• Allow me to use this opportunity to take stock and to outline thechallenges ahead.• Since we deployed the European Union Police Mission, muchprogress has been achieved by police in Bosnia and Herzegovina.• <strong>2009</strong>, is a crucial year for our common endeavor assisting Bosniaand Herzegovina on its way to European integration.• These weeks and months are characterized by an intensive debateabout the scope and role of the future reinforced EU presence.• EU Member States currently discuss the future role of theEuropean Union Special Representative. As an outcome ofEUPM’s last six months review, Member States have alsoindicated support to a possible civilian follow-on mission in thearea of police and rule of law after <strong>2009</strong>, to follow on to EUPM.• The planning process for this has started.• The Civilian Operation Commander and his staff in Brussels havestarted an intensive reflection and have invited my staff and me tocontribute to it, with our experiences and viewpoints.2 | P a g e
• Thanks the strong links between us in EUPM and the EUSR,EUFOR, the European Commission and the EU Presidency, we arein a good position to provide a tailor-made answer addressing theremaining challenges.• Please let me underline that I am committed to also consult closelywith our colleagues from Bosnia and Herzegovina. For us here,this is a normal procedure: we value each other and, therefore, asmuch as we advise, we ask for advise how we can focus on themost pressing matters. By this, EU Member States receive the bestinput for their decision how to support the further development oflaw enforcement in Bosnia and Herzegovina.• Law enforcement in Bosnia and Herzegovina needs to be inposition to act with resolve and authority and be accountable to thecitizens. The EU is committed to assist the entire chain of policingand the rule of law.• We are all aware that law enforcement in Bosnia and Herzegovinais performed by a complex and complicated structure of agencieson State, entity, Brcko District and cantonal level. Almost as manyministries as law enforcement agencies are responsible for thesafety and security of citizens. Ministries are supposed tocoordinate the work of law enforcement agencies on a3 | P a g e
