B. 2 DIRECTOR’S REPORT TO THE BOARDDATE: <strong>2003</strong> <strong>06</strong> <strong>10</strong>SUBJECT:ADULT AND CONTINUING EDUCATION PROGRAM ORGANIZATIONFOR THE SUMMER <strong>2003</strong> AND FOR <strong>2003</strong>-04 SCHOOL YEAR2.1.0 BackgroundThe following is a brief overview of the type of program offered in the various areas:(a) Sault Ste. Marie AreaCredit Programs (Funded by Continuing Education Grants on a per studentcontact hour basis.)Adult Day <strong>School</strong> is based at Alexander Henry High <strong>School</strong> and offers a full range of creditcourses to approximately 87 FTE (170 students) 21 years of age and over.A credit program is offered at the Northern Treatment Centre for inmates seeking credits towardstheir diploma.Each semester Night <strong>School</strong> program is offered from September to June toapproximately 200 high school students who are repeating, upgrading oraccelerating in their courses of study.An elementary night school program for improving literacy and numeracy forgrade 7 and 8 students (60 students), recommended by their principal andteacher, will be offered for a five-week remedial course.A Summer school program is offered in July (July 2 to August 4) to approximately 500 high schoolstudents and adults who are repeating, upgrading or accelerating in their courses of study. Thissummer, in addition to credit courses, programs would be offered for remediation in Math andEnglish for grades 7 and 8 students, Reading and Writing Test preparation for grade 9 and <strong>10</strong>students, and transfer courses for grade <strong>10</strong> students switching from applied to universityprograms. All programming would be offered on a cost recovery basis based upon demand andsubject to Ministry funding.TOP

(75 students) are engaged in learning activities.Summer <strong>School</strong> may be offered in July at the Central <strong>Algoma</strong> Secondary<strong>School</strong>, subject to demand.Non Credit Programs (Funded by Ministry Grants or Fee for Service)Literacy and Basic Skills training is offered across the area. Approximately20 students are served. Classes are held in Central <strong>Algoma</strong> Secondary<strong>School</strong> and the Thessalon Community Centre.Non-Credit programming is delivered through evening and weekendofferings. (150 students) are taught during the day or aretaking correspondence courses at home. About 20 F.T.E. are under theage of 21 and 55 F.T.E. are 21 years of age or olderNight <strong>School</strong> program is offered from October to June to approximately 30students. Most offerings are computer courses subscribed to by adults.On a fee per service, the <strong>Board</strong> monitors the curriculum, grants credits, keeps OSR’s and offersexpertise to the Mississauga First Nation who deliver Credit Programming to approximately 30native students on the Mississauga First Nations Reserve. Most of these students are adults butexceptions are made for some adolescents to attend.Summer <strong>School</strong> will run from mid July 16 to the end of August, servingsome 30 students. Classes will be offered in Spanish, Blind River and ElliotLake. Some literacy and remediation will occur at Elliott Lake Secondary<strong>School</strong>. All programming is done on a cost recovery basis.Non Credit (Funded Separately by Ministry Grants)Literacy and Basic Skills is offered to approximately 30 adults and someadolescents. This program is offered in Elliot Lake and Spanish.English as a Second Language is offered on a need basis where numberswarrant.TOP

This programwas originally administered by the North <strong>Algoma</strong> Literacy Coalition and ithas been requested that the <strong>Algoma</strong> <strong>District</strong> <strong>School</strong> <strong>Board</strong> administer thisprogram.2.2.0 Information2.2.1 Special Ministry FundingA few years ago the Ministry of Education announced special funding forelementary and secondary summer education programs in English andMathematics. Funding is for students in grades 7 and 8, as well as grades 9and <strong>10</strong> to prepare for the Secondary <strong>School</strong> Literacy Test. Funding levels aresuch that relatively small classes can be offered. Where numbers justify,courses would be delivered throughout the district. In other circumstances, theprincipal will work with the school and family to explore other arrangements forremediation.Special funding has also allowed the board to offer a Family Literacy programto parents/guardians and their children out of the Aweres public school.2.2.2 On-Line LearningOur pilot project in on-line credit delivery is proceeding well. We haveapproximately 35 students on-line taking three different secondary creditcourses with three teachers employed through the continuing educationdepartment. Administration is proposing to continue on-line credit deliverythrough continuing education and to expand course selection based uponstudent need. The possibility of authoring courses locally will also beconsidered. We plan to continue exploring partnerships with other boards.Principals will assist in determining where on-line delivery may meet studentneeds that cannot be addressed in the regular day school program.TOP

Marie Area is currently staffed with one full time Administrator with<strong>Board</strong>-wide responsibility, .75 of guidance support, 1.5 secretaries andcontinuing education instructors as required to meet enrollment demands.Central <strong>Algoma</strong> Area will be staffed with .25 guidance, .5 secretary andcontinuing education instructors as required to meet enrollment demands.North Shore Area is staffed with a full time coordinator, 1.5 secretaries, andthree permanent contract teachers and continuing education instructors to meetenrollment demands.2.2.4 The following is the proposed Continuing Education organization for <strong>2003</strong>-2004school year and is subject to the program operating on a cost recovery basis.Sault Ste. B. 3 DIRECTORS REPORT TO THE BOARDDate: <strong>2003</strong> <strong>06</strong> <strong>10</strong>Subject: ALGOMA DISTRICT SCHOOL BOARD SPECIAL EDUCATION PLAN – <strong>2003</strong>/20043.1.0 Background3.2.0 Information3.1.1 In accordance with Regulation 3<strong>06</strong> “Special Education Programs and Services”and the policy document entitled “Standards for <strong>School</strong> <strong>Board</strong>s’ SpecialEducation Plans, 2000, each school board is required to maintain a specialeducation plan, to review it annually, to amend it from time to time to meet thecurrent needs of its exceptional students, and to submit any amendment(s) tothe Minister for review.3.1.2. The Special Education Plan must be reviewed by the Special EducationAdvisory Committee (S.E.A.C.).3.1.3. The <strong>Board</strong> is also required to post information on the <strong>Board</strong> website to advisethe public on how they may access the plan.3.2.1. The attached report has been prepared by the Special Education Department.(Attachment # B. 3 )3.2.2. The report was shared with S.E.A.C. at its meeting on <strong>2003</strong> 05 26.
