<strong>SUMMARY</strong> <strong>MINUTES</strong> <strong>OF</strong> <strong>MEETING</strong><strong>UN</strong>-<strong>NGO</strong>-<strong>Red</strong> Cross-Donor Coordination Meeting25 July 2012, 10.00 a.m., Papua Room – Menara Thamrin, JakartaChaired by: Rajan Gengaje, Head of OCHA a.i.(Presentations are available in full on the OCHA Indonesia website)1. Update on the Security Situation – <strong>UN</strong>DSS• <strong>UN</strong>DSS provided a summary of the security situation and relevant advice. Further detailscan be obtained by sending a request to undss-indonesia@undp.org2. Humanitarian Update – OCHA• A 6.4 magnitude earthquake hit off Simeulue island in Aceh province on the morning of25 July. The epicenter of the quake was 28 km northwest of Simeulue’s capital at a depthof 45 km. There were no direct casualties from the tremor and no tsunami was triggered.• Flash floods affected four sub-districts of Padang City on 24 July, causing the temporarydisplacement of people in several areas. As of 25 August, the floods had subsided andthe displaced people were gradually returning home.• Meanwhile, June had the lowest number of natural disaster incidents of the first half of2012. The occurrence of tropical cyclone Guchol in the western Pacific contributed to therains and resultant floods in the eastern half of the country. Whirlwinds accounted for 634of the total 975 people affected by natural disasters in June.3. Weather Outlook and Trends - BMKG The Indonesia Meteorology, Climatology and Geophysics Agency (BMKG) made abackground presentation on the climatology of Indonesia (please refer to thePowerPoint). The country generally has two seasons – a rainy season and a dry season. The nextthree months beginning July are expected to be dry. BMKG makes monthly rainfallpredictions (accessible herehttp://www.bmkg.go.id/BMKG_Pusat/Klimatologi/Prakiraan_Hujan_Bulanan.bmkg) andtwo seasonal forecasts. The wet season outlook will be published in September and willbe posted on the BMKG website. Responding to a question regarding the impact of climate and weather on agriculture andwater availability, BMKG noted that its forecasts are used by the Agriculture Ministry in itssensitization and outreach programmes with farmers. The forecasts are also important indetermining whether to open or close dams. In regard to extreme weather conditions (e.g. the likelihood of excessive rainfall on agiven day), BMKG revealed that it also undertakes manual temperature monitoring fromday to day, which allows it to anticipate such occurrences and alert the public via media,e.g. SMS.4. Update on Climate Change Adaptation Activities - DNPI• The National Council on Climate Change (DNPI) was established by PresidentialRegulation Number 46/2008 to, among others: formulate national policies, strategy,programme and activities on climate change: and, coordinate climate change activities. Itis chaired by the President of the Republic of Indonesia, with 17 ministers constituting itsmembership.• DNPI has seven working groups, including the Working Group on Adaptation chaired bythe Director General of Spatial Planning in the Ministry of Public Works.• Since its establishment, DNPI has finalized an Adaptation Science and Policy Study(2010), and is currently working on National Adaptation Plans with a core team involving


BAPPENAS, KLH and BMKG. The Plans are expected to be completed in October 2012,ahead of the Doha Climate Change Conference. Additionally, vulnerability assessmentshave been conducted in North Sumatra, Gorontalo and South Sulawesi. Furtherinformation on adaptation is available on the website www.adaptasi.dnpi.go.id.• Indonesia’s application for National Implementing Entity status for the Adaptation Fund iscurrently under review. Update on 5 th AMCDRR – <strong>UN</strong> RCO• The Fifth Asian Ministerial Conference on Disaster Risk <strong>Red</strong>uction (AMCDRR) will be cohostedby BNPB in collaboration with ISDR from 22-25 October in Jogjakarta. Theconference is themed “Strengthening Local Capacity in DRR”. The conference is anopportunity for governments and stakeholders to reaffirm their commitment to the HyogoFramework for Action, and to build resilient communities by sharing lessons learned,good practices and ideas. BNPB is responsible for the invitations.• The conference will involve three high level round tables and three technical sessions, aswell as proposed special sessions. There will also be: side events for which 33 proposalshave so far been received, with a registration deadline of 30 July; a film festival, for whichthe secretariat has received six proposals, with a registration deadline of 15 September;a field and cultural visit; and, a Market Place for which 7 of the 30 planned booths arereserved for Indonesia and the deadline for registration is 30 July.• The website for the conference is: www.5thamcdrr-indonesia.net6. AOB• Disaster Resource Partnership aired a short informational clip and emphasized continuedstrengthening of the partnership between the humanitarian community and private sectorentities involved in humanitarian action.• Humanitarian Forum Indonesia briefed on a recent workshop that discussed the role andchallenges of “non-structural” humanitarian actors. About 70 participants from 11organizations participated in the workshop. Please contact Hening Parlan(hening.hfi@gmail.com) for further details about the workshop.• OCHA reminded members of the review workshop on BNPB/BPBD ContingencyPlanning Exercise, scheduled for 30 July at the Borobodur Hotel in Jakarta. Membersinterested in presenting should contact OCHA (moektijasih@un.org). A preparatorymeeting of the presenters will take place at 07.00Hrs on the day of the workshop.
