Eileen and my musings regarding the start ofa foundation, if and when AES became successful. They responded with, “Why wait? Startsmall with what you have. A few little grants could make a big difference for local churchesand missions.”The name of the foundation, “<strong>Mustard</strong> <strong>Seed</strong>,” was chosen to capture this approachto giving. During the first year of operation, MSF made five small grants totaling almost$12,000. Jesus was born in a small town to a humble couple from a seemingly insignificantpeople group. The theme of small beginnings, and humble but faithful individuals is centralto all of scripture.We recognized that most foundations gave larger grants to well-established entities. Theidea behind this giving is to reduce the risk of failure. We have always believed part of ourspecial niche would be to invest in small risky projects with no guarantee of success. Mostof the grants we give are to small churches that never have received grants from any otherorganization.Twenty-five years after its start, over 50 percent of the <strong>Foundation</strong>’s funds are still beingawarded primarily to small local churches in the developing world. The average grant size tothese churches in <strong>2008</strong> was $5,200. Local ChurchWe recognize the Church as God’s primary representative in the world. Therefore, we try to maximizethe role and responsibility of local congregations in the initiatives we support. We seek to partnerwith and empower local congregations to identify, equip, and support their members who are calledto specific areas of ministry in the Church, marketplace, and the world. We also consider localchurch support and accountability as primary indicators of the priority, integrity, and sustainabilityof any potential grant or scholarship initiative.A couple of years after we started the <strong>Foundation</strong>, we noticed that most of our grantrequests came from U.S. parachurch organizations. These organizations generally hadeffective ministries in youth work, evangelism, church planting, and conferences, as wellas greater sophistication in soliciting foundation grants. However, they seemed to ignoreor bypass churches as they initiated ministry efforts that the local church should be doing.The success of parachurch ministries seemed to be unintentionally weakening the effectiveoutreach of the local church.Dennis and I discussed with the <strong>Mustard</strong> <strong>Seed</strong> Board how to do granting that didnot weaken local churches. The Board adopted the strategy of empowering churches bymatching monies that churches commit to their evangelism and discipleship ministries. Notonly does our policy of matching church contributions empower local churches, it keeps theaccountability for the ministry rooted in the local worshipping community, rather than with alarger, more distant parachurch organization or the funding foundation.The <strong>Mustard</strong> <strong>Seed</strong> <strong>Foundation</strong>’s strategy of partnering with local churches throughmatching grant funds can be complex and risky, but I believe that it honors the work of theHoly Spirit in the ministry of the local church – the bride of Christ. TOLLEF A. BAKKE MEMORIAL AWARDEach year the <strong>Mustard</strong> <strong>Seed</strong> <strong>Foundation</strong> designates one grant award as a specialtribute to the life of one of our founding board members. Tollef A. Bakke was a secondgeneration Norwegian immigrant to the United States who lived and worked in the PacificNorthwest, Colorado, and Alaska. He also participated in a trip to the Holy Land thatprofoundly influenced his faith. We highlight a project from these regions in honor of him.We recognize the grant award to Zahle Evangelical Baptist Church in Sin El Fil,Lebanon as our <strong>2008</strong> Tollef A. Bakke Memorial Award. Individuals in CommunityWe believe that God endows individuals with the passions and gifts needed to further the work ofhis Kingdom. We believe that God desires those whom he calls and equips to be both nurtured byand held accountable to the local body of Christ. It is our belief that individuals are strongest andmost able to fulfill their callings when they are integral members of a local church. Thus, in all ourgiving we seek to support individuals who are active members of a church community. The powerof individuals to be agents of grace and change in community is exemplified in history. We thereforeseek opportunities to empower individuals who are clearly affirmed and supported by their localchurch to use their unique gifts to fulfill their callings.I cannot think of a more significant and vivid analogy for the Church than the body of Christ.The apostle Paul reminds us that God has arranged each member of the body according to hisplan and purpose, and that each individual has a unique and vital contribution for the healthand growth of the Church (see 1 Corinthians 12). That is why from the beginning, <strong>Mustard</strong><strong>Seed</strong> <strong>Foundation</strong> has sought to celebrate and encourage the God-given giftedness and callingof individual believers ministering as part of the larger community of Christ’s body.One of my favorite parts of reviewing grants is reading the personal testimony,statement of faith, and project summary written by the individual person seeking a grant. Thisis required of every grant or scholarship we do, and it is here that you truly begin to see theamazing diversity and giftedness of God’s people. <strong>Mustard</strong> <strong>Seed</strong> has supported an amazingand diverse group of people — from pastors in villages of sub-Saharan Africa to policymakersin the highest offices of the U.S. government; from pre-school teachers in the slumsof Mumbai to film producers in the studios of Hollywood; from youth workers ministering togangs in Mexico City to factory workers ministering to the working class of Beijing. God hascalled these individuals to grow his Kingdom and redeem his creation through the power ofthe gospel. Each is unique, yet each is united together as one by faith in Jesus Christ. Thus,all of our grant or scholarship recipients must have the support and accountability of theirlocal church community.The same is true of the Board and staff of the <strong>Foundation</strong>. We represent a huge diversityof backgrounds: geographical, cultural, economic, political, and denominational. Yet we arejoined together in community. Not just as family by birth and marriage, but as brothers andsisters in Christ, members of his body seeking together to fulfill the great commandment andcommission by investing in the mustard seeds of God’s Kingdom being sown, watered andgrown throughout the nations.Warren C.
