Other UNDP Projects in NAD-NiasIn order to stress the linkage with longer-term development objectives, UNDPis also drawing on the core programming of our country programme in Indonesia.Hence the ERTR Programme has served as a platform to draw in activitiesof the core UNDP country programme in order to strengthen thelinkage of early recovery efforts with longer-term development goals. This includesleveraging the strengths and experience of UNDP in the following areas:Priority1. Democratic Governance2. Millennium DevelopmentGoals3. Sustainable EnvironmentalManagement4. Crisis Preventionand Risk ReductionLinkage to Activities• ERTR has linked with and supported the expansion of three nationalDemocratic Governance Programmes:o Expansion of national Access to Justice programme intoAceh, and provision of an initial funding base for additionalresource mobilization.o Expansion of national Civic Education programme into Aceh,and provision of an initial funding base for additional resourcemobilization.o Expansion of national Legislative Support to DPR programmeto include disaster management legislation.• The ERTR programme supported the early civil society assessmentthat served as the base to formulate the project "Supportto Strengthen the Capacity and Role of Civil Society Organizationsin the Recovery of Communities in Aceh and Nias" thathas been proposed to the MDTFANS for funding.• UNDP is undertaking a national programme through the CoordinatingMinistry of People’s Welfare (Menko Kesra) to supportthe development and application of local poverty reductionstrategies and promotion of the MDGs, that has undertaken activitiesin Aceh province both prior to and following the tsunamidisaster.• ERTR is working through UNDP's Environment Unit to supportenvironmental initiatives in Aceh.o Support to BAPPENAS to assist BRR and others in assessingthe cumulative environmental impact of the many recoveryprojects to be implemented.o Support to the Ministry of Environment (KLH) to work withlocal government environmental units (BAPEDALDAs) andother agencies to adopt and apply modified procedures for assessingthe environmental impact of proposed recovery projects.• The ERTR programme is undertaken as part of UNDP's nationalnatural disaster management programme.• UNDP is currently in consultations with BAPPENAS, BRR andother government departments on possible UNDP support tothe peace process in Aceh focusing on reintegration.• UNDP is also providing direct support to BRR through the"Technical Support to BRR" project, financed by theMDTFANS. This programme is providing technical and operationalsupport to BRR in order to assist the agency effectivelyand accountably fulfill its mandate.41
