AGREEMENT ON IMPLEMENTATION (AOI)__________________________________________________________________________________________OF A new digital radio system for railway operation to the GSM-Rstandard between member railways of the International Union ofRailways (UIC).The signatories to this AoI agree that in the development and introduction ofnew digital radio communications systems for railway operations in Europe itis important that the GSM-R standard is applied. The signatories further agreethat in their individual implementations they will ensure the mandatoryrequirements of the EIRENE specifications are fulfilled by the systems of theirindividual railways so that full European interoperability is reached.To enable this goal to be achieved thesignatories agree the following:To begin implementation, by 2003 at the latest, the mandatoryfeatures of the EIRENE specifications on the sections of Trans-EuropeanNetworks (TEN-T, TERFN) under their responsibility; this to allowinteroperability of rolling stock on a European scale. To implementGSM-R on other parts of their network when it is –overall –economically advantageous.To start planning the implementation of those aspects of the ETSI GSMstandard adopted for railway operations no later than 2001 and todecide about the timetable of the implementation no later than 2003.To co-ordinate the introduction of the new radio systems withneighbouring railways to enable as seamless and quick anintroduction as possible.To co-ordinate with neighbouring railways or other radio spectrumlicence holders where applicable, the allocation of frequencies fromCEPT recommendation TR 25-09. To manage their use of the radiofrequencies in the most spectrum efficient manner applying theprocedures laid down in the main text and annexes of the currentversion of the Vienna Agreement and described in UICRecommendation 751-4.


To exchange information on the practical experience gained in theimplementation of systems.To co-operate in the development and introduction of newapplications and services that are of benefit to the railways’ business.Modification, Termination and Entry Into Force.__________________________________________________________________________The parties to this AoI agree to periodically review the results of cooperationand whenever required by one of the parties modifications to theagreement will be considered by the signatories and shall be agreed byconsensus.This AoI may be abrogated by mutual consent.This revised AoI shall come into effect on 9th June 00, complementing theMemorandum of Understanding of 19 June 1997.
