Forprivately held companies, please submit three bank references. If any financialstatements or bank references are deemed confidential, please indicate so in yoursubmittal; otherwise, they will be considered as “public record” documents under NorthCarolina laws.SELECTION PROCESSMaintaining the integrity of the RFQ process is of paramount importance <strong>for</strong> the <strong>County</strong>. To thisend, please do not contact any members of <strong>Union</strong> <strong>County</strong> or its staff regarding the subjectmatter of this RFQ until selection has been made, other than the <strong>County</strong>’s designated contactperson identified in the introduction to this RFQ. Representatives of <strong>Union</strong> <strong>County</strong> will read,review and evaluate the qualifications independently based on the evaluation criteria. <strong>Union</strong><strong>County</strong> reserves the right to conduct interviews with a shortlist of selected respondents.The following factors will be used in the evaluation process.Reputation, Quality and Experience of the Firm (35 Points)How substantial is the firms’ experience in designing projects of comparable size andcomplexity?Does the firm have experience designing social services/health department buildings?5


Does the firm have State and local government land-use permitting including re-zoningexperience?Did all references listed have a favorable experience with the firm? Would they workwith them again? How comparable was their project? Does the firm have all necessary licenses/certifications to conduct business in NorthCarolina or be capable of demonstrating the ability to secure them in a timely manner?Does the firm have a proven track record of delivering projects on time and at/or belowbudget?Did the firm demonstrate an understanding of the specific needs of <strong>Union</strong> <strong>County</strong>?Financials (20Points)Does the firm have solid financial statements or bank references?Proposed Project Team (30 Points) Does the proposed project staff appear to have the appropriate experience andcapabilities to per<strong>for</strong>m the specified project?Does the firm’s organizational structure support the project team and project objectives?What systems/processes does the firm employ to assure knowledge sharing so we getthe benefit of the firms’ experience and not just the experience of the individualsassigned to the project.What is the availability of key team members to participate in this project?Overall Approach and Methodology (15 Points)The SOQ needs to provide a clear and concise answer to the question – Why should <strong>Union</strong><strong>County</strong> select your firm <strong>for</strong> this project? What is the firms’ approach to managing the construction budget, regulatory processand public involvement process? How has the firm done this in past projects? Does the teams’ project approach provide <strong>for</strong> effective project management? Whatmeasures will be used to validate a successful project outcome?Does the teams’ project approach keep the best interest of the <strong>County</strong> in the <strong>for</strong>efront ofthe project?6
