<strong>Factors</strong> <strong>Facilitat<strong>in</strong>g</strong> Participati<strong>on</strong> <strong>of</strong> <strong>Women</strong> <strong>in</strong> Mahatma Gandhi NREGS 1Need for the <str<strong>on</strong>g>Study</str<strong>on</strong>g>CHAPTER - IINTRODUCTIONThe Nati<strong>on</strong>al Rural Employment Guarantee Act is a landmark <strong>in</strong>itiative<strong>in</strong> provid<strong>in</strong>g 100 days guaranteed employment <strong>on</strong> demand to every ruralhousehold at the m<strong>in</strong>imum wage whose adult members (both male andfemale) would like to do unskilled manual work. Participati<strong>on</strong> <strong>of</strong> community<strong>in</strong> NREGS is <strong>on</strong>e <strong>of</strong> the pre-requisites to enforce the ‘rights and entitlements’envisaged and make it community-oriented and demand-driven scheme.The success <strong>of</strong> the programme is entirely dependent <strong>on</strong> the participati<strong>on</strong> <strong>of</strong>the community <strong>in</strong> general and women <strong>in</strong> particular s<strong>in</strong>ce the share <strong>of</strong> latter<strong>in</strong> employment is almost 50 per cent. As women are found to be betterchange agents <strong>of</strong> socio-ec<strong>on</strong>omic transformati<strong>on</strong>, efforts are needed tostrengthen their participati<strong>on</strong> for household livelihood security as well asbetter asset management.The nati<strong>on</strong>al average number <strong>of</strong> days <strong>of</strong> employment <strong>in</strong> MGNREGSis still less than 50 days and it varies across different regi<strong>on</strong>s and states.Participati<strong>on</strong> <strong>of</strong> women <strong>in</strong> MGNREGS is reported to be largely passive <strong>in</strong>nature. Few studies have referred to some <strong>of</strong> the favourable and unfavourablefactors determ<strong>in</strong><strong>in</strong>g women’s participati<strong>on</strong> <strong>in</strong>clud<strong>in</strong>g <strong>in</strong>tensity <strong>of</strong> participati<strong>on</strong>.MGNREGA has several gender sensitive features that are attractivefor women workers. The Act stipulates that priority shall be given to women.In terms <strong>of</strong> implementati<strong>on</strong>, it mandates that a m<strong>in</strong>imum <strong>of</strong> <strong>on</strong>e-third <strong>of</strong> thebeneficiaries are to be women who have registered and have requested forwork (Schedule II, Secti<strong>on</strong> 6 <strong>of</strong> MGNREGA). The state is obliged to ensurecerta<strong>in</strong> worksite facilities to enhance women workers’ participati<strong>on</strong>. TheAct also stipulates payment <strong>of</strong> equal wages to male and female workers.Wage earn<strong>in</strong>gs <strong>of</strong> workers are to be paid directly to the pers<strong>on</strong> c<strong>on</strong>cernedRS 97
