<strong>RFC</strong> <strong>OM</strong> – JANUARY 20121. Program Overview1.1 Applicable Rating Standard. It is mandatory for program Participants to comply with theprovisions of the latest edition of ANSI/<strong>AHRI</strong> 440-2008, Performance Rating of Room Fan-Coils(Standard). A copy of the Standard is available for download from the <strong>AHRI</strong> website, www.ahrinet.org.1.2 Product Definitions.1.2.1 Room Fan-Coil Unit. A factory-made assembly which provides the functions ofcooling, heating, or cooling and heating, but which does not include the source of cooling orheating. This device is designed for free-delivery of air into a room, but may be applied withminimal duct work having a static resistance generally not exceeding 0.25 in H 2 O [62 Pa]. Thesedevices may be designed for furred-in application, or with an enclosure for application within theconditioned space.1.2.1.1 Free Delivery Units. Free Delivery Units are Room Fan-Coilsfurnished with both integral filters and grilles on the unit.1.2.1.2 Furred-in Units. Furred-in Units are Room Fan-Coils intended to beinstalled above a ceiling, within a side wall, or with a discharge grille. It may or maynot have provisions for a filter.1.2.1.3 High-Static Units. High-Static Units are Room Fan-Coils intended tobe installed with ductwork and designed to function at 0.20 in H 2 O [50 Pa] externalstatic pressure and above.1.3 Program Scope. This program applies to 50 Hz and 60 Hz Room Fan-Coil Units, as defined inSection 1.2, for which published ratings are available.1.4 Intended Market. The Intended Market for this Certification Program, where the Standardapplies, includes all products defined in Section 1.3 that are sold for use in the U.S. and Canada (U.S.,U.S. Territories, and Canada).1.5 Basic Model Groups (BMGs). A Participant’s listing shall be grouped by BMG. At a minimum, aBMG is a regular range of units having the same frequency, the same relative arrangement of parts, andthe similar geometry parameters in common as stated below:• The same frequency;o 50 Hz, oro 60 Hz.• The same relative arrangement of parts; ando vertical,o horizontal, oro vertical high rise.• Similar geometry parameters in common.o coil configuration,o blowers, ando motor speeds.A unit of a given nominal air flow (cfm) is a model within a BMG and shall be listed separately in the <strong>AHRI</strong>Directory of Certified Product Performance (Directory).1.5.1 Optional BMG Subdivision. Manufacturers have the option to increase the numberof BMGs to separate groupings of units having the same mounting arrangement or otherengineering considerations such as:• exposed or recessed units;1


<strong>RFC</strong> <strong>OM</strong> – JANUARY 2012• floor mounted, wall mounted, or ceiling mounted;• number of coil rows; or• unit type (Free-Delivery, Furred-In, High-Static).If the BMG grouping described in Section 1.5 is not increased, units of different unit types,mounting arrangements, and different airflows shall be units within the same BMG.2. Qualification Process2.1 Original Equipment Manufacturer (OEM) Applicants. With the additions noted below, the OEMqualification process shall proceed according to the <strong>AHRI</strong> General Operations Manual, Section 4.STEP 2.1.1 Certification Application Package. In addition to the Application for <strong>AHRI</strong> Certificationand Annual Sales Volume Form noted in the <strong>AHRI</strong> General Operations Manual, Section 4, STEP4.1, Applicants shall submit the following documentation to <strong>AHRI</strong>:• Form <strong>RFC</strong>-DS1, This is a product data submittal package. The intent of thesedocuments is to accurately reflect all products which are intended forcertification in <strong>AHRI</strong>'s 440 Certification Program. The Excel workbook shall becompleted correctly, in its entirety and returned to <strong>AHRI</strong>, before any sampleselections for qualification testing can be made. This form shows how theParticipant’s data shall be shown in the Directory; and• One (1) test report for each BMG. Applicant shall submit one (1) test report foreach BMG using Form <strong>RFC</strong>-DS2 (refer to Appendix A).STEP 2.1.2 Processing Application Package.STEP 2.1.2.1 Performance Certification Agreement for Original EquipmentManufacturer (OEM Agreement). No further action required beyond that listed inSection 4, STEP 4.2 of the <strong>AHRI</strong> General Operations Manual.STEP 2.1.2.2 Participation and Licensing Fee Invoice. Payment of theParticipation and Licensing Fee is due within 30 calendar days of the invoice issuedate. Testing shall not be conducted until the invoice is paid in full. No further actionrequired beyond that listed in Section 4, STEP 4.2 of the <strong>AHRI</strong> General OperationsManual.STEP 2.1.3 Selection and Acquisition of Test Samples.STEP 2.1.3.1 Number of Qualification Tests. 20% of an Applicant’s BMGs shall betested, with a minimum of two (2) models. Fractional numbers shall be rounded up tothe next whole number. (Example: 20% of 11 BMGs is 2.2 so the Participant wouldhave 3 tests.)STEP 2.1.3.2 Acquisition of Qualification Test Samples/Selection Criteria. Within60 calendar days of a request from <strong>AHRI</strong>, the Applicant shall have samples availablefor selection. Samples shall be acquired in accordance with Section 3 of this manual.STEP 2.1.4 Qualification Testing. <strong>AHRI</strong> shall supply the Independent Third-party LaboratoryContracted by <strong>AHRI</strong> (Laboratory) with the Published Ratings. The Laboratory shall conduct thetesting of the samples in accordance with the Standard, against the Published Ratings.STEP 2.1.4.1 Operating Tests. In addition to the Performance Rating tests, thefollowing Operating Tests shall be conducted for all qualification tests:2

If the initial failure is the InsulationEfficiency Test and the Laboratory was able to achieveconditions necessary to conduct a valid test, the Applicantshall elect to have a second sample tested. However, if theLaboratory cannot achieve conditions necessary to conduct avalid Insulation Efficiency Test, a failure shall not be assessed.• Low Voltage Test. If the initial failure is the Low Voltage Test,the Applicant shall elect to have a second sample tested.If any of these samples fail any of the Operating Tests, the second sample selectedshall pass in order to qualify into the program. If the second sample does not pass,then that model and BMG shall not be entered into the Directory and the Applicantshall cease production and sale of the failed model in order to qualify into thecertification program. A new sample will be selected and tested to continue thequalification process.STEP 2.1.4.2 Successful Completion of All Qualification Tests. If all qualificationtests pass, proceed to STEP 2.5.STEP 2.1.4.3 First Sample Qualification Test Failure. Refer to Section 4, STEP4.4.2 of the <strong>AHRI</strong> General Operations Manual for details regarding the first samplequalification failure options:STEP 2.1.4.4 Second Sample Qualification Test Failure. Refer to Section 4, STEP4.4.3 of the <strong>AHRI</strong> General Operations Manual for details regarding the secondsample qualification failure options.STEP 2.1.5 Welcome to the Program. No further action required beyond that listed in Section 4,STEP 4.5 of the <strong>AHRI</strong> General Operations Manual.2.2 Private Brand Marketer (PBM) Applicants. With the additions noted below, the PBM qualificationprocess shall proceed according to the <strong>AHRI</strong> General Operations Manual, Section 5.PBM Applicants are not required to undergo qualification testing. PBM product certification is contingentupon the certification of the associated OEM product.STEP 2.2.1 Certification Application Package. In addition to the Application for <strong>AHRI</strong>Certification Form noted in the <strong>AHRI</strong> General Operations Manual, Section 5, STEP 5.1,Applicants shall submit the following documentation to <strong>AHRI</strong>:• Certified product data sheets noting PBM/OEM equipment match-upsSTEP 2.2.2 Processing Application Package.STEP 2.2.2.1 Performance Certification Agreement for Private Brand Marketer(PBM Agreement). No further action required beyond that listed in Section 5, STEP5.2.1 of the <strong>AHRI</strong> General Operations Manual.STEP 2.2.2.2 OEM Agreement on Behalf of the PBM Applicant. No further actionrequired beyond that listed in Section 5, STEP 5.2.2 of the <strong>AHRI</strong> General OperationsManual.STEP 2.2.2.3 Licensing Fee Invoice. Payment of the Licensing Fee is due within30 calendar days of the invoice issue date.3

No further action required beyond that listed in Section 5,STEP 5.3 of the <strong>AHRI</strong> General Operations Manual.3. Equipment Selection and Testing3.1 Annual Testing Requirement. 20% of a Participant’s BMGs shall be tested annually, with aminimum of two (2) models. Fractional numbers shall be rounded up to the next whole number.(Example: 20% of 11 BMGs is 2.2 so the Participant would have 3 tests.)3.2 Location of Tests. Testing shall be performed at the Laboratory. The test sample shall beinstalled in the Laboratory test facility in accordance with the Participant’s published installationinstructions. These instructions may be provided in either printed or electronic format.3.3 Selection of Test Samples. Selections shall be made based on data contained in the Directory.<strong>AHRI</strong> shall specify specific model numbers of the units that are to be selected for testing from all availablemodels contained in the Directory. The number of models chosen shall be equal to the annual testingrequirement calculated in Section 3.1. <strong>AHRI</strong> shall inform the Participant, in writing, of the sample(s)selected for test in the annual test requirement selection letter.3.4 Method of Acquiring Test Samples. <strong>AHRI</strong> or Laboratory personnel shall make a random selectionof a sample from the Participant’s stock units of no fewer than (2) two units; or a Random ComponentSample Selection for build-to-order units. Participant shall complete and submit Form <strong>RFC</strong>-SEL1 within30 calendar days of the date of the annual test requirement selection letter, sent by <strong>AHRI</strong>. Laboratorypersonnel shall randomly select stock units within 60 calendar days of the annual test requirementselection letter by <strong>AHRI</strong>. Selected samples shall be shipped to the Laboratory and shall be accompaniedby the Participant’s published installation instructions in either printed or electronic format. Refer toSection 9 of the <strong>AHRI</strong> General Operation Manual.3.5 Sample Acquisition Timeframe.3.5.1 U.S. and Canadian Participants. The Participant shall deliver the selected sample(s)to the Laboratory within 14 calendar days of random selection by Laboratory personnel.3.5.2 International Participants. The Participant shall deliver the selected sample(s) to theLaboratory within 30 calendar days of random selection by Laboratory personnel. The Participantshall provide proof of shipment of the sample(s) selected by Laboratory personnel to <strong>AHRI</strong> within48 hours of selection.3.6 Participant’s Required Equipment Provisions.3.6.1 Free Delivery Units. The Participant shall provide any appurtenance(s) (filter and/orgrille) required for the sample to operate as intended. Air filters built into Free Delivery samplesshall be kept in place during tests and testing shall be conducted at an external static pressure of0.00 in. of water gauge [0.0 Pa]. Grilles built into Free Delivery samples shall be kept in placeduring tests and testing shall be conducted at an external static pressure of 0.00 in. of watergauge [0.0 Pa].3.6.2 Furred-in Units. Furred-in samples shall be tested at an external static pressure of0.05 in. of water gauge [12.4 Pa], and without filters and grilles.3.6.3 High-Static Units. High-Static Units shall be tested at an external static pressure of0.2 in. of water gauge [50.0 Pa], and without filters and grilles.4

In accordance with the Standard, the following certified ratings are verified by test:• Total Cooling Capacity, Btu/h [W];• Sensible Cooling Capacity, Btu/h [W]; and• Power Input, W [W].3.8 Verified Data. In accordance with the Standard, the following are verified by test:• Water Pressure Drop, ft H 2 O [kPa];• Airflow Rate, cfm [m 3 /s]; and• Fluid Flow rate, gpm [L/s].3.9 Test Failures.3.9.1 Operating Tests. In addition to the Performance Rating tests, the following OperatingTests shall be conducted for all annual tests:3.9.1.1 Insulation Efficiency Test. If the initial failure is the Insulation EfficiencyTest and the Laboratory was able to achieve conditions necessary to conduct a validtest, the Participant shall obsolete all units within the same BMG or elect to have asecond sample tested. However, if the Laboratory cannot achieve conditionsnecessary to conduct a valid Insulation Efficiency Test, a failure shall not beassessed.3.9.1.2 Low Voltage Test. If the initial failure is the Low Voltage Test, theParticipant shall obsolete all units within the same BMG or elect to have a secondsample tested.If the second sample fails the Operating Tests, the Participant shall obsolete the model, whichalso obsoletes all models within the corresponding BMG.3.9.2 Options Following 1 st Sample Failure. When the Participant is notified of a firstsample certified rating failure, the Participant has seven (7) calendar days to select one of thefollowing options:• Claim the sample Defective, as described in the <strong>AHRI</strong> General OperationsManual, Section 9;• Re-rate all models within the failed sample’s BMG proportionate to the failedtest’s results;• Test second sample of the same model (sample must be available within thetimeframe and procedure allotted in Section 3.4 following notification ofdecision to <strong>AHRI</strong> via Manufacturer’s Decision Form [MDF]); or• Obsolete the model, which also obsoletes all models within thecorresponding BMG.3.9.3 Options Following 2 nd Sample Failure. When the Participant is notified of a secondsamplecertified rating failure, the Participant has seven (7) calendar days to select one of thefollowing options:• Claim the sample Defective, as described in the <strong>AHRI</strong> General OperationsManual, Section 9;• Re-rate all models within the failed sample’s BMG proportionate to the failedtest’s results; or• Obsolete the model, which also obsoletes all models within thecorresponding BMG.5

Refer to Section 9 of the <strong>AHRI</strong> GeneralOperations Manual.3.10.2 Probation Mode Requirements. Refer to Section 9 of the <strong>AHRI</strong> General OperationsManual.3.10.3 Penalty Mode Requirements. Refer to Section 9 of the <strong>AHRI</strong> General OperationsManual.4. Challenge TestsRefer to Section 10 of the <strong>AHRI</strong> General Operations Manual.5. <strong>AHRI</strong> Directory of Certified Product PerformanceAll certified products shall be listed in the Directory, www.ahridirectory.org. Certification shall not beimplied nor claimed for any product not listed in the Directory. Except as noted below, the Participantshall follow the steps outlined in Section 11 of the <strong>AHRI</strong> General Operations Manual.5.1 Publication of Ratings in Certified Directory. The following information pertaining to each modelcertified shall be published in the Directory:• <strong>AHRI</strong> Certified Reference Number;• Name of Manufacturer;• Model Status;• Trade/Brand Name of Model;• Marketing Name of Model (or Equipment Line Name);• Model Number(s) or Designation(s);• Relative Arrangement of Parts;• Type of Unit (Free Delivery Fan Coil Units, Furred-In Fan Coil, or High Static Units);• Total Cooling Capacity, Btu/h [W];• Sensible Cooling Capacity, Btu/h [W];• Water Temperature Rise (10 °F or 15 °F), °F;• Power Input Type (PSC/Shaded Pole/EC Motor);• Power Input, W [W]; and• Frequency, Hz [Hz].5.2 Data Forms. Each Participant shall list its products by BMG. OEM and PBM Participants shallsubmit/edit product data via the Directory or data submittal sheets, as applicable.6. Assessment and Payment of Certification FeesExcept as noted below, the assessment and payment of certification fees shall proceed according tothe <strong>AHRI</strong> General Operations Manual, Section 12.6.1 Equipment Delivery/Disposal Fees. The Participant is responsible for the delivery and expensesassociated with shipping test samples to and from the Laboratory. Following the completion of the test,the Participant shall provide instruction to the Laboratory regarding the disposal/shipment of thesample(s). The Laboratory shall invoice the Participant for expenses associated with the disposal/shipment of the sample from the Laboratory’s facility to a location designated by the Participant.6

Sample Manufacturer’s Decision FormsMANUFACTURER’S DECISION FORM –FIRST SAMPLE QUALIFICATION TEST FAILURE NOTIFICATION<strong>AHRI</strong> CERTIFICATION PROGRAM FORRO<strong>OM</strong> FAN-COIL AIR-CONDITIONERSDear Certification Program Applicant:Please be advised that the following sample, when tested under the <strong>AHRI</strong> Certification Program for Room Fan-Coil Air-Conditioners, failed to perform in accordance with the latest edition of <strong>AHRI</strong> Standard 440, Room Fan-Coils. Test data isattached to this notification.Manufacturer: <strong>AHRI</strong> Test #:Model:Date of Test:Per program rules, following notification of a qualification test failure the Applicant has seven (7) calendar days to elect one ofthe following options. If a completed Manufacturer’s Decision Form is not received by <strong>AHRI</strong> within seven (7) calendar days,the Applicant forfeits the opportunity for further testing and all models within the Basic Model Group (BMG) shall be re-ratedproportionate to the failed test’s results.FOLLOWING A FAILURE, PLEASE CHOOSE ONE (1) OF THE FOLLOWING OPTIONS. If <strong>AHRI</strong> agrees that theprogram’s definition of a defect has been met, <strong>AHRI</strong> shall notify the Applicant to supply new part(s) and/orassemblies, to replace only those that have been deemed defective, to the Independent Third-party LaboratoryContracted by <strong>AHRI</strong> (Laboratory). These new part(s) and/or assemblies shall be supplied to the Laboratory within 14calendar days of <strong>AHRI</strong>’s request to the Applicant to supply replacement parts. Failure to provide a defect reportand/or new part(s) and/or assemblies by their respective deadlines shall forfeit the Applicant’s opportunity for areplacement test, thus automatically re-rating the model to the failed test sample’s results.The Applicant may send its own representative to install the replacement part(s) and/or assemblies or may requestthe Laboratory to perform the replacement. If the Applicant chooses to have the Laboratory install the replacementspart(s) and/or assemblies, the Applicant may not claim improper installation of the part(s) and/or assemblies by thetest lab.Upon receipt of payment for the replacement test, the sample shall be re-tested with the replacement part(s) and/orassemblies installed.
