This isLeiba’s third summer participating inthe full integration program. She livesin a cabin with Northland camperswho are the same age as she, and oneof the staff in the cabin is a <strong>Reena</strong> staffthat helps to support her. Leibathoroughly enjoys her time at campeach summer, and her staff report thatshe very happy and at ease for theduration of the program. Leiba’sexperiences at camp provide her withthe opportunity to engage in activitiesthat she would not otherwiseparticipate in such as, tubing, waterskiing and wall climbing. Leiba also hasthe opportunity to be integrated into atypical Jewish sleepover camp. Sheenjoys interacting with her bunkmates,and in the past some of the girls in hercabin have written her letters duringthe school year. Leiba’s time at campalso provides respite for her family, andallows her parents to spend more timewith her four siblings.The partnership that <strong>Reena</strong> andCamp Northland share makes itpossible for many children like Leiba toexperience overnight camp, whilereceiving the support that they require.<strong>Reena</strong> and Camp Northland worktogether to allow children with specialneeds to integrate into the camp settingas much as possible. This programallows the <strong>Reena</strong> campers theopportunity to interact with theirLeiba Juroviesky enjoys Camp Northland.typically developing peers, and learnimportant social skills and life skills. Aswell, the program benefits theNorthland campers by teaching thempatience, tolerance and respect forpeople who might be a little bitdifferent from them.Sundays in the Sun: a Partnership with Camp Arrowheadby Liat Josovits, Michelle AnbarCamp Arrowhead is located in the town ofInnisfil, about one hour north of the city. It isa successful day camp that offers the beautyand serenity of cottage country, and spans 280 feetof the shoreline of Lake Simcoe. The Sundays in theSun Program, offered by the Outreach Department,is an excellent example of a successful partnershipbetween two organizations: <strong>Reena</strong> and CampArrowhead.<strong>Reena</strong>’s partnership with Camp Arrowhead beganin 2007 when the Outreach Department offeredSundays in the Sun for the first time. Initially theprogram was offered every other Sunday at CampArrowhead. The program was such a success that inthe summers of 2008 & 2009 it was offered as a fulleight-week program, with four of the weeks beingspent at Camp Arrowhead, and the remaining fourweeks being spent in various beaches around thecommunity.The Sundays in the Sun program allows the staffand the participants to share in their love for theoutdoors, particularly the water and beach.At Camp Arrowhead, our clients get anopportunity to take part in activities such as sandplay, water play, canoeing, and water trampolining,along with other fun cooperative games. It allowsmany families the opportunity to receive respite aswell as enhance their child’s summer experience. Itprovides a great opportunity to get our clients outinto the community and to utilize the resources thatare not available to them in the city.Without external partnerships like the one wehave with Camp Arrowhead, our participants wouldbe unable to have access to the types of activitiesthat are offered at the camp. This program makes itpossible for our clients to experience ‘camp life’ in asafe environment, with support from <strong>Reena</strong>.All those that are involved in this program reallyenjoy it. When hisplace of employment suddenly shut down, I suggested areferral to the Atlaz Workshop. He has been with us foralmost two years. One of his jobs is to break down boxesand deposit them into a disposal bin outside. The other day,as he passed by me with an armful of boxes, he exclaimed “Ilove my job!” His smile went from ear to ear. I was againreminded of what it is about OUR job that gives us thesemoments of joy.Farewell Everyoneby Lanre Duyile, Resource SupervisorIt is my last day today so I am taking this opportunity tosay a big thanks to all of you that directly or indirectlyinfluenced my work at <strong>Reena</strong>. It givesparents time to spend with their other children or take amuch-needed vacation without having to worry about whois caring for their family member. Respite means more thanjust giving family a break from the responsibility of a childwith special needs. At <strong>Reena</strong> we believe in quality respiteoptions with the opportunity for growth and developmentthrough socialization, skill building and peer interactionwhile having fun. <strong>Reena</strong> offers Respite to families in Torontoand York Region through a variety of social and recreationalprograms. These programs are offered in the evenings,Sundays and throughout the year with Summer Recreationand the Camp Northland experience a residential campoption, residential respite for adults and children, WinterRetreat and March Break.This past summer we offered our community familiessome options through piloted programs including a tot’sprogram for one week in August as well as a Counsellor InTraining (CIT) program in the same month. We also offered6 • Kolreena • September 2009the summer recreation program as a volunteer opportunityfor individuals who attend the Pathways to the Communityday program.The number of participants in our programs has notincreased but we have maintained a steady number due tothe increase in challenging individuals that we offer servicesto. Sandy Stemp, <strong>Reena</strong>’s ProgramDirector who has a nursing background, was given theformidable task of assembling a team of managers,supervisors and administration staff to prepare for apandemic which could happen this fall, according to WorldHealth Organization.Letters have already been mailed to families assuringthem that there will be a continuation of operations asmuch as possible in the <strong>Reena</strong> homes and that measuresare in place to guarantee the smooth running of everydayliving. We shall keep them informed on a regular basis.We shall update our website regularly (check ImportantGuidelines on H1N1 Flu Outbreak in www.reena.org. Wehave obtained a supply of N95 masks and all staff havebeen trained in mask fit testing; we have an agreementwith our regular pharmacies that there will be adequatesupplies of anti virals and other medical supplies available;supervisors will ensure that basic food supplies are storedin each home. Our plans are very meticulous and we arehappy to share our expertise with other agencies who mayseek our help.Thanks to Sandy Stemp and the members of theplanning team, staff are equipped, trained and ready to doeverything necessary to ensure the health of all membersof the <strong>Reena</strong> family.Some of the numbers!16,000 N95 masks in hand60,000 pairs of vinyl gloves178 litres of hand sanitizer380 staff have received mask fit training280 residential clients to be monitoredClifton Goes to the Theatre Submitted by: Katie Meilleur, Support WorkerOn May 13th, 2009, the guys at Cliftonhad the opportunity to go and see theshow ‘The Sound of Music’ playing atthe Princess of Wales Theatre indowntown Toronto. They had orderedpizza that evening, then got alldressed up and travelled downtown tothe theatre. Herschel was singingalong to the music, George’s eyesbrightened as he saw the actors andsingers bustling about across the stage.All of them seemed to enjoy the music!Marcus, Michael and Peter were theretoo, all having a good time, dressed tothe nines!A few of the people seated near us,were not too thrilled at our beingthere. Initially the Mirvish staff askedus to leave the theatre and watch theshow from a TV screen outside,because a few complaints were madeabout the enthusiastic appreciationexpressed by our group. However, wehad the opportunity to advocate forour clients, and were allowed toremain in the theatre and watch theremainder of the show.We continue to feel the need to raiseawareness within our surroundingcommunity that our clients have rightstoo, and hopefully in time, ourcommunities will come to see ourclients as active and contributingmembers of society!It was a late night for everyone! Theclients arrived back home shortlybefore 11pm, and went straight to bed,after arriving home shortly before11pm. Even the weather seemed more turbulent than inrecent memory. But we are especially glad to report thatcool heads and well established programs at <strong>Reena</strong> helpedus to triumph.<strong>Reena</strong> welcomed 20 new family members. They are allnow well established in their new homes, making friendsand learning new skills.Special guests visit <strong>Reena</strong>’s Outreach DepartmentThere was great excitement at the Battle Centre on January11th when we welcomed special guests The Hon. PeterKent M.P., Minister of State for Foreign Affairs (Americas)and his wife Cilla to see, first hand, <strong>Reena</strong>’s successfulOutreach Programs. Some of the older program participants(l to r) Petra Martin, Outreach participant, Michelle Anbar,<strong>Reena</strong> staff and Cilla Kent.Outreach DepartmentOur Outreach Department has also maintained its numberof participants and continues to provide varied andinteresting programs at the Battle Centre, the Miles NadalJCC, March Break, Summer and Winter Programs werequickly filled and, in many cases, were oversubscribed.Camp Northland was a great success. A number ofyoungsters with special needs enjoyed the campingexperience. For some it was their first time sleeping awayfrom home, but the <strong>Reena</strong> staff helped them integrate withthe other campers and they enjoyed all the activities thatmake a great summer. To quote some of their parents, it was“great to have this time to recharge our batteries” and “wedid stuff with our other kids with peace of mind” or “wewere able to attend my brother’s wedding in Calgary”.The <strong>Reena</strong> at Camp Northland program is subsidized bycontributions to the <strong>Reena</strong> Foundation by generous donorsin the community. Their support is very much appreciated.We also deeply thank the members of the Miriam AlkinMemorial Fund who chose <strong>Reena</strong>’s camp program toreceive a generous portion of their fundraising efforts.(l to r) The Hon. Nobody stood on ceremony as our guests weredrawn into the <strong>Reena</strong> family circle.When they left the Battle Centre, they went to the Al andFaye Mintz <strong>Reena</strong> ElderHome and met most of the seniorswho were home and were shown all the features built intothe home for the comfort and safety of the residents.Sandy Keshen wins Lifetime Achievement AwardIn February, Sandy Keshen received a LifetimeAchievement Award at the Itanu Toronto Awards ofExcellence Ceremony sponsored by UJA Federation ofGreater Toronto ‘honouring her tireless, lifelong striving tomake our Jewish community more inclusive of people withspecial needs.’ Over 250 of her colleagues, family andfriends attended the ceremony, sponsored by UJAFederation of Greater Toronto, to congratulate her andapplaud her achievements.The Ontario Partnership on Aging andDevelopmental Disabilities (OPADD)The OPADD Symposium was held March 9-11, 2009. Itdrew distinguished speakers from across Ontario,Saskatchewan, British Columbia and Chicago who also tookpart in focused dialogue sessions. <strong>Reena</strong> Annual Report <strong>Reena</strong> Annual Reportand Social Services underlined the commitment of thegovernment of Ontario in its support of the vision: Thatolder adults with a developmental disability have thesame rights to support and services as all older Ontarians.<strong>Reena</strong> receives grant for Inclusion ProjectThe Accessibility for Ontarians with Disabilities Act waspassed in 2005.In keeping with their legislative objectives, the Ministry ofCommunity and Social Services has sought out partners tospread the word about the first set of regulations under thisact; The Accessibility Standards for Customer Service. Theseregulations are aimed at ensuring that all Ontariobusinesses and service providers deliver quality customerservice to people with disabilities by 2012.As an identified leader in the developmental servicessector, <strong>Reena</strong> was awarded a grant to disseminateinformation about the legislation to faith-basedcommunities across Ontario. Partnering with the Faith andCulture Inclusion Network, a group of faith-baseddevelopmental service agencies, and the UJA Federation ofToronto’s Inclusion Initiative, the goal of this governmentsponsoredproject is to customize materials that willsupport all faiths in making their institutions welcomingand accessible to people with developmental and otherdisabilities.The most recent stage of the project, initiated in April2009, is aimed at the Jewish community. Nine synagoguesare currently engaged in this pilot phase of the project.These synagogues are informed leaders in accessibility,partnering with <strong>Reena</strong> to create a model for implementingthe requirements of the legislation within synagogues.Simultaneously, this model is being customized for use inplaces of worship of other faiths as well. .During the pilot phase synagogues have initiated:- accessibility committees and accessibility training forushers and greeters, in preparation for the High Holidays- a process for receiving and responding to feedback fromsynagogue participants on the accessibility of their HighHoliday synagogue experience.The next project objective is a forum planned for January2010. The purpose of this forum is to launch a genericmanual, based on the information gleaned through thepilot phase that will be relevant to all places of worship.The efforts of this project have only been made successfulas a result of the various partnerships, encompassinggovernment, coalitions, the UJA Federation of Toronto, GTAsynagogues and communities of different faiths. This is justone example of how <strong>Reena</strong> is working together with otherstowards the inclusion of all people in our society.Human Resources DepartmentThe Human Resources Department was certainly a verybusy place during the 2008-9 fiscal year. It facilitated thehiring of 124 new employees. That is a new person hiredevery two working days! In addition, the HumanResources Department promoted 66 current employees. Inother words, every 3.5 working days, an employee waspromoted to a new position!The Human Resources Department was also busy on thelabour relations front as well, i.e., active in negotiating athree-year Collective Bargaining Agreement with OPSEULocal 554 and responding to 23 grievances.In between all the hiring, promoting and negotiating,Human Resources Department revised many of itspolicies, e.g. Performance Appraisals, Use of AgencyVehicles , Handling and Storage of ConfidentialInformation, as well as created several new, cutting edgepolicies dealing with such issues as Workplace ViolencePrevention and Domestic Violence in the Workplace.Finally, Human Resources Department has been active in<strong>Reena</strong>'s response to the H1N1 Flu Virus by, among otherthings, creating special Human Resources Policies toprovide financial protection for employees.Volunteer DepartmentAmong the many successes this past year, <strong>Reena</strong> organizeda partnership with JUMP (Jewish Urban Meeting Place).JUMP volunteers came out to a number of <strong>Reena</strong> grouphome locations to assist with landscaping and gardening.“What a pleasure it was to welcome them into our homes”stated the clients. They were friendly, fun, willing to helpand most importantly, happy to include their new <strong>Reena</strong>friends in their tasks. Thank you JUMP. Please come againnext year.One of our more seasoned volunteers, Sybil Rabenowitz,was honoured, in a touching and meaningful ceremony,with the Government of Ontario Volunteer Service Awardin recognition for continuous years of service with acommunity organization.Sybil was involved in volunteering in South Africa, herhomeland and within three months of arriving in Torontoshe began volunteering with <strong>Reena</strong>. Every Mondaymorning at the Battle Centre, you can hear the lively musicSybil makes to the delight of all the clients. Rob Scott, a<strong>Reena</strong> Day Program Supervisor, commented: “Sybil is oneof those truly exceptional people that come along once in alifetime. A special thing happens when Sybil enters aroom; she spreads a sense of joy, goodness, andbelonging.”Sybil is an amazing individual and an outstandingvolunteer. She celebrated her 90th birthday this year and isstill going strong! We are so fortunate to have had theopportunity to count Sybil among our prized volunteersfor the past eight years and look forward to enjoying hertalents and friendship for many years to come.continued on page 14Annual Report • September 2009 • 9


<strong>Reena</strong> Annual Report <strong>Reena</strong> Annual ReportContinuous Quality Insurance Committeeby Tali Nizic, ChairThe mandateof theContinuousQuality InsuranceCommittee of theBoard (CQI) is tomonitor andpromote thefunction of<strong>Reena</strong>’s CQI activities and initiatives,with the objective to ensure that thequality of care and services providedby <strong>Reena</strong> are reviewed on a proactiveand progressive basis to best serve itsclients, their families and thecommunity at large. In that vein thecommittee struck two task groups totackle some important issues <strong>Reena</strong> iscurrently grappling with. The taskgroups are – CQI-Accreditation TaskGroup and CQI-Kashrut Task Group.These task groups meet regularly andreport to the CQI committee.The CQI – Accreditation Task Groupwas given the task of exploring thevarious accreditation bodies in Ontarioand make recommendations to CQI asto which accrediting body <strong>Reena</strong>would engage. With governmentmoving toward individual funding,accreditation of agencies that supportindividuals with a developmentaldisability has become a householdphrase in these times when quality ofservice and supports has becomecentre stage. This task group is now ina process of reviewing two proposalsfrom a short list of accrediting bodies.It is my hope that a recommendationto the <strong>Reena</strong> Board will be madewithin the next year.The CQI – Kashrut Task Group wasgiven the task to revisit <strong>Reena</strong>’s corevalues which are based on Jewishtraditions and culture and to ensurethat all <strong>Reena</strong> group homes as well asall <strong>Reena</strong> related functions andprograms reflect and observe Kashrut.The task group has recommended that<strong>Reena</strong> implement a JudaicEnvironmental Audit Standards tool toassist staff and clients in group homesmaintain Kashrut. The JudaicEnvironmental Audit Standards toolwas developed with the assistance ofour sister organisation Tamir based inOttawa. Let me at this point take theopportunity to thank Tamir for theirunreserved support in this area.In addition to the foregoing, CQIcommittee members reviewed all theSerious Occurrences which werereported to the Ministry ofCommunity and Social Services andwhere applicable made observationsand or recommendations to <strong>Reena</strong>staff. Also during this past year ourpublications namely the 24 HourIndependent Living Skills Chart, theEmergency Measures PreparednessManual and the Family Handbooknow titled “<strong>Reena</strong> Handbook forClients and their Families” wereupdated. These publications can beobtained directly from <strong>Reena</strong>.I thank all committee members forgiving <strong>Reena</strong> their most preciouscommodity – their time anddedication. On behalf of the CQIcommittee, I extend my gratitude toeveryone at <strong>Reena</strong>, including thefront-line staff, management, studentsand volunteers, for their on-goingsupport, education, dedication andhard work to ensure the highestquality of care for our clients. The committee is bringing familiestogether to help them understand the changes and toengage them in planning for the future of their familymember.One of the highlights of the Family InvolvementCommittee was an information evening held on Sept. 24,2008. The topic of the meeting was “What you need toknow about special education in the school system”which drew a large number of families to the Toby andHenry Battle Developmental Centre.Elaine Norris, former Special Education Co-ordinatorfor the Guelph Region, presented on the mandate ofspecial education in the school system. The parents weregiven the opportunity to understand the responsibilitiesof the school system and to understand their role inapproaching the school system. <strong>Reena</strong> Annual Report <strong>Reena</strong> Annual ReportCommunications/Marketing CommitteeReport of the Chair: Laurine SchmelzleDuring the past year theCommunication/MarketingCommittee has been engagedin the process of branding <strong>Reena</strong> andits affiliates, the <strong>Reena</strong> Foundationand Batay <strong>Reena</strong>. It has involvedidentifying and contacting a crosssection of individuals in groups including families,government agencies, donors, volunteers and staff whowere willing to be interviewed and to respond to aquestionnaire. We have been supported by MikeNethercott, a committee member and principal at theInfinia Group, who has graciously donated his services tothis project. He has recruited his associate Assaf Benun toassist in the task and we expect to receive their reportearly in the <strong>Fall</strong>.We have also initiated the process to register our logo.This, too, should be completed in the <strong>Fall</strong> of 2009.We continue to review all current methods ofcommunication between <strong>Reena</strong> and its members andbetween <strong>Reena</strong>/<strong>Reena</strong> Foundation/Batay <strong>Reena</strong> and theirstakeholders and the general public.I would like to thank all the members of the committee:Rafi Aaron, Rivy Blass, Julia Hanigsberg, Jon Kelly,Mike Nethercott, Mohini Pershad, Toby Rosner, andJulie Schwartz for their excellent input and support. <strong>Reena</strong> Annual Report <strong>Reena</strong> Annual ReportReport of the Government Relations CommitteeTransformation of the Developmental Services Sectorby Laurine Schmelzle, ChairIn 2004 the Ontario government made a commitment totransform the developmental services sector. In May2009, the remaining individuals with a developmentaldisability living in government-run institutions wererepatriated into the community. Other initiatives, such asthe Passports program and The Services for Persons withDevelopmental Disabilities Act, 2008 have set the stage forimproved service, choice, and fairness for people who relyon developmental services. Yet, despite these initiatives,this sector continues to struggle to meet the demand forquality services for Ontarians living with a developmentaldisability.As a member of the Provincial Network on DevelopmentalServices, <strong>Reena</strong> is one of 250 agencies and theirfamilies providing support to individuals with adevelopmental disability. During the 2007/08 Pre-budgetConsultations, the Network sought $200 million dollars innew funding to be added to the sector’s base operatingbudget for the 2007/08 fiscal year to address long-standingand urgent pressures facing individuals and their families,and to support momentum for change in the sector.The Current Financial ChallengeThe 2007 Ontario Budget committed $200 million in newfunding to our sector over four years. In May, 2007 theMinistry of Community and Social Services (the Ministry)announced the allocation for the funding, specifying thatagencies were expected to use the additional funding toaddress cost pressures including labour, operating andstatutory obligations. This was a positive first step towardsalleviating the pressures on the sector. However, due to anumber of factors, the sector remains at a critical juncture:•The developmental services sector sought $200 millionin one year and instead, the funding was allocatedover four years, and•Unanticipated labour costs in 2007 resulted inapproximately $100 million in costs to the sectorwithout addressing the long-standing wage gapswithin and between agencies. As a result by mid-2007most of the $200 million in additional funding hadbeen committed to cover negotiated labour costs andstatutory requirements (WSIB and Pay Equity).We have been working in partnership with the Ministryto increase capacity across agencies without any additionalfunding to support service enhancements. The value ofthese services is estimated at approximately $22 million.The developmental services sector is at a critical juncture.The Government and the Network must continue to workin partnership to create a tong-term, comprehensivestrategy for supporting the sector. Some of the keychallenges exacerbating the pressure on the system are:• System Capacity• Long waiting lists and lack of vacancies• Human resources challenges• Service deliveryWe recognize the Government has taken important stepsto support Ontarians with a developmental disability.However, critical, long-standing issues in this sectorremain.Families in the community are concerned byproposed Ministry’s regulationFamilies in the community consider that The Services forPersons with Developmental Disabilities Act, 2008 is veryprogressive in that it allows more flexible supports throughself-directed individualized funding. The new Act allowspeople with disabilities, and their families, to choose howthey will get their disability supports. They can choose touse the services of an agency, or they can choose to receiveequivalent direct funding which they can use to coordinatetheir supports. They are, however, unhappy that the Actdoes not allow the option of direct funding for “residential”supports or “professional and specialized services.”<strong>Reena</strong> will continue to seek funding from governmentswhich will more adequately support the fast growingneeds in the developmental disabilities sector. We will alsocontinue to work with families to guide them through thetransformations which will take effect in the comingmonths and years and to plan for the future financialstability of their family member.Annual Report • September 2009 • 13


<strong>Reena</strong> Annual Report <strong>Reena</strong> Annual Reporthere exists, under the overall<strong>Reena</strong> umbrella, three non-profitorganizations: <strong>Reena</strong>, the servicearm, <strong>Reena</strong> Foundation, the fund raisingarm, and Batay <strong>Reena</strong>. Few woulddispute the fact that Batay <strong>Reena</strong> is theleast known and maintains the lowest ofprofiles. Yet the purpose and achievements of Batay <strong>Reena</strong>should not be underestimated.Originally incorporated in 1992 as the fund raising arm,Batay <strong>Reena</strong> has evolved into the custodian of those fixedassets that were acquired over the years with private, ratherthan Ministry, dollars. All fixed assets are fully utilized in<strong>Reena</strong> operations. One such example is the Battle Centre,built in 1997, with considerable assistance from the Toby andHenry Battle Family Estate. Our real estate portfolio includesten other assets. Overall, we are holding at assets withrecently appraised values in excess of $16,000,000. None ofthe assets on our balance sheet are used for administrative orinvestment purposes.It should come as no surprise that the expertise that ourBoard members bring to the table is of a housing andproperty nature. That same expertise is often sought out by<strong>Reena</strong>, the service provider, in managing its own 24properties. This year, the Board of Batay <strong>Reena</strong> was asked tobecome actively involved with <strong>Reena</strong>, working in tandem toChair and President’s Annual Report continued from page 11Faith & Cultural ServicesAs in the past, the community steppedup to the plate, extending invitations to<strong>Reena</strong> clients to join their familyPassover Seders. In addition wereceived many generous offers, whichwere gratefully accepted, fromindividuals and families to conductSeders for clients in their <strong>Reena</strong> grouphomes. Both situations proved to bevery successful. Celebrations of otherJewish holidays experienced by <strong>Reena</strong>clients were equally triumphant. ThePurim party spoke for itself. Cognizantof the difficult economic times, weeliminated professional entertainers,but replaced them with wonderfultalented volunteers who happily cameforward to help. The Batay <strong>Reena</strong> teamhas been actively engaged in supporting and providingexpertise for that project, the largest in <strong>Reena</strong>’s history.As we all know, we still find ourselves in tough economictimes, which exacerbates <strong>Reena</strong>’s challenge in coming upwith the required equity, as mandated by the lender. Wehave worked diligently with <strong>Reena</strong> on a contingency plan,whereby the capital that has accumulated within Batay’sassets will be used as collateral to secure a line of credit. Thiswill in turn enable Batay <strong>Reena</strong> to contribute to the LebovicProject by way of Specified Gift or grant.Among the financial highlights of the fiscal year justconcluded, we completed and self financed a largerenovation to one group home at a cost in excess of $300,000.This home is now used by <strong>Reena</strong> on a full time basis andcomplies with all zoning, fire and health regulations. Wehave, at the same time, recently rolled over some existingmortgages and have taken advantage of very favourablerenewal rates. <strong>Reena</strong> Annual Report <strong>Reena</strong> Annual ReportTreasurer’s Reportby Donald Bennett, Chair,Finance CommitteeI’m pleased to report on some ofthe highlights for the fiscal endedMarch 31st, 2009.We ended with an overall surplus,$85,759. Ontario MCSS subsidiesincreased by some 5.8%. The largestgrowth in funding, totalling $784,675,was as a result of base and wage gapincreases. These new annualizedfunds allowed us to meet our PayEquity obligations, and to addresswage gap requirements.We welcomed five new clients intoservice with new MCSS fiscal fundingof slightly less than $300,000. As well,seven additional clients came intoservice during the year with fundingfrom other sources. By year-end, wehad been approved for six newarrivals.We received $289,000 in one-timedollars for the specific purpose ofmaintaining our properties. We’remost grateful to the Ministry for thismuch needed injection of fiscaldollars. We have used this money torenovate and upgrade a number ofgroup home kitchens, several washroomsincluding our Battle Centrelocation, and other smaller jobs.We opened our newest group homeat 240 Crestwood. This home, with acapacity of seven, will operate on aper-diem basis as a partnershipbetween <strong>Reena</strong>, Delisle YouthServices and York Support Services.Four young persons are currentlyresiding at this residence.<strong>Reena</strong> Foundation GrantsWe continue to operate ouroutreach and respite programs at adeficit. Without a significant annualgrant from our Foundation, theseprograms would most likely have tobe scaled back. During this fiscal year,<strong>Reena</strong> received outreach grants fromour Foundation of just under$400,000. The Ministry providedoutreach grants of approximately$29,000. The total budget for alloutreach programs exceeds $900,000,so it’s quite obvious that thecontinued survival of these programsdepends not only on fees fromparticipants, but on donations as well.<strong>Reena</strong> Foundation also providedgrants to assist us in furnishing onegroup home, and contributed towardthe successful KINUS Conference ofJune 2008. We’re most grateful to allmembers of <strong>Reena</strong> Foundation fortheir fund raising initiatives, whichmake <strong>Reena</strong> a better place.<strong>Reena</strong> Residential Building –Lebovic Campus<strong>Reena</strong> continues to spendconsiderable time, energy and moneyon the proposed <strong>Reena</strong> Residentialbuilding to be located at the newLebovic Campus in Vaughan. Thisfour-floor, 105,000 sq. ft., building willprovide affordable housing for 84persons in 60 apartments. <strong>Reena</strong> willbe owner and lead agency of thisapartment building, also to be sharedwith three other agencies. Theground floor will contain space for anenlarged Pathways program, whichwill permit a four-fold increase in thatprogram.The proposed building has thus farreached several milestones. We havefinalized the architectural drawingsand have formally applied to City ofVaughan for our building permit. Wehave pre-qualified potentialcontractors interested in bidding onthis $21,000,000 project. Applicationhas been made to InfrastructureOntario for mortgage financing. Thatapplication is under review at thismoment.The Ministry of Community andSocial Services has contributed$2,000,000 toward this building.Another $600,000 has been received infiscal 2009-10. The Region of York, inpartnership with the Federalgovernment, will provide $1.6 milliondollars during the construction phase,plus an additional $2.6 million dollarsover the next 20 years as part of theoperating budget.The project, the largest in <strong>Reena</strong>’s35-year history, is a daunting task.Aside from the size and scope of theproject, we’re trying to pull this offduring tough economic times. It’s aknown axiom that, during periods ofrecession, companies and individualstend to scale back on all expendituresof a discretionary nature. The declinein fund raising revenues has hurt allcharities, including <strong>Reena</strong> Foundation.<strong>Reena</strong>’s plan is to capitalize onconsiderable equity that hasaccumulated in privately- funded<strong>Reena</strong> and Batay <strong>Reena</strong> assets. We areplanning to borrow against some ofthose assets for the short term, untilsuch time when donations and fundraising will get back on track. We havemet with our bankers and it’s our hopeto be approved for a short-term loan of60 months duration. We have always been impressed with thetremendous amount of time and care taken by the <strong>Reena</strong>staff in placing individuals in just the right home settingand with the right caregiver. Stephen is now 42 and leading afull life at <strong>Reena</strong> – which thrills us as the doctors saidthat Stephen would not live past his teens.
