B.1 DIRECTOR’S REPORT TO THE BOARDDATE: 2012 12 18SUBJECT:PUPIL/SCHOOL ACCOMMODATION REVIEW-FINAL REPORT – LairdPublic <strong>School</strong>1.1.0 Background1.1.1 In June, 2009, the Ministry of Education released revised PupilAccommodation Review Guidelines to provide direction to schoolboards regarding public accommodation reviews to determine thefuture of a school or group of schools. Through the localAccommodation Review Committee (ARC), decisions are made withthe full involvement of an informed local community and are based ona broad range of criteria regarding the quality of the learningexperience for all students.During the 2010-2011 Accommodation Review Process:1. The <strong>Board</strong> gave approval for Laird Central Public <strong>School</strong> to beplaced ‘under review status’. Refer to <strong>Board</strong> Item #B1 1.3.2Director’s <strong>Report</strong> to the <strong>Board</strong> 2011 04 19.2. The <strong>Board</strong> of Trustees approved the appointment of a localAccommodation Review Committee, <strong>Board</strong> Item #B.3.4.1Director’s <strong>Report</strong> to the <strong>Board</strong> 2011 05 03.3. Timelines were approved for the first public meetings. The <strong>Board</strong>set the first public meeting date determined by the Pupil/<strong>School</strong>Accommodation Review to be June 16, 2011. The last publicmeeting occurred on September 12, 2012.1.2.0 Information1.2.1 The ARC has met and produced a final report based on public inputreceived during each of the four public meetings as set out in Ministryguidelines and <strong>Board</strong> Policy 5.1 Pupil/<strong>School</strong> Accommodation ReviewPolicy.The report is provided for trustee reference in Section 8 of <strong>Board</strong>Meeting 2012 09 25 the Pupil/<strong>School</strong> Accommodation ReviewAdministrative Recommendations <strong>Report</strong>. (Binder was distributed at<strong>Board</strong> Meeting 2012 09 25).


B.1 DIRECTOR’S REPORT TO THE BOARDDATE: 2012 12 18SUBJECT:PUPIL/SCHOOL ACCOMMODATION REVIEW-FINAL REPORT – LairdPublic <strong>School</strong>1.2.0 Information cont’dSenior Administration has prepared the administrativerecommendations after carefully reviewing the deliberations of thepublic meetings and the recommendations in the ARC <strong>Final</strong> <strong>Report</strong>s.(<strong>Board</strong> Meeting 2012 09 25)Under the Ministry’s Guidelines the Pupil/<strong>School</strong> AccommodationReview Administrative Recommendations <strong>Report</strong> is to be madeavailable to the public for their review for 60 days before the <strong>Board</strong> ofTrustees will vote on the recommendations. The earliest the <strong>Board</strong>could vote on the recommendations would have been November 24,2012.In the Administrative Recommendations <strong>Report</strong> (Section 8),Administration concurs with the <strong>School</strong> Information Profiles for LairdPublic <strong>School</strong> as prepared by the Accommodation ReviewCommittees. The senior administration’s responses to therecommendations made by the Accommodation Review Committeesare as follows:Administration concurs with the school valuations and is inagreement and supports the findings of the localAccommodation Review Committee to house the JK-6program in Echo Bay Public <strong>School</strong> and the 7-8 program in theintermediate program at CASS.If the board approves this recommendation, the administrationalso supports the ARC committee’s request for a transitionplan to be implemented to facilitate a smooth transition of thestudents involved from the existing school to the receivingschool.Senior administration will consult with families from Reid’sRoad East to determine whether boundary changes need tobe considered to allow those families to access JohnsonTarbutt Central Public <strong>School</strong>.<strong>Algoma</strong> <strong>District</strong> <strong>School</strong> <strong>Board</strong>’s Administrative Councilexpresses its appreciation to the local Accommodation ReviewCommittee members for their commitment, numerousevening meetings, and high level of communication with theschool and community stakeholders. <strong>Algoma</strong> <strong>District</strong> <strong>School</strong><strong>Board</strong> acknowledges those members of the public whoprovided input throughout this review process.


B.1 DIRECTOR’S REPORT TO THE BOARDDATE: 2012 12 18SUBJECT:PUPIL/SCHOOL ACCOMMODATION REVIEW-FINAL REPORT – LairdPublic <strong>School</strong>1.3.0 Recommendation1.3.1 It is recommended the <strong>Board</strong> approve Laird Central Public <strong>School</strong> forclosure at the end of the 2012-2013 school year and that the JK-6students be accommodated in Echo Bay Public <strong>School</strong> and the 7 and8 students be accommodated in the intermediate program at Central<strong>Algoma</strong> Secondary <strong>School</strong> effective September 2013.1.4.0 Proposed Resolution1.4.1 That the <strong>Board</strong> approve Laird Central Public <strong>School</strong> for closure at theend of the 2012-2013 school year and that the JK-6 students beaccommodated in Echo Bay Public <strong>School</strong> and the 7 and 8 studentsbe accommodated in the intermediate program at Central <strong>Algoma</strong>Secondary <strong>School</strong> effective September 2013.
