Tick the applicable dwelling type, therelevant existing boiler fuel type, the new boiler fuel type and the relevant existing boilertype.4. If the installation is in England, Wales, Scotland, Northern Ireland or Guernsey, completethis section. If the assessment score in box “T” exceeds 1000 then it is permissible toinstall a non condensing boiler.5. If the installation is in the Republic of Ireland, complete this section. If the assessmentscore in box “T” is 3 or greater then it is permissible to install a non condensing boiler.6. This section should be completed by all regions by ticking either box “X”, box “Y” or box“Z”.7. Record the technician’s name, signature, their status (agent or installer) and the date theform was completed.8. Leave a copy of the <strong>CD</strong>/30 with the householder/client as they may require it when theycome to sell their house in the future. TECHNICAL BOOK 4:OIL FIRED APPLIANCE & SYSTEM INSTALLATION REQUIREMENTS5.7 Technicians StationaryTechnicians stationary has been developed to assist technicians to provide a professionalservice in their everyday tasks, improve consumer energy efficiency understanding and fuelconservation measures as well as providing a means to satisfy additional consumer and enduser requests.This stationary is provided in NCR format. Thus, providing technicians with traceability forany advice offered.5.7.1 <strong>CD</strong>/40 (Energy Efficiency Checklist)This form has been devised to meet compliance with the Energy Performance of BuildingsDirective (EPBD), Article 8b in providing information to encourage home owners to improvetheir heating systems.The completion of this form can assist the attending technician in surveying existing heatingappliances, heating & hot water systems and controls. TECHNICAL BOOK 4:OIL FIRED APPLIANCE & SYSTEM INSTALLATION REQUIREMENTS5.8 Work Notification England and Wales5.8.1 GeneralChanges to the Building Regulations in England and Wales mean that since April 1 st 2005,Local Authority Building Control must be notified of any oil fired appliance up to 100kWoutput, oil storage and supply system installation and commissioning works undertaken andself-certificated by OFTEC Registered Businesses and Technicians. Furthermore, buildingowners must receive a certificate of any works undertaken in their home/premises, and thatthey comply with the Building Regulations in force on the date the works were completed.OFTEC registered businesses can notify their works to OFTEC, and OFTEC will inform therelevant Local Authority and provide a compliance certificate to the householder on thebusinesses behalf.For work notification in other regions, refer to the Regional Requirements at the back of thisbook.5.8.2 Work NotificationOFTEC’s Works Notification Scheme not only meets legal requirements, but is an addedbenefit that OFTEC Registered Technicians can offer their customers. The only otheralternative means of compliance is to arrange a Local Authority Building Control Inspectionfor any works subject to Building Regulations, which can be costly and time consuming.OFTEC currently offer two means of notifying work, either, registering work online (see subsection5.7.3) or by using the Building Regulations Work Notification Fax form (see subsection5.7.4). Please contact OFTEC’s Registration department for the latest options ofperforming Work Notification.5.8.3 How to Register your Works OnlineWhen notifying your works via the internet you will need to log into the RegisteredTechnician’s area of the OFTEC website (www.oftec.org).Use your password to access Work Notifications. You can then:• Add a new Work Notification.• View Notification history.• Change your password.To add a new Notification you will need to input the following:• Job completion date (once entered this cannot be amended).• The address where the works were carried out (there is an option of providing differentdispatch address, if different to the works address. For new build OFTEC will requiredetails of the relevant Local Authority).• At this point you can also add your own unique job reference number.Once you have entered the site details, you will see a summary screen, click on the AddWork Details button to add work activity details.AMD 04-0413-182010 Edition | Section 5 | Page 19


TECHNICAL BOOK 4:OIL FIRED APPLIANCE & SYSTEM INSTALLATION REQUIREMENTSTo add the job details you will need to complete the following.• Tick the box next to the name of each technician that worked on the job.• Choose the work activity from the drop down list of notifiable jobs.• Select the location (e.g. Boiler Room).• Select the quantity of the type of work.• Click save to save details of work and return to the summary screen.If you experience any problems during the online notification process simply return to thesummary screen and mark the record as invalid. This will prevent the job being notified toLocal Authority Building Control and there will not be a charge.Job details can be amended at any time up to the point where the Local Authority is notified.However, the date cannot be amended, so if this is incorrect mark the notification as invalidto prevent it being reported and start another record with the correct details.5.8.4 How to Register your Works by FaxAn updated version of the Building Regulations Work Notification Fax is available from theOFTEC website (www.oftec.org) or can be obtained from OFTEC on 0845 65 85 080. Onceyou have a master copy, this can be photocopied as many times as needed.The Building Regulations Work Notification Fax is spilt up into sections (1-4) which consist ofa series of boxes. Record the postal address as listed with the Royal Mail where the works were carriedout. Please ensure you provide the postcode, a contact name and telephone number forthe person responsible for the property.If property is new build, tick box and record the name of the Local Authority concerned.7. Compliance Certificates produced for oil, heating, hot water and electrical work selfcertifiedunder Schedule 3 of The Building Regulations 2010 are automatically sent tothe property where the work is carried out. If you require a duplicate certificate, pleasecall OFTEC Registration Services on Tel 0845 65 85 080 to order following thenotification being made. You will need your OFTEC Company number andaddress/postcode of the property ready when calling.8. The date when the works were fully completed.9. If you have your own unique reference/invoice number for the works, you can enter it inthis section so notification is easily recognisable for you. This is optional.10. Section 4 lists the oil work types. You are required to put the quantity (if any) next toeach item of work you have completed. E.g. If you have installed a new boiler andheating system, you are required to notify both the boiler and the system which can bedone on the same submission.10.1 Registered Technicians holding the OFT 105E qualification can notify the followingworks:• Install an open flue pressure jet appliance or conversion.• Install a room sealed balanced flue pressure jet appliance.• Install an open flue vaporising appliance or conversion.• Install a fan assisted vaporising appliance.• Install/alter/commission wet central heating system and associated controls.• Install/alter/commission dry central heating system and associated controls.• Install and commission a flue liner/chimney system.• Install and commission a vented hot water storage system.10.2 Registered Technicians holding the OFT 600 qualification can notify the followingworks:• Install an oil storage tank.• Install oil supply pipework.10.3 Registered Technicians holding the OFT 101 qualification can notify the followingworks:• Commission a pressure jet appliance installation ≤ 70kW.• Commission a pressure jet appliance installation > 70kW.Page 22 | Section 5 | 2010 EditionAMD 04-0413-18

If electrical installation work is to be notified, the name and registration number of theappropriately qualified technician (i.e. holding OFT 103 Full Scope Part P registration)should be entered here.12. Section 3a lists the electrical work types associated with oil fired equipment. You arerequired to put the quantity (if any) next to each item of work you have completed.12.1 Technicians holding the OFT 103 qualification can notify the following works viaOFTEC:• Replace a consumer unit.• Partial rewire.• Installation of a generator.• Upgrade or alteration to means of earthing.• Circuit alteration or addition in a kitchen or special location.• One or more circuits.• New Installation (new build).• Lighting/Power outdoors.• Rewire of all circuits.• Control wiring including that of fire, security, heating, cooling or ventilationsystems.• ELV Lighting within the Building.• Electric Floor or Ceiling Heating System.Reference should be made to the Regional requirements at the back of this book forfurther guidance on which electrical works do and do not require notification.13. You need to sign the form to declare that the works you are notifying have been carriedout in accordance with Local Building Regulations. Without a signature, the notificationwill not be processed.<strong>14</strong>. The completed form is to be faxed back to OFTEC on this number. Check beforesending that the form has been completed fully. This is a premium rate fax line.
