PAGE 6Team Haeger/Provancha(Annie Haeger/Briana Provancha)Team Haeger/Provancha achieved much success duringour first trip to Europe this spring. Competing in three regattasin Spain and France, we were able to put up three top-fives onthe board, medaling at the Princess Sofia Trophy in Palma deMallorca, Spain! During <strong>Spring</strong> Cup, a training regatta in CapD’Adge France, we had the opportunity to sail against 470 menas the fleet was mixed. Testing our boat speed against the boysrevealed how much progress we still have to make especiallyin big breeze. After five days of racing, we finished top femaleboat and ended up fifth place overall.The final regatta took place in Hyeres, France, a venueknown for its cold weather and gnarly breeze. While we werethere, we were fortunate enough to avoid both! We foughtour way through the entire regatta and had a shot at the bronzegoing into the medal races, where the points are doubled andcannot be thrown out. During the first medal race we foundourselves on the wrong side of a shift, eventually fightingour way back to sixth from ninth at the last leeward mark. Inthe final race the medal was still up for grabs between us, theChinese, and the British. We got a great start and were ableto use our boat speed to lead most of the race. After a greatsecond upwind, battling the Chinese and Austrians, we wereable to hold the lead, crossing the line in first! Though wewere happy to end the regatta with a win, we ended up shy of amedal by only three points.SCOW SLANTSSPRING / SUMMER <strong>2013</strong>Campaign Update: Haeger, Bowers, RobleThree ILYA teams are currently using the ILYA Foundation account to service their donations and expenses. Our recent success is a reflectionof our hard work and dedication to our one goal: to wina GOLD Medal in the 2016 Olympics.It’s been a busy winter and spring for the Bowers SailingOlympic Campaign. Bowers competed in 4 major events fromthe end of January through April. The schedule included theMiami OCR at the end of January, the Laser Midwinter’s Eastin Clearwater in February, the Princess Sofia Regatta in Palmade Mallorca, Spain the first week of April, and French OlympicWeek in Hyeres, France at the end of April.Despite not getting the results he was after, Erik is keepingBowers Sailing(Erik Bowers)it in perspective, “Even though I didn’t have my best racing inMiami and Europe, I learned a ton, especially about startingand sailing in bigger waves. Right now I’m just working ondoing the big things consistently better and making fewer mistakesgoing into the weather mark and gate roundings.” Bowershas also moved up to 42rd in the world ranking.The rest of the year isn’t quite so busy, but will feature thetwo most important regattas. The Europeans are at the beginningof September in Ireland and the Worlds are in Novemberin Oman. Says Bowers, “I have Chris the Dillmann Nationals at photo the end of Junein Santa Cruz, where I will be defending, and the North Americansin July in Kingston, Ontario. However, my main focus ison the Europeans and Worlds.”Erik hasn’t forgotten about the ILYA. “I’m pretty excitedthat my schedule allows me to race the E Scow Invitational and<strong>Inland</strong> regattas. Roble and Shea campaigned in women’smatch racing for the 2012 Olympics. Despite not qualifying,the duo has continued to pursue their love for the fast pacedand tactical game by establishing a team that can compete onthe Women’s International Match Racing Series (WIMRS) aswell as open match racing regattas.The WIMRS is a premier 5 event series that was createdto give the women who were match racing for the Olympics achance to continue racing on a professional level. Epic Racingsailed their first event on the series in France mid-may with<strong>Lake</strong> Geneva sailor Megan Six and kicked off the series withan hard-earned third place. Of the five events, Epic Racing cancompete in three, with the next two being in Copenhagen June20-23 and New York July 10-14.In addition to the Women’s professional circuit, the teamplans to race in the US women’s and open match racing championshipand defend their championship titles from last year,but this time with Steph driving. The team is also competingin the Grade 2 North American Grand Slam Series which takesplace at the end of August and is one of the toughest openseries in the world.The team is very excited about its launch and is driven tobe one of the top women’s and open match racing teams in theUS and the world. Not only is the team looking to build supportfor themselves, but they are also advocating support of theWIMRS so that women’s teams around the world can continuecompeting in this amazing discipline of sailing. Additionally,they are aiming to help set a milestone for women’s racing inAmerica and around the world and hope that with excellentresults and positive influence through coaching they can inspireyouth sailors to continue sailing! Pewaukee YC hosted the USODATeam Trials which had 194 optis registered. Jon Just andPYC asked me to put together a race management teamthat would be directed by PRO Anderson Reggio fromNewport, Rhode Island. All club members should becomeindividual members of ILYA , especiallyClass C Scow Sailors, X Boaters, andtheir parents, as the ILYA is responsiblefor the scantlings of those two classes.ILYA trained Race Committee are someof the best in the nation and availableto the members clubs for help with racemanagement in their events.Trester handed out a 2012 financialsummary which showed an operating balanceof $15,000—the best in many years,and the second year in a row in the black.The ILYA Foundation, over the years,has managed over one million dollars onbehalf of Olympic and other ILYA sailingaspirants.Winter <strong>Inland</strong> attendance, approximately125, and regatta attendancewas good for most events. Porter).The actions of the Executive Committee,which included the Winter <strong>Inland</strong> awards wereapproved (Weston/Spencer):On behalf of Nominating CommitteeChair Prange, Hodgson presented the slate ofPeter Friend as Commodore, Stephen Schmidtas Vice Commodore, and David Porter asSecretary/Treasurer for <strong>2013</strong> which wasapproved unanimously (Barr/Weston).Newly elected Commodore Friendannounced it was with great honor and senseof history that he accepted the position.He then presided over the meeting, first byannouncing a list of committee appointments,all of which were approved by the board andpublished in <strong>Association</strong> documents (Weston/Schmidt). The Foundation Committee willbe listed as a standing committee in the RuleBook (Trester/Weston).Fleet reports followed. In Class A,Haines reported for Alnes a healthy fleet butone which needs to sell some good used boats.In Class E, Woldum reported for RogersSCOW SLANTSthat the sprit measurement program in 2012confirmed overall compliance among theyachts measured. Woldum will confirm thatthe national class did not act to prohibitadvertising on hulls or crew.In Class C, J.P. Porter reported that theclass had accepted a trophy for top femaleskipper, that 12 new boats are being built, andthat the new mast die is completed. The mastshave arrived at Melges Boat Works and willbe available after they are anodized.In Class MC, Haeger reported thatthe class is healthy with 97 participating atNationals. The fleet was polled electronicallyfor some issues and had 38 responses. Thefleet desires to explore options other thanOshkosh for the 2014 ILYA Championshipand will decide by summer, <strong>2013</strong>. The fleetdesires a throwout to be awarded after sixraces in their six-race invitational. The fleetaccepted a new race trophy—White BearYacht Club Trophy—from donor Will Crary.In Class Melges 17, Biwer announced plansto promote the class by traveling with it tojunior and other venues. Biwer will seek moreinvolvement from western Michigan clubs,and pursue one of them to host the ILYAChampionship for the class.In Class X, Barr reported that themeasurer has been asked to compile weightinformation from the past few Championshipregattas and that Melges Boat Works hasbeen asked to detail how a decrease in theminimum boat weight would influencetheir building of X Boats in the future. Themeasuring emphasis in <strong>2013</strong> will be to checkfor illegal shimming of the centerboard welland illegal compass devices. The class willcontinue the whisker pole experiment in <strong>2013</strong>.In Class IOD, Spencer requested that thesafety check list used in regattas be postedon the web site so that parents can complyprior to arrival at the event. The class willenforce the USODA rule that sail numbersmatch the hull except for some club or schoolowned boats. These efforts should eliminatethe confusion of duplicate sail numbers onthe course. Spencer reported that USODAdiscourages the practice of awarding trophiesand even scoring races in No Tears typeevents. After a lengthy discussion it wasapproved that trophies would not be awardedin the ILYA No Tears regattas (Spencer/JPPorter). There were two opposed and oneabstention to this vote. A separate motion(Spencer/Schmidt) to eliminate trophies inthe ILYA Green Fleet Championship failed.No action was taken on the suggestion toeliminate top female trophies at the IODChampionship.In the Club 420 class, Hollister reportedthat the fleet is looking for sponsorship of aSPRING / SUMMER <strong>2013</strong>Board of Directors meets in Hartlandclinic to be held Friday morning of its Fridayafternoon through Sunday Championshipat Delavan. In a joint effort with YouthDevelopment, the class hopes to providescows for rides at the Geneva 420 Nationalsin order to give the 420 sailors a taste ofthe ILYA scow experience. The class isdeveloping a FaceBook page which will belinked from the ILYA class page on ILYA.org.The Board agreed to help promote the classin <strong>2013</strong> by setting the Championship entryfee at $80 and including the event among theother events that have a 50% junior entry feediscount subsidized by the ILYA Promotion/Communication Committee (Hollister/Oltrogge).Friend turned the meeting over to Haines,who was appointed to preside as chair of theRules Committee. ILYA fleets reported ruleand procedure changes as follows:The Club 420 fleet prefers the sequenceof Code Flag “P”, then “I”, then “Z” for itsstarts. All other fleets voted against the useof Code Flag “P” for the preparatory signalexcept classes X and IOD which will rely onthe discretion of the Race Committee. ClassC requests the display of a compass bearingalong with the red or green course changesignal when the RC changes the course.After discussion, it was approved toallow the display of a skipper’s home lakeyacht club burgee and or the ILYA burgee onthe mainsails of Class C or Class X (JP Porterand Barr/Hollister). The burgee(s) should belocated within a 5 ft. radius of the clew ofthe mainsail. The burgee(s) should fit withina 12” X 18” rectangle and must be flownhorizontally.For purposes of advertising restrictionsit was approved to grandfather existingcompany names used as boat names in ClassC prior to <strong>2013</strong> (JP Porter/Haeger). Class Cwill consider a capsized boat as one definitionof a crew in danger for purposes of RRS 41OUTSIDE HELP (JP Porter/Haeger).The length of the jib luff wire in Class Xis changed from 11’ 3” to a range of 11’ 3” -11’ 4.25” in order to allow elimination of theshackle that attaches the luff wire to the hulland instead include a swedged fork with pinfor attachment (Barr/JP Porter).The Rules Committee meeting wasadjourned and the actions of the RulesCommittee were confirmed by the Board ofDirectors (Trester/Schmidt).Under New Business C. Porter reportedon the presentation given by her and NCESASecretary Schoor at the US SAILING OneDesign Class Symposium. Oneof our current advertisers told me he was contactedtwice recently with the scam. I heard asimilar story from two other ILYA membersrecently as well.The scam works something like this(with possible variations): The interestedperson (scammer) supposedly has a friend orbusiness acquaintance who owes him money.That money (more than you are asking for theboat) is sent to you in the form of a cashier’scheck (WHICH IS FAKE!). When you receivethe cashier’s check, you are supposedto deposit it and send a personal check for theoverage amount to the scammer.Here’s how you gettaken: The bank has no ideathat the cashier’s check isfake, so they accept it, andyou send a good check tothe scammer. After a fewdays, the bank finds outthat the cashier’s check was fake, and you areresponsible for it. By then you are out yourgood check, and possibly the boat, if the scammereven bothered to come get it.You have probably read about this type ofscam in your local newspaper. I know it hasbeen written about in the Janesville (Wis.) Porter and Haines reported livelyand enthusiastic participation in the meetingsto determine the future of the ILYA regattaexperience. The committee, led by Reillyand Kotovic will focus on data collectionand self evaluation. A survey with wiselychosen questions may be in order. A numberof good suggestions from the participants inthe Winter <strong>Inland</strong> roundtable discussion werelisted.JP Porter reported that the ILYA needs todetermine how Wisconsin Act 172 regardingjunior sports and concussions will affect ourprocedures. Afterlengthy discussion, the Board approved theoption which would have all participatingclasses together at one time, Wed. Aug. 13through Sunday, August 17. Social events willbe outstanding and Oshkosh will do whateverthey can to make it family friendly.It was clarified that the joint AInvitational and Melges 17 Championship atPewaukee in <strong>2013</strong> would share one course.Regattas awarded for 2014 includedGeneva for the E Invitational; White Bearfor the A Invitational; Cedar, Ind. for theC Invitational; Cedar, Wis. for the IODChampionships; and Nagawicka for the Club420 Clinic (Wyman/Hollister). Barkow will order cubesfor Championship keepers again in <strong>2013</strong>.Under Old Business, Schmidt reportedthat the consideration of Sailing Schoolsas ILYA member organizations continues.Clubs are asked to provide feedback bythis summer. Schmidt will propose by-lawchanges that would be effected should achange be affirmed. The goal is to enhancecommunication between the ILYA and itsmembers clubs and affiliated Sailing Schools,as well as to provide a legitimate path forparticipation of non-scow clubs to participatein ILYA IOD and Club 420 events.Youth Development efforts will continue tomove youth into scows and club membership.Weston reported that the Green <strong>Lake</strong>renewal project is making vast improvementsto the park and its harbor. Dredging has beenperformed along shore and docking is muchimproved. The park has been beautified. It was suggested that since one of theclubs has a viable MC fleet, that Rep. Beulahwill return the quilt to Oshkosh—the host of the <strong>2013</strong> Xchamps next July.According to the deed of gift, two weeks prior to eachannual regatta, the quilt will be delivered from the currentILYA Club of Record to the next ILYA X <strong>Inland</strong> Host Clubfor a repeat of the annual cycle. Regatta attendees are ableto bid for the quilt in the name of their club. SPRING / SUMMER <strong>2013</strong> SCOW SLANTS PAGE 47ILYA’s newest Member Yacht Club...Welcome Cuba <strong>Lake</strong> Yacht ClubThanks to the efforts of a Lightning sailor named KarlFahrner, the Cuba <strong>Lake</strong> Yacht Club was organized in thesummer of 1950 to promote sailboat racing. Four yearslater, the club acquired a sizable lot and built the mainfacilities it uses today: a large, open pavilion, with attachedkitchen, restrooms and shower room; a launching ramp,two electric hoists, and a long pier, with ample room tokeep boats on lifts or to dry sail, and with lawns big enoughfor lots of games and sports. We have recently added astorage facility for small boats, (Optimists, Bics, Lasersand Sunfish), and will have a new wharf in place before thesummer for the use of the junior sailing program.C Scows have been on our lake since the 1930s, andMCs since the 1970s. Thanks to the efforts of many of ourlonger-term members, our club has undergone a renaissanceover the past five years. Our C fleet, which had dwindledfrom a dozen boats in the 1980s to only three or four, hasmore than tripled in size, with eighteen turning out for ourbiggest events, and our MC fleet has become much moreactive. All of this ties directly to the advent of a freshjunior sailing program that began in 2009. We do not havea sailing school: we offer a Pirate Academy, the “Pirates ofthe Cubarrean,” which combines fun activities with the goalof mastering the use of sheets and tillers. Starting with justnine students in 2009, we now have over 40 enrolled, withthe most experienced nearly ready to move into the “adult”fleet.Our most popular weekend of the summer is “teamrace weekend,” during which the C fleet is broken intoseveral three or four boat teams, (depending on the numberof entries). The races are run and scored as a typical teamracing event, with teams structured as best we can to giveeach a relatively good chance of winning. We also requirethat all boats carry one of our junior sailors as a third crewin all of the races. On that Saturday night, we hold our“Pirate’s Ball,” which serves as a fun night out for the entirefamily. On Sunday morning, we have a separate, specialrace (not counted in the team results) in which the juniorsailors take the helm of the C boats. Both the junior raceand the team event have proven to be big hits.Our newly approved ILYA Fleet designator is NY,so when you see it, be assured we are very proud, not justto be the <strong>Inland</strong>’s newest club member, but to also be itseasternmost C fleet.420 fleet opts for dip start,other youth fleets make it an option, adult fleets say ‘no’Originally proposed by the ILYA Club 420 Class, theoption of using Code Flag “P” as the preparatory signal forILYA classes was discussed by all the fleets. Code Flag “P”allows for what is known as a ‘dip start.’ Yachts which areover the line at the start can simply dip back behind the lineto restart.After the Winter <strong>Inland</strong> fleet meetings,the adult fleets all reported to theBoard of Directors that they would preferto stay with the ILYA’s traditional Code“I” flag starting procedure, which requiresa premature starter to round an end of theline before restarting — the old ‘round theends’ rule.Club 420 Race Committee teams areinstructed to use Code “P” in all initialstarts. Class X and Opti leaders decided tomake the dip start an option of the RaceCommittee, to be used as appropriatedepending on the number of entrants andother considerations. This will includethe No Tears and Green fleet events in theOpti Class.Should the race committee choose to go to the “Z” flagstart after one or more attempts with code “P”, the ILYAsailing instructions indicate that the round-the-ends rule willapply to re-starters, even thought the I flag will not be flownwith “Z”. This is the traditional procedure that ILYA hasfollowed in the past.
