INTRODUCTION<strong>Mahatma</strong> <strong>Gandhi</strong> <strong>University</strong> UG CAPWe are passing through a phase, which is witnessing an unprecedented growth in thenumber of aspirants for university education. This is also an era of emergence of new areas ofknowledge.It is the resolve of the State to enable 20% of the 18-22 age-group to enter the campusesof the Indian universities in the 11 th plan period. A large number of first generation learners areentering the portals of universities. This has been possible due to consistent efforts by society toensure enrolment from social groups like the Scheduled Castes, Scheduled Tribes, Other BackwardClasses, women, minority religious communities and other economically depressed groups, mostlycoming from the rural areas. Their entry into the hallowed spaces of higher learning have criticallychanged the way we have been looking at the goals and direction of the policies and institutionalframework of higher education. With the entry of a large number of first generation university goers,the very profile of the university campus, which has remained unchanged since the colonial times,would be transformed. There is an urgent need to further democratize universities to make them moreequitable and inclusive places. At the same time, universities should be able to excite the creativeimagination of the young minds and create an ambience which helps generate diverse kinds ofcreative and academic innovations. Issues of access, equity and social justice have to be consideredconcomitantly with the need for fostering quality and excellence so as to develop a creative andinnovative human resource base.Introduction of Credit-semester system in our <strong>University</strong> from 2009-10 academic yearonwards must now be reinforced with complementary changes. Revitalizing the idea of university inan entirely new egalitarian context is the primary purpose of Single Window System (SWS) ofadmission called Centralised Allotment Process (CAP). CAP provides the students with anappropriate awareness and understanding of the programmes provided by the affiliated colleges underthe <strong>University</strong>. It helps the students to judiciously choose the right one from the wide range ofprogrammes with utmost freedom. It is introduced as a safety rail to prevent students from beingincapacitated in many ways. CAP assures the students not only transparency in admissionprocedure, but also provides an opportunity to pursue their area of interest / specialized subject withgreater degree of independence than is customary at the undergraduate level, setting one’s ownlearning objectives within the framework of the programme. This was often overlooked in thetraditional admission procedure, which resulted in a lot of discrepancies in the learning experienceas well as the admission procedures.The greatest advantage is saving of time. The students need to submit only oneapplication and can track its status on-line. CAP eliminates manipulation at all levels. The studentsare thus provided an excellent opportunity to choose a right programme as well as an institution oftheir choice without fear or favour. The placement of the candidate in various programmes andinstitution will be according to their choice, merit and socially determined norms. Themarks/Grades at the Plus Two level decide the eligibility for admissions to the degree programme.3

Only one application needs to be registered on-line for optingmultiple programmes/colleges on preferential basis. CAP thus eliminates anxiety and unnecessaryvisits to institutions to enquire about the admission status.The admissions under cultural/sports quota for outstanding students are decided by therespective colleges in the best interests of students and the institutions concerned who excel inrespective fields. Admission to seats reserved for persons with disabilities are also done by therespective institutions. CAP assures that the seats under reservation for SC/ST/persons withdisabilities are exclusively allotted to them. In other words, CAP ensures social justice. CAP neverinfringes on the right of any stake holders in higher education. It only empowers all sections - theacademic community - through rule based, transparent and state-of-the art delivery system.CAP showcases the menu of choice of programmes and colleges before the studentcommunity. It advises the students on the management of their plans to complete the programme tothe best. The greatest advantage is that it allows the students to select and specialize in particularaspects of their chosen subject of study. The students are thus benefited in a big way, by combiningtransparency and freedom to select subjects of their choice.1. Classification/Categorization of Seats: Seats available in Govt./Aided/Self-financing affiliated collegesand Self Financing programmes in Aided Colleges are mainly classified as Merit seats, Community seats(applicable only in aided colleges) and Management seats. (The list of institutions, the number of seatsavailable etc are given in Annexure II)1.1 Details of seats that come under the ambit of Centralised Allotment Process(CAP):i. Govt. Colleges: Total seats available in government collegesii. Aided Colleges: Open quota seats, seats earmarked for SC/ST candidatesiii. Unaided Colleges/ Unaided programmes conducted in Aided Colleges: 50% of the total seatsincluding seats reserved for SC/ST/SEBC1.2 The remaining seats under community quota (Aided Colleges only)/management quota (Aided andUnaided Colleges and Unaided Programmes conducted in Aided Colleges)/sports and cultural quotaseats and seats reserved for persons with disabilities (PD) (all affiliated Colleges) shall be filled by theeducational agency concerned.2. RESERVATION OF SEATS2.1 Types of Reservation: Out of the total Merit Seats available in Govt./Aided/Self Financing affiliatedcolleges for various UG Programmes, seats will be reserved for different categories under the following mainitems:4


i. Reservation for nomineesii. Reservation for Persons with Disabilitiesiii. Special Reservation andiv. Mandatory Reservation<strong>Mahatma</strong> <strong>Gandhi</strong> <strong>University</strong> UG CAP2.1.1 Reservation for Nominees: An additional seat for each programme in affiliated Arts and Sciencecolleges shall be created exclusively for the purpose of accommodating students sponsored by theUnion Territory of Lakshadweep. This seat shall not be filled up by other candidates. The Head ofthe institutions should forward the list of such candidates admitted, separately to the <strong>University</strong>,immediately after admissions (U.O. No. Ac.AI/3/2761/06 dated 20.7.2006). Such applicants shouldapply directly to the colleges concerned.2.1.2 Reservation for Persons with Disabilities (PD):3% of the seats are reserved for candidates with disabilities for all programmes. 1% (one percent of theseats in UG Programmes) of seats shall be reserved for each of the three sections of Persons withDiabilities category (Blind, Deaf and Orthopaedically Challenged) with provision for interchange ofseats, if candidates are not available in a particular category in a year.The selection of candidates under this category will be based on the rank in the inter-se merit listand physical suitability, and not on the basis of the degree of disability.‘Person with disability’ means a person suffering from not less than 40% of any disability ascertified by a Medical Board constituted for this purpose. Candidates who have a minimum of 40%disability alone will be eligible for this quota.Candidates seeking admission under PD category should attach with their application form, anattested copy of the ‘Certificate of disability’ issued by a District Medical Board or bodies of higherstatus, certifying the degree or percentage of disability.No reservation of seats is allowed for Blind candidates for Science subjects.(The applicants under PD quota should apply directly to the colleges concerned).2.1.3 Special Reservation: The seats reserved under Sports Quota and Cultural Quota come under thiscategory. Such students should apply directly to the colleges concerned. They can also apply inCAP to be considered in the general allotment.2.1.4 Sports quota: Two seats in each programme (Interchangeable) shall bereserved for candidates with outstanding records in sports & games.The applicant for admission to the reservation quota should have represented at least the districtSports Zone.Preference shall be given to Sportsmen who have represented the State/National School Meetover the sportsmen who have represented the District/School. The applicant will produce the Certificatefrom the Honorary Secretary of the State Association of the event concerned to prove Districtrepresentation.5

In the case of PD candidates admitted under PD category, an equalnumber of seats has to be deducted from General Category in the case of aided/unaided colleges andin the case of Govt. Colleges necessary deductions shall be made as per G.O.(Ms) No.107/08/H.Edndated 30.8.20087


<strong>Mahatma</strong> <strong>Gandhi</strong> <strong>University</strong> UG CAP3.3 Self Financing Affiliated Colleges/Self Financing programmes in AidedColleges In Unaided Colleges and Self Financing programmes conductedin Aided Colleges, 50% of the total seats shall be filled by themanagement from among candidates of their choice provided theysatisfy the eligibility conditions. Theopen quota seats in Govt/Aided/Unaided colleges will be filled purely on merit basis irrespective of thecategory/community to which the candidate belongs.3.4 Constituent Colleges Owned and Controlled by the <strong>University</strong>:In Constituent Colleges Owned and Controlled by the <strong>University</strong>, 5% of the total seats shall be filled fromamong NRI candidates and 5% of the total seats shall be filled from among the sons and daughters of<strong>University</strong> Employees provided they satisfy the eligibility conditions. CLAIMS FOR MANDATORY RESERVATION AND CERTIFICATES TO BE PRODUCED(i) Claims for Mandatory Reservations must be made by a candidate at the time of submission ofapplication, with supporting documents as required.(ii) The claims for mandatory reservation once made in the Application form cannot be altered bythe candidate under any circumstances.8


<strong>Mahatma</strong> <strong>Gandhi</strong> <strong>University</strong> UG CAP4.1.1 Claim for Communal reservation under ‘Socially and EducationallyBackward Classes’ (SEBC): Reservation of seats to the Socially andEducationally Backward Classes will be in accordance with the provisionscontained in G.O.(P) 208/66/Edn. dated 2.5.1966, as amended from timeto time.(a) Candidates belonging to Socially and Educationally Backward Classes as per G.O. (P) 208/66/Edn.dated 2.5.1966, whose annual family income (i.e. annual income of all members of the family from allsources taken together) is up to Rs.4.5 lakhs per annum (Rupees. Four lakhs and fifty thousand onlyper annum) are eligible for reservation under this category. The certificate should have been issued notearlier than 12 months prior to the submission of application. Only the claims of the candidates ofthose communities that are included in the list of communities appended in the Prospectus will beconsidered.(b) Candidates belonging to Ezhava, Muslim, Other backward Hindus, Latin Catholic other than AngloIndians and Other backward Christian communities, claiming reservation under SEBC Quota shouldinvariably produce both ‘Community’ and ‘Income Certificates’ obtained from the Village Officerconcerned. The self attested copy of the above certificates should be attached with the application.Candidates whose annual family income is above Rs.4.5 lakhs are not eligible for reservation. The seatsunavailed by SEBC category candidates will be allotted under open quota.4.1.2 Claim for Reservation under Scheduled Castes/Scheduled Tribes QuotaCandidates claiming reservation under Scheduled Castes/Scheduled Tribes Quota should obtain caste/community certificate from the Village Officesconcerned.4.2 OTHER GENERAL RULES FOR MANDATORY RESERVATION :The seats unavailed by the SC candidates will go to ST candidates andvice versa.4.2.1 The unavailed seats reserved for SC/ST shall be renotified twice through print media and a specialallotment shall be conducted exclusively for filling up vacant seats of SC/ST candidates. If such seatsare remaining vacant even after re-notification, these shall be filled as detailed below.4.2.2 Government/Aided/Unaided Colleges Except Colleges run by aided backward minorityCommunitiesThe unfilled seats shall be filled up from candidatesbelonging to OEC and in their absence, candidates belonging to SEBC. Theseats that further remain unfilled will go to the open quota.9


<strong>Mahatma</strong> <strong>Gandhi</strong> <strong>University</strong> UG CAP4.2.3 Aided Colleges run by the managements of backward minority communitiesThe unfilled seats shall be filled on the basis of the merit as per the rank list from among the applicantsof the backward minority community, which runs the college. If seats still remain unfilled, it will befilled as detailed at para 4.2.2. The College authorities should report such vacancies to the <strong>University</strong>within the stipulated time.4.2.4 Claim of OEC candidates against the un-availed seats of SC/ST candidates:Other Eligible Community (OEC) candidates who claim allotment to the un-availed seats, if any,under SC/ST quota should furnish community and income certificates obtained from the Village Officerconcerned. Those OEC candidates whose annual family income is up to Rs.4.5 lakhs alone are eligiblefor such seats. Candidates belonging to other eligible communities are exempted from payment of feeat the time of allotment to UG Degree Programmes under Government/Community quota irrespectiveof annual family income as per G.O (Ms) No.36/07/SCSTDD dated 03.07.2007. They shouldprovide Community Certificate from the Village Officer in the concerned.5. ELIGIBILITY FOR ADMISSION5.1.1 Academic eligibility should be satisfied as on the last date of submissionof academic data.In the case of candidates who have passed examinations of otherBoards/Institutes/Governments, except CBSE/CISCE, they shall be admitted only if these examinationshave been declared equivalent to the qualifying examinations of MG <strong>University</strong>.5.1.2 If an applicant for admission is found to have indulged in ragging in thepast or if it is noticed later that he/she had indulged in ragging, admissions shall be denied orhe/she shall be expelled from the educational institution.No candidate shall be admitted to the degree programme unless he/she possess the qualificationsand minimum requirements thereof.5.1.3 BA Degree ProgrammesAdmission to all BA Degree Programmes under the faculties of Language & Literature and SocialSciences except BA Sanskrit/Tamil under the faculty of Language & Literature shall be open only tocandidates who have passed plus two or equivalent examination or an examination recognised by this<strong>University</strong> as equivalent thereto. For BA Sanskrit programme in addition to the above qualifications,candidates should have working knowledge in Sanskrit and studied Sanskrit at least at SSLC orequivalent examinations. For BA Tamil programme in addition to the above qualifications, candidatesshould have working knowledge in Tamil and studied Tamil at plus two or equivalent examinations.5.1.4 Programmes Under Faculty of Language and literature10

The total marks of Kerala Higher Secondary Board (1200)is accepted as the bench mark. Likewise, subject total of other streams also have to be standardised as out of1200. In the case of streams with grades instead of marks, the corresponding marks shall be computed andentered in the respective column. While calculating marks based on grade, the maximum marks of thecomputed figures (relevant grades) will be reckoned.But the marks obtained for vocational subjects in VHSE/THSE, etc. are to be excluded whilecalculating index marks.6. CENTRALISED ALLOTMENT PROCESS (CAP)There is only a single application form for applying for admission to all the UG DegreeProgrammes in various affiliated colleges for considering them in the Open/Reservation Quota except sportsquota/cultural quota/Lakshdweep quota and Persons with Disabilities (PD) quota. If a candidate submitsmore than one application his/her candidature is liable to be cancelled. The candidates seeking admissionthrough community merit/management quota/ sports quota/cultural quota/Lakshadweep quota and PD quotashould submit separate applications to the respective colleges also. Collect the sealed Chalan copies from bank (Student copy and <strong>University</strong> copy). Only aftercompleting this step, will the Application Number and password get activated.6. Go to the login Panel in MGU CAP Web Portal and Use the activated Application Number asuser name and previously used password for Login.7. Fill in the Application form with personal details, academic eligibility and the options correctly.8. Verify with the relevant documents and confirm the details entered on-line.9. Take the print out of filled up application for final submission to the <strong>University</strong>.10. Submit the signed application along with self attested copies of the necessary documents toDeputy Registrar (Acad – I), MG <strong>University</strong>, PD Hills, Kottayam, PIN: 686560 by post or inperson.The student can check his/her application status online using their User id (applicationnumber) and password.6.2. Procedure for Online Registration of Options.6.2.1 All options for which the candidate is eligible will be displayed on the Home Page. The candidatemay follow the directions given therein to register the options. The data entered should be savedregularly by clicking the ‘save’ button, so that the data already entered is not lost due tounexpected reasons. The candidate should enter only those options in which he/she is interested.Candidate should also note that he /she will be considered for allotment only to those programmesand colleges opted by him or her. So a candidate who has not opted for a programme-collegecombination will not be considered for allotment for that combination. Existing options, registeredby the candidate and available in the home page can be cancelled by clicking the delete button. Alloptions registered by the candidate will be processed. If a candidate gets allotted to a particularseat, based on his or her option, he /she is bound to accept it, failing which, he /she will lose thatallotment as well as his /her claims for any seats in any stream. Such candidates will not beeligible for any further allotment in any stream. The options for college(s) and programme(s) canbe done while filing online registration of personal and academic data or subsequently within thelast date of submission of application. No extension of time will be granted for registeringoptions under any circumstances.The maximum no. of colleges that can be opted by an applicant is 20 (Twenty).6.2.2 Options have to be registered only through the website www.mgu.ac.in. Based on their eligibility,candidates should register their options in their ‘Home Page’ for the programmes and colleges,20

Once the candidate completes the option entry,he/she can view his/ her options by clicking on the ‘View Option List’ provided. An option list willbe generated and the candidate can take a print out of the same and keep it for future reference. Ifthe candidate wants to change his/her option already registered, he/she may revise the options asdesired and should see that the options are listed as per his/her priority.6.2.5 Processing of options and Publication of Rank listBefore the Trial Allotment, the application details as entered by the candidate will be published forverification by the candidates. Candidates will have the provision to modify option details even atthis stage. Rank list shall be prepared on the basis of the ranking marks arrived at as per the rules inthis regard.6.2.6 Trial Allotment: A Trial Allotment will be conducted to give an idea about the chances of gettingallotment to a programme and college based on the options, merit and the reservation norms. Thetrial allotment does not guarantee that the candidate will get allotment in a college or programme ofhis/her choice for ranks may vary in the actual allotment subject to data modification by theapplicants after the trial allotment.6.2.7 First Allotment: After the Trial Allotment and the period earmarked for rearranging options, thefirst Allotment list will be published in the website www. mgu.ac.in on the date to be notified. Aprovisional Allotment Memo will be displayed in the website and the candidate shall take a printout of the same to be produced in the bank for remitting the required fee. The allotment memo willshow the personal details, the college and the programme to which the candidate is allotted and thefee to be remitted.21


<strong>Mahatma</strong> <strong>Gandhi</strong> <strong>University</strong> UG CAP6.2.8 Remitting of Fee: The prescribed fee due to the <strong>University</strong> will have to be remitted by the candidateto the account specified by the <strong>University</strong> in any designated branch of State Bank of Travancore asenlisted in Annexure -III as per the time schedule prescribed. Once the candidate remits theprescribed fee, the bank will acknowledge the receipt of the fee by affixing the seal in the student’scopy of the allotment memo.6.2.9 SC/ST candidates, who get allotment, shall remit a token amount of Rs.50/-.The payment of fees through any other mode of remittance will not be accepted.6.3 Cancellation of Options/Alteration of priority of option as after the first allotment: Candidateswho remit the fee as per the first allotment within the prescribed time limit will have the facility tocancel/alter the priority of their higher order options in the list of options registered by them beforethe next allotment. This facility will be activated in the ‘Home Page’ of the candidates on the datesnotified.6.3.1. Those candidates who do not remit the fee on or before the date specified, will lose theircurrent allotment as well as the eligibility for further allotments.6.3.3. Cancellation/Re-arrangement of options after the first allotment: Candidates who remit the feeas per the first allotment within the prescribed time limit will have the facility to cancel/re-arrange theirhigher options before the second allotment during a specified period.6.3.4. After the first allotment, the options below the ‘allotted one’ of the candidates will automatically beremoved from the option list of the candidate. For example, if a candidate had registered 40 options inall, and if he/she is allotted his/her 20 th option, all options from 21 to 40 will be automaticallyremoved from the option list. Options from1 to 19 will remain valid and will be considered for futureallotments. He/she may delete/rearrange any options among the remaining options as per his/herdesire. But the candidate will not be permitted to register any fresh option to the existing ones.6.3.5. Existing options registered by candidate, available in the Home Page, can be deleted by clicking thedelete button. Preference of options can be changed within the notified period by clicking the‘rearrange options’ button, entering the preference number against that particular option and byclicking the ‘Update’ button. To change the preference of an existing option, the new preferencenumber should be entered in the box against the corresponding option and the ‘Update’ buttonclicked. The other options (except the one changed) will be automatically re-numbered anddisplayed. Deleting/Changing of preference of options must be done one at a time, each timeclicking the ‘Update’ button. It will not be possible to make a further change without clicking theupdate button after any deletion or reordering.22


<strong>Mahatma</strong> <strong>Gandhi</strong> <strong>University</strong> UG CAP6.3.6 If a candidate is satisfied with an allotment and does not want to be considered again forfurther allotment(s), he/she must cancel all the remaining higher options. A candidate retainingall or any of his/her higher options after an allotment, is bound to accept the next allotment, if any,failing which he/she will lose the previous allotment as well as the new allotment. He/She will notbe considered for any further allotments.6.3.7. The facility for deletion/re-arrangement of options will be available during the notified period only.6.4 Second/Further Allotments and Remittance of Fee :6.4.1. The Second/Further Allotment list will be published on the dates to be notified.6.5 Other rules related to allotment6.5.1. All options registered by the candidate will be processed. If a candidate gets allotted to particularprogramme and college, based on his/her option, he/shall join the programme, failing which, he/shewill lose that allotment and will not be considered for any further allotments.6.5.2. Candidates will not be allotted to a College/Programme, not opted by them.6.5.3. A candidate is bound to accept an allotment as per the priority of options registered. If he/she getsallotment in the subsequent phase, based on higher options against arising/future vacancy, he/she hasto relinquish the seat already occupied by him/her.6.5.4 Any request to retain a previous allotment after a further allotment (based on the higheroptions registered) will not be considered under any circumstances.6.5.4. Failure to report for admission by candidate in the allotted college at the stipulated time and date willresult in the forfeiture of his/her chance for admission to that programme/other programmes/furtherallotment(s).7. POST ALLOTMENT ACTIVITIES7.1. Reporting at the College for admission: All students who get allotment should report foradmission at the college concerned after remitting the requisite fee in the bank. Those whofail to do this will be treated as Not Joined and further claim for admission from thesestudents will not be entertained. The candidates should produce the following documents inoriginal before the Principal/Head of the college/institution at the time of admission.(i) The Allotment Memo received online.23

Any other documents required to beproduced by the Head of Institution.(ix) Community Certificate along with Income certificate from the revenue authoritiesconcerned to the effect that annual family income of all members of family from allsources taken together is less than Rs. 4.5 lakhs in the case of SEBC candidates whoclaim reservation under SEBC category. The income certificate should not have beenissued earlier than 12 months prior to the submission of application.(x) Community Certificate along with the relevant certificate from the revenue authoritiesconcerned to the effect that they come under the Below Poverty Line (BPL) category offorward communities in the case of candidates who wish to avail of reservation underEBFC.(xi) Candidates who wish to avail of bonus/weightage of marks shall produce the relevantcertificates.The college authorities, after verifying the above documents, shall admit the candidateand make necessary updations in the admission portal. The students who get admission in theirfirst option should remit the fee applicable to the course in the institution at the time ofadmission. Those students who decide to seek permanent admission by cancelling the higheroptions also shall remit the fee in the institution. Those who retain higher options need not payany fee in the institution at the time of admission. However in the second allotment, theyshould remit the fee applicable to the programme secured in the higher option and join thecollege, and if not secured they should remit the fee applicable to the programme secured in theprevious option. The original certificates of all the admitted students shall be kept in therespective institutions. On getting allotment in a higher option, the student should get thecertificates back from the institution and submit the same to the newly allotted institution.Confirmation of Allotment As the allotment is based on the information furnished by thecandidate online, the eligibility should be confirmed at the time of admission. Theprincipal/Head of the college/institution should verify the details furnished in the allotmentmemo in respect of the candidate by comparing the same with the original documents produced24

Any discrepancy which results in the invalidation of the allotment should bereported to the <strong>University</strong> and admission should be denied in such cases. The principal/Head ofthe college/institution shall be personally responsible for ensuring the correctness of therelevant details in online application by verifying it with original records produced by thecandidate. The <strong>University</strong> will also verify the records produced by the candidates who gotadmission in due course and any discrepancy detected will lead to the cancellation of theallotment.A Special Allotment will be conducted for SC/ST candidates. SC/ST candidates whosecure allotment through CAP and wish to retain their higher options will be permittedto take provisional admission in all allotments upto the special allotment.7.2. Fees other than the one already paid as applicable to the programme/institution, will have to beremitted by the candidate at the time of taking admission in the college.7.3. Verification of Documents. The Principal/Head of the Institution shall be personally responsible forverification of original documents and satisfaction of the correctness of the records produced by thecandidate at the time of seeking admission in the College/institution. The admission should be doneon-line through the panel provided by the <strong>University</strong> by ensuring the correctness of the candidatedetails. If any discrepancies are noted in the online data and the original records, the allotment willbe cancelled. The <strong>University</strong> will also verify the records produced by the candidates who gotadmission in due course.Any lapse on the part of the Head of the Institution with regard to the irregular admission shallbe viewed seriously (Circular No. Ac AI/3/2114/2008 dated 06/11/2008).7.4. Cancellation of Higher Options after joining a College: Candidates who join the college on thedate specified can cancel their remaining options fully or partially or change the priority of theirremaining options before the date specified. A candidate, not interested in any further allotments,must cancel all his/her options before the specified date, failing which, the options will remain liveand will be considered for further allotments, if any.8 SEAT ALLOTMENT PROTOCOL8.1. Admission & Allotment in Colleges: Allotment of seats in all colleges will becollege/institution wise.8.2. Allotment in Colleges to Candidates with multiple claims under Mandatory Quota: Allcandidates included in the Rank lists are eligible for allotment under State Merit (SM). Candidatesmight be entitled for other reservation quotas also under Mandatory Reservation. For example, a25

The seats will be offered on the hierarchy of quotas.The hierarchy in order is as follows:(i) State Merit (SM) – All candidates included in the Rank Lists are eligible for allotment underState Merit.(ii) Communal Reservation (SEBC/SC/ST).A candidate without SEBC/SC/ST reservation benefit will be considered only against the ‘StateMerit’ seats wherever available at the time of allotment.9. FEE9.1. Fee for the various programmes in Government/Aided/Self Financing Colleges for the admission to<strong>2012</strong> batch will be available in the <strong>University</strong> web site.9.2. Candidates belonging to SC/ST communities allotted against merit seats or against the seats reservedfor them are exempted from payment of fee. Candidates belonging to OEC admitted against meritseats or against the un-availed seats of SC/ST are exempted from payment of fee (As per G.O.(Ms)No.14/2005/SCSTDD dated 5.4.2005 & G.O.(Ms) No.36/07/SCSTDD dated 03.07.2007).Candidates belonging to OEC admitted to Government seats through SEBC reservation are alsoexempted from payment of fee. (As per G.O. (Ms) No.50/2006/SCSTDD dated 22.09.2006).9.3. Claim for fee concession to OEC Candidates : Candidates belonging to Other EligibleCommunities (OEC) are exempted from payment of fee at the time of allotment to Under GraduateProgrammes under Government/Community quota irrespective of annual family income as perG.O.(Ms) No.36/07/SCSTDD dated 03.07.2007. They should provide Community Certificate fromthe Village Officer along with the Application Form, in order to avail this benefit.9.4.
