annual report 2006-07CHAPTER XVIIINFORMATION TECHNOLOGYThe <strong>Ministry</strong> <strong>of</strong> <strong>Textiles</strong> is engaged inenabling Information CommunicationTechnology (ICT) for the efficientdelivery <strong>of</strong> various services to <strong>Textiles</strong>sector. ICT infrastructure is beingstrengthened in the <strong>Ministry</strong> and itsAttached/Subordinate <strong>of</strong>fices along withfield <strong>of</strong>fices to achieve the transparencyand accountability in day-to-day functioning.In order to facilitate the interaction <strong>of</strong> theuser with the <strong>Ministry</strong>, an user interface ismade available on the web site <strong>of</strong> the<strong>Ministry</strong> for forwarding the query /comments / feed back directly to the<strong>of</strong>ficers concerned and getting a reply onthe subject. Moreover, applications likeMIS for RTI cases, Monitoring <strong>of</strong> Courtcases, Monitoring the proposal underWork shed cum Housing Scheme forHandloom Sector, Web enabled systemson monitoring <strong>of</strong> grant-in-aid scheme andPersonal Information System forHandicrafts Sector are being implemented.National Informatics Centre (NIC),Department <strong>of</strong> Information Technology,<strong>Ministry</strong> <strong>of</strong> Communications & InformationTechnology is providing full-fledgedtechnical support in developing andmaintaining the ICT infrastructure and network services along with implementingvarious information systems/analyticaltools for usage at various levels <strong>of</strong>management.ICT InfrastructureTo enhance the in-house services, adedicated application server has beeninstalled for operationalising the FileDiarising System, Public GrievancesSystem and other Intranet applications.Additional Hardware, S<strong>of</strong>tware andNetwork equipments are installed atvarious sections to have an efficient andsmooth Internet / Intranet services for<strong>of</strong>fice automation.Implementation <strong>of</strong> E-GovernanceThe Economic Research and Marketintelligence Unit (ERMIU) is providing anintegrated interface for collection anddissemination <strong>of</strong> Information to Trade andIndustry through a dedicated web site(http://texmin.gov.in/ermiudel/). Various MISapplications like Monitoring Prices <strong>of</strong><strong>Textiles</strong> items, Sickness in the Cotton<strong>Textiles</strong> Industry, Production <strong>of</strong> Yarn/Clothetc are available on the ERMIU web sitealong with databases <strong>of</strong> Man Made Fibre,Jute, Silk, Export & Import <strong>of</strong> textile items.Latest information on the Policies, Plans,Budget, Schemes, Acts, Notifications andinitiatives taken by the <strong>Ministry</strong> are madeavailable on the web site <strong>of</strong> the <strong>Ministry</strong>(http://texmin.gov.in).Moreover existing services on intranethas been upgraded by linking various inhouseapplications. ICT security policy /guidelines are being taken up forimplementation in the <strong>Ministry</strong> and itsAttached / Subordinate <strong>of</strong>fices.ICT implementation in otherorganizationAttached and subordinate <strong>of</strong>fices underthe <strong>Ministry</strong> have also upgraded their ICTinfrastructure as per the requirement withsophisticated LAN. These <strong>of</strong>fices hadenhanced their respective web sites tobecome more users centric. Variousapplication forms required by the public or211
ministry <strong>of</strong> textilesTrade community for submitting theproposal under different schemes arealso provided on the site for downloading.To disseminate the information at thegrass root level, field <strong>of</strong>fices are equippedwith Internet and Email facility.Reorientation courses for the purpose arealso organized for <strong>of</strong>ficials to operate anddeliver the services more effectively.212
