Ravines PUD Written Description 5/3/13Site DescriptionLocation: The subject property is located within The Ravines community, which islocated north of CR 218, south of Black Creek South Fork and west of the Black CreekRavines Conservation Area in Middleburg, Florida. As shown on the Aerial Map, thearea proposed for development is located north of Ravines Road between the existingRavines community on the south and west, Black Creek South Fork to the north andwest, undeveloped land to the north and the Black Creek Ravines Conservation Area tothe east.Existing Uses and Structures: The subject property is shown as the RePUDDevelopment Area on the Aerial Map. This area encompasses the resort area and frontnine of the previous golf course use. Existing structures include the golf courseclubhouse, two tennis courts, the cart barn, paved parking areas, a swimming pool, andthe lodge. The clubhouse, cart barn, and swimming pool have not been used since thegolf course and resort closed in 2006. The clubhouse, cart barn, and swimming poolwill be removed. The tennis courts and all or part of the parking area may also beremoved or they may be improved and maintained as part of the amenity parcel. Theexisting lodge building located between the condominiums and townhomes will remain.Soils: The Soils Map shows that the majority of the site contains Penney fine sand, 0 to5 percent slopes (5) and a smaller area of Penney fine sand, 5 to 8 percent slopes (34).Penney fine sand is nearly to moderately level to gently sloping and is excessivelydrained. It is found on the deep, sandy uplands or on sharp breaking slopes parallelingdrainageways. This soil has a water table depth of more than 72 inches. The soillimitation for dwellings is slight. Ousley fine sand, occasionally flooded (40) is foundwithin the bottom of the ravine and wetland areas. This soil has a severe limitation fordwellings due to flooding. There is a small area of Rutledge-Osier Complex soils alongthe north boundary, which is frequently flooded. A small area of Centenary fine sand,which is moderately well drained, exists along the southeast boundary of the site.Drainage: The site is essentially divided into a north and south half by a deep ravinecontaining relatively steep slopes and wetlands at the bottom. The site generally drainsfrom east to west or directly to the ravine and then to Black Creek South Fork andeventually to the St. Johns River. A small part of the site drains to the north.Topography: The highest elevations on the site are in the south and east portions ofthe site at around 80 to 85 feet to a low of less than 5 feet at Black Creek South Fork.The site contains steep slopes along the banks of the ravines area that runs through thesite.Vegetation: The site primarily contains upland hardwood forest with cleared areas thatwere utilized for the front nine golf holes. An area along the east property boundary is amix of forested wetland and upland mixed forest.2

Five (5) foot wide sidewalks will be provided on one side of theproposed internal road system. The roadways will be privately owned and maintainedby a homeowner’s association.Proposed Parks and Recreation: As shown on the PUD Concept Plan, anapproximate 5-acre amenity parcel will be centrally located to the Ravines community.The amenity parcel will include, at a minimum, a clubhouse/recreation building,swimming pool, and playground. These facilities will be constructed during the firstphase of development of the RePUD development area. The proposed PUD is consistent with the development standards of the RuralReserve future land use category, which allows up to 1.5 dwelling units per gross acre.The proposed PUD is consistent with the County’s goal of directing urbandevelopment to lands that are close to central services and existing developmentwith higher densities.The proposed PUD preserves the natural amenities of the land by includingscenic and functional open space areas;The proposed PUD provides for the efficient use of land with smaller networks ofutilities and streets thereby lowering development and housing costsThe proposed PUD will be compatible with the surrounding uses and provide astable environment that will add value to the Ravines community as a whole.Consistency with Lake Asbury Master Plan StandardsComprehensive PlanLA Policy 4.5: Open space and park areas shall integrate whenever possible naturalfeatures, such as lakes and buffers for wetlands and creeks, and manmade features,such as retention ponds. Homeowners Associations (HOAs) and /orCommunity Development Districts (CDDs) are required for all residential subdivisions.HOAs and/or CDDs shall formally assume maintenance responsibility, submitted to thecounty a fully executed indemnification and maintenance guarantee regarding commonareas and facilities, and shall be invested with the power to levy recurring assessmentson property within the development sufficient to fund the cost of such maintenance, andto compel the payment of such assessments through lien and foreclosure, whereuponsuch association shall bear such responsibility. HOAs shall be responsible for themaintenance in perpetuity of commonly owned facilities including but not limited toretention, neighborhood parks, private alleys and streets, and buffers. HOAs shall beestablished prior to the construction of 50% of the lots within a development.Maintenance responsibilities shall be that of the developer until such time that suchresponsibilities are turned over to a functional HOA. Covenants and restrictions onproperties shall be required, and shall set forth participation and financial obligationspertaining to HOAs. Block Length Limitations. The base maximum block length is 1000 feet. Thisblock length may be exceeded to a maximum block length that is fifteen times theaverage lot width of a development, not to exceed 1,500 feet. The maximum blocklength as set above may be exceeded by no more than one-half if a park or civic spaceis at the end of a block or if a mid-block pedestrian and bicycle connection is provided.The proposed PUD Concept Plan meets this standard except for the crossing of theravine utilizing the old tram road and the cul-de-sac adjacent to the Black CreekRavines Conservation Area (BCRCA). However, alternative pedestrian connections areprovided both near the BCRCA as well as along the Black Creek frontage as shown onthe PUD Concept Plan. The applicant is requesting a minor deviation from thisstandard.C.I.6. Connectivity. Developments shall provide for external and internal connectivity.External vehicular connections shall be provided for every 2,500 linear feet of perimeter,excluding wetlands, conservation areas, and existing (pre-Master Plan) developments.External connection points may be extended to no more than 3,000 feet if a mid-blockpedestrian connection is provided. Parcels with less than 2500 feet of perimeter may berequired to provide a minimum of one perimeter connection.The following connectivity index is established. (In this context, “nodes” are throughintersections where at least three streets converge, and “street links” are streetsegments between nodes.) The measure of connectivity to be used is the number ofstreet links (as measured between nodes) divided by the number of nodes and streetlink-ends including cul-de-sacs. The more links relative to nodes, the more connectivity.A connectivity index of at least 0.8 is required for street networks. In the event thattopographical or parcel shape (at the time of plan adoption) prevent conformity with thisstandard, pedestrian connections and emergency accessways in keeping with the intentof this provision shall substitute for strict adherence.The RePUD development area is surrounded by existing development on the south andwest, a conservation area on the east and the creek on the west. Retention facility design shall avoid asystem of small, disconnected ponds, and shall foster larger ponds and lakes thatprovide for scenic vistas. To provide a natural and pleasing appearance, pond edgesshall be undulating, and native and drought-resistant landscaping shall be planted atvarious locations along the waters edge.Many of the stormwater ponds are located adjacent to parks and upland buffers toprovide a continuous interconnected system of open space.18. Underground Utilities. All developments shall be required to install all secondaryutility service lines (i.e. water, sewer, electric, phone and cable) underground and withina public right-of-way or easement. Primary lines are not required to be installedunderground, but when provided within a development, shall be buffered from the rightof-wayand from adjacent development by planted or preserved trees, with shade treesplanted or preserved at least every 30 feet on center. Existing overhead electric facilitiesare not subject to this buffering requirement.Secondary utility service lines will be installed underground and within a roadway rightof way or easement.D.2.a. Parks. Residential. All centrally served homes shall be within a reasonablewalking distance of a neighborhood park facility… All dwelling units must be within1,200 feet (walking distance) of a pocket park, primary park, community park, or agreenway connection... All residential units shall be able to reach neighborhood parksvia a sidewalk or other form of pedestrian circulation approved through review process.At a minimum, primary parks shall be equipped with playground equipment, picnicareas, fitness or jogging trail, and a multi-use playfield, and may also include basketballcourts, tennis courts, or other recreational uses. Developments with more than 100 unitsare required to have a central civic space within a neighborhood park including aclubhouse or open air pavilion. Structure size shall be set at five square feet per unit foran enclosed building and ten square feet per unit for an open air pavilion. Enclosedbuildings and pavilions shall have a minimum size of 750 square feet. Enclosedbuildings and pavilions shall not be required to exceed 2,000 square feet.All homes will be located within 1,200 feet of a park that will be accessible via asidewalk or trail. The primary park is the amenity parcel that will include activerecreation facilities including central civic space within a clubhouse/recreation buildingwith a minimum enclosed area of 780 square feet.E.2. Central Services. Central sewer and water systems is required for newdevelopment within areas designated under the Master Planned Community, RuralFringe, Rural Reserve, Village Center, and Activity Center land use designations.12
