<strong>Factors</strong> <strong>Facilitat<strong>in</strong>g</strong> Participati<strong>on</strong> <strong>of</strong> <strong>Women</strong> <strong>in</strong> Mahatma Gandhi NREGS 15with the bank/post <strong>of</strong>fice/government <strong>of</strong>ficials have all <strong>in</strong> a fundamentalway empowered the rural tribal women by enhanc<strong>in</strong>g their c<strong>on</strong>fidence leveland by ensur<strong>in</strong>g some degree <strong>of</strong> f<strong>in</strong>ancial <strong>in</strong>dependence. Work<strong>in</strong>g <strong>in</strong> NREGAhas given an opportunity to workers particularly women workers to share<strong>in</strong>formati<strong>on</strong> am<strong>on</strong>g fellow workers. This has led to Knowledge Empowerment<strong>in</strong> the tribal society. Similarly, NREGA has also brought <strong>in</strong> improvement <strong>in</strong>the health status <strong>of</strong> the women workers. About 96 per cent <strong>of</strong> womenworkers surveyed are <strong>of</strong> the op<strong>in</strong>i<strong>on</strong> that they have been able to gather<strong>in</strong>formati<strong>on</strong> <strong>on</strong> health related problems through <strong>in</strong>teracti<strong>on</strong> with their coworkerswhile work<strong>in</strong>g <strong>in</strong> NREGS.In <strong>on</strong>e <strong>of</strong> UN’s “Soluti<strong>on</strong> Exchange for the Work and EmploymentCommunity” workshop <strong>on</strong> NREGS many themes like “Ensur<strong>in</strong>g <strong>Women</strong>Exercise the Right to Work”, “Entitl<strong>in</strong>g <strong>Women</strong>’s Participati<strong>on</strong> In Work” and“Empower<strong>in</strong>g <strong>Women</strong>’s Participati<strong>on</strong>” were discussed which recommendedthat District Perspective Plan should be prepared <strong>in</strong> a participatory mode sothat women can also be <strong>in</strong>volved <strong>in</strong> the preparati<strong>on</strong> <strong>of</strong> village / GramPanchayat development plans. In this process, selecti<strong>on</strong> <strong>of</strong> works can bel<strong>in</strong>ked to development priorities <strong>of</strong> GP and gender c<strong>on</strong>cerns <strong>in</strong> selecti<strong>on</strong> <strong>of</strong>works can also be ensured. Attempts should be made to evolve certa<strong>in</strong>mechanisms similar to those adopted under people’s campaign <strong>of</strong> Kerala.This would also facilitate people’s participati<strong>on</strong> <strong>in</strong>clud<strong>in</strong>g women for overalldevelopment and selecti<strong>on</strong> <strong>of</strong> need based development projects. Regard<strong>in</strong>gentitlements, it was suggested that women’s entitlements <strong>in</strong> NREGP bepr<strong>in</strong>ted <strong>in</strong> simple language and given to each Fr<strong>on</strong>t L<strong>in</strong>e Worker before thecommencement <strong>of</strong> the works. It was also suggested to make arrangementsto provide the mandatory crèche services close to the homes <strong>of</strong> NREGPworkers. <strong>Women</strong> workers should be asked for suggesti<strong>on</strong>s <strong>on</strong> how facilitiesand services can be provided / improved. Such <strong>in</strong>formati<strong>on</strong> be collated bythe Programme Officer and <strong>in</strong>corporated <strong>in</strong>to the DPP (District PerspectivePlan). F<strong>in</strong>ally for empower<strong>in</strong>g the women wage seekers it was suggestedthat a workers’ forum be held every 15 days <strong>on</strong> payment day and an audit<strong>of</strong> the accounts as well as a gender audit based <strong>on</strong> specific <strong>in</strong>dicators bec<strong>on</strong>ducted. The workers’ forum should be used for the resoluti<strong>on</strong> <strong>of</strong> anydisputes that may have arisen <strong>in</strong> relati<strong>on</strong> to the work.
