General Director’s WordThe reformed performance will not only improve Kosovo Custom’s revenues, but it shall settle down a better foundation from whatcompletion of internal taxes and revenues shall serve as a profit for the Budget of Kosovo. Enhancement of the performance is acompound of voluntary approach with traders who are willing to abide and apply the law where there is a collective or individualreluctance, diversion or evasion from responsibilities.Kosovo Customs is closely cooperating with the business community while also very carefully listening to all of the viewpoints on how toimprove the performance. The commercial performance initiative that shall continue as an attempt of joint cooperation with traders, inwhat case the legal powers for free deeds that will be used in achieving the level of cooperation of customs and businesses which will beunique in the Balkan’s experience.The risk for revenues and threats toward the society from the organized crime and trafficking groups is always present. The corruption isendemic in the region and we are working based on that is also exists within the service as well. In fact, there is no public service in theworld cannot claim that there is no elements of corruption present on individuals and sometimes subversive elements also.Our response towards threats from corruption is to continuously fight is, control it and keep it under the strong development of systemsand procedures for prevention, exploring and inspection by working with the initial cause. All of the corruption cases shall be reportedto the Public Prosecutor with the review of investigations and accusation.The revised Code of Conduct, which includes outlines of revised Arusha declaration in Tanzania of the World Customs Organization,which has entered into force on 2009. A special unit for internal inspection has been established with what our units for anti-corruptionas well as the ones that handle appeals about misuses have been strengthened as part of our anti-corruption approach as well as themethod how we handle the appeals and misuses in overall. We are the integral part of strategy and national plan against anti-corruptionand we have close cooperation with the Kosovo Anti-Corruption Agency. In order to be more successful in fighting these negativeoccurrences, we are in need of assistance from the public and traders to identify the problems and to enable actions initiation.4
