TIGARD PARK SYSTEM MASTER PLAN UPDATEIII. PUBLIC INVOLVEMENT ANDTRENDSTo develop a solid foundation for the <strong>Park</strong> <strong>System</strong> <strong>Master</strong> <strong>Plan</strong>, <strong>Tigard</strong>solicited feedback from a broad spectrum <strong>of</strong> residents regarding theirneeds, preferences, attitudes and vision for parks and recreation services.This chapter summarizes the results <strong>of</strong> the public involvement process. Itincludes key findings for parks, recreation facilities, trails and recreationprogramming. The park and recreation needs identified here provide afoundation for the recommendations identified in Chapter 6.OVERVIEWA variety <strong>of</strong> activities were conducted throughout the planning process toensure participation from a cross-section <strong>of</strong> the community, includingvarious age groups and diverse special interests. In total, over 700 <strong>Tigard</strong>residents and visitors participated in this planning process. Each <strong>of</strong> thecommunity engagement opportunities is described below.Community Intercept Event – One intercept event was held duringthe planning process. Project staff hosted a booth at the BalloonFestival on June 14, 2008. The booth included interactive displays,flyers about the project website and the recreation questionnaire.Community Questionnaire (online and paper) – Between June andJuly 2008, <strong>Tigard</strong> residents were invited to provide input on howand why they use parks and recreation facilities. A questionnairewas available online through the project website and paper copieswere available at the Public Works <strong>of</strong>fices and <strong>Tigard</strong> BalloonFestival. The web version was presented in both English andSpanish. Almost 250 residents participated.<strong>Park</strong> and Recreation Needs Assessment Phone Survey – Astatistically valid telephone survey was administered during Julyand August 2008 by Northwest Survey & Data Services. A total <strong>of</strong>404 <strong>Tigard</strong> residents aged 18 and older participated in the survey.Community Workshop – The <strong>Tigard</strong> community was invited to aninteractive community workshop in September 2008. Theworkshop was held at the <strong>City</strong> <strong>of</strong> <strong>Tigard</strong> Public Works building atCHAPTER 3 PUBLIC INVOLVEMENT 25
