Lake County’s CommitmentAs part of an initiative to encouragesustainable development and green-buildingconstruction techniques, the Lake CountyBoard of County Commissioners adopted aGreen Building Ordinance on Aug. 8, 2008,that was codified in Article VIII, Chapter 6 ofthe Lake County Code of Ordinances.Perhaps the most important aspect of thisordinance is that it requires the County tolead by example. According to the ordinance,all County projects must meet or exceednationally accepted green building standards.Lake County has met this challenge. Thenew Umatilla Health Clinic is currently theonly Health Department clinic in the stateto receive certification in the U.S. GreenBuilding Council’s Leadership in Energy andEnvironmental Design (LEED) rating system.In addition, the new two-story office buildingin downtown Tavares will meet the LEEDgreen-building rating system. The officebuilding, which is scheduled to be completedin May 2009, will house the Tax Collector’sand Property Appraiser’s offices.904 N. Green Building IncentivesQualified applicants through the LakeCounty Green Building Program are eligiblefor incentives designed to provide expeditedreview of development and constructiondocuments. These incentives are:• Site and development plans for a proposedgreen development processed within 20business days• Building-permit applications for residentialgreen buildings processed within threebusiness days• Building permit applications forcommercial green buildings processedwithin 10 business daysIn order to qualify for these incentives,applicants are required to completean application and certify compliancewith one of several green building anddevelopment standards. To receive anapplication for program incentives, call theLake County Department of Conservation& Compliance at (352) 343-9639 or log on towww.lakecountyfl.gov, keyword: compliance.The application for Lake County’s GreenBuilding Program incentives is short andsimple. The primary information requestedon the application is project number, projectname, address, alternate key, owner’s nameand applicant’s name, if different.In addition, the applicant must choose whichof the listed green building and developmentstandards he or she will be incompliance with after the project’scompletion. Applicants must meet all ofthe requirements associated with one of thefollowing programs:For new residential projects or remodelingof existing homes:• The current Green Home DesignationStandard of the Florida Green BuildingCoalition• The current U.S. Green Building Council’sLeadership in Energy and EnvironmentalDesign for Homes program• The current National Association ofHomebuilders National Green HomeProgramGreen Building Requirements• The Green Building Initiative newhome designation including but notlimited to, any monetary or certificationrequirementsNew or existing commercial or institutionalbuildings:• The current Green Commercial DesignationStandard of the Florida GreenBuilding Coalition• The current Leadership in Energy andEnvironmental Design (LEED) for NewConstruction or derived U.S. GreenBuilding Council’s LEED rating system,such as LEED for Schools and LEED forHealth Care• The Green Globes environmental assessmentsystem for new designs includingbut not limited to any monetary orcertification requirementsLand developments (green development):• The current Green Development DesignationStandard of the Florida GreenBuilding Coalitionv• The current Leadership in Energy andEnvironmental Design for Neighborhoodsand Developments rating system• The National Association of Homebuildersdevelopment designation, including butnot limited to any monetary or certificationrequirements
