Statistical Profile of the Department:II.a. Textiles & Handloom Department started functioning as a separate Departmentfrom 1.07.1991. After addition of Handicraft sector in 2/2012, the name of theDepartment became “<strong>HANDLOOMS</strong>, <strong>TEXTILES</strong> & <strong>HANDICRAFTS</strong><strong>DEPARTMENT</strong>”b. It has two Directorates – (i) Directorate of Textiles and (ii) Directorate ofHandicrafts & Cottage Industriesc. Deals with mainly 4 sectors – Textile (Coop. Spinning Mills & Power-looms),Handlooms (Handloom weavers/ancillary workers), Sericulture (Sericulturefarmers/rearers) & Handicraft (Handicraft artisans). Almost all the units underTextiles Sector are under privatisation/liquidation.Organisational Structure:a. Handlooms, Textiles & Handicraft Department,b. Detail Information about the SectorsHandlooms & TextilesIntroductionOdisha, the land famous for its rich heritage and artistic culture has hightradition of its handloom products specially known as Ikat fabrics. It is believed thatthis age-old cottage industries and art of weaving was in existence in the state evenprior to 600 B.C. The skill and knowledge imbibed over the generation, has given theOdisha hand-woven textiles an unparalleled depth, range & strength. The traditionalproducts like, “Khandua” of Nuapatana, “Maniabandhi” of Maniabandha “Habaspuri”of Kalahandi, “Bomkai” of Ganjam & Sonepur, “Kataki” of Jagatsingpur “Kotpad” ofKoraput, “Parda” of Khurda, “Kusumi” of Nayagarh, “Saktapar” and “Bichitrapar” ofBargarh and Sambalpur etc. are unique in reflecting the essence of traditional way oflife with expression of their unparallel craftsmanship. Thus Handloom Sector occupiesan eminent place in preserving the country’s heritage and culture and plays a vital rolein the economy. To protect the weavers from competition in various fields,Government has taken positive steps for registration of traditional product of Odishaunder Geographical Indication.Government of Odisha focuses sericulture as a sustainable livelihoodprogramme for upliftment of Scheduled Tribes, Scheduled Caste and under privileged


people of the State. Sericulture has a long tradition and way of life for tribals in someareas of the State where abundant manpower is available. Sericulture farmers are poorand belong to weaker section of the society. As per past occurrence the following areas/districts such as Balasore, Jajpur,Cuttack, Kendrapara, Bargarh, Jharsuguda, Sambalpur, Subarnapur, Ganjam,Boudh, Keonjhar & Bhadrak for Handloom Sector are prone to hazards ofnatural calamities like Flood/Cyclone/Heavy rain.b. Similarly, in Sericulture Sector the following districts such as Cuttack,Kendrapada, Jagatsingpur, Nayagarh, Jajpur, Angul, Dhenkanal, Mayurbhanj,Deogarh, Sambalpur, Kalahandi, Nuapada, Sundargarh, Koraput, Rayagada,Gajapati, Phulbani, Boudh, Balasore & Keonjhar are prone to hazards ofnatural calamities like Heat wave/Hail storm/Flood/Cyclone/Heavy rain.


II.c. In hazard prone areas of Handloom Sector, Inspector of Textiles & TechnicalAssistant are at field level to look after & assess the losses/damages andSARCS and Weaving Supervisor at Zonal level to help the field staff &coordinate with the Nodal officer at Zone Offices.d. Similarly, in Sericulture Sector Technical Inspector, Senior Tassar Assistant &Field Assistant are at field level to look after & assess the losses/damages andProduction Officer at Zonal level to help the field staff & coordinate with theNodal officer at Zone Offices.e. Zonal Deputy/Assistant Director will work as the Nodal Officer in respect ofthe Districts falling under his jurisdiction. Zonal Office will work as the controlroom for the area (in term of Districts) falling under the jurisdiction of theconcerned Officer. Handloom and Sericulture zone offices will work for theirrespective sector.f. Identification of safer places nearest to the affected areas to utilise the CommonFacility Centres and Organisational building available for providing shelter tothe affected people during occurrence of calamities with co-ordination ofDistrict administration.g. Zonal Officers will identify weavers/sericulture farmers of the above disasterprone area and prepare a data base.h. Zonal Office will work as the control room for the area (in term of Districts)falling under the jurisdiction of the concerned Officer. Zonal Deputy/AssistantDirector will work as the Nodal Officer in respect of the Districts falling underhis jurisdiction. Handloom and Sericulture zone offices will work for theirrespective sector.i. Directorate of Textiles to work as the State Level Control Room to monitorDisaster Management. Additional/Joint Director of Textiles will function as theNodal Officer in the Directorate.Handicraft Sectora. The coastal belt is flood-prone and other belts are generally prone to cyclone.As per past occurrence the following areas/districts such as Balasore, Jajpur,Cuttack, Kendrapara, Bargarh, Jharsuguda, Sambalpur, Subarnapur, Ganjam,Boudh, Keonjhar & Bhadrak for Handicrafts Sector are prone to hazards ofnatural calamities like Flood/Cyclone/Heavy rain.


. In hazard prone areas of Handicrafts Sector, IPO in Block Level will act asbase level field officer for the concerned block and coordinate with the Nodalofficer at district level Offices.c. GM, DICs/RICs in each district will act as district level Nodal Officer andDIC/RIC will function as control room for the concerned district. NodalOfficers in the district level i.e. G.M. DIC/RIC will identify artisans of theabove disaster prone area and prepare a data base.d. Identification of safer places nearest to the affected areas to utilise the CommonFacility Centres and Organisational building available for providing shelter tothe affected people during occurrence of calamities.e. Directorate of Handicrafts & Cottage Industries to work at the State Level asControl Room to monitor the programme. Addl. Director/Joint Director ofHandicrafts will function as the Nodal Officer in the Directorate.III.Handlooms, Textiles & Handicrafts Department:IV.Additional Secretary / Joint Secretary of Handlooms, Textiles and handicraftDepartment will function as Nodal officer at the Departmental level tomonitor all the activities.Awareness and Capacity Building of the staff on the following aspects:a. To keep updated information on areas likely to be affected by naturalcalamities.b. To assess probable damage in case the calamities occur.c. To access net work available for providing relief to the affected people i.e.Local Revenue authorities, Health Centres, NGOs, Panchayat Office and otherline department etc.d. Communication to proper quarter during pre-hazard, hazarde. Preliminary knowledge on evacuation and availability of safety places fortemporary shelter.f. To conduct mock drills four to five times to assess their capacity to pace withany disaster.g. Post-hazard mitigation plan.h. Construction of concrete pit for all pit-looms.i. Coverage of all eligible weavers/ artisans/sericulture farmers under HealthInsurance and Life Insurance Scheme.


5. Implementable Standard Operating Plan:TrainingThe Directorates, with the support of OSDMA, will organize proper trainingof officers and staff from time to time at different places so that they can help inrescue, evacuation and relief work at different stage of disaster. The DisasterManagement Committees formed under the Directorates will be kept ready sothat they can move to disaster site/affected area on short notice.Mock DrillMock drill is an integral part of the disaster management plan, as it is apreparedness drill to keep the community alert. Search and Rescue Teams atdistrict and block level will carry out mock drills on various disasterssituation annually. Mock drills will be organised at village level to activate thevillage level committees. Basically this is a simulation exercise, which ifpracticed several times, would help in improving the cohesiveness of thecommunity during an emergency. The community’s preparedness could beenhanced through mock drill exercise organised once in six months as per theseasonality calendar of natural disaster events that is likely to occur. Both theDirectorates will ensure organisation of Mock Drills as above.Public awareness is an important part in disaster preparedness. Theaim of public awareness programs is to promote an informed, alert and selfreliantcommunity regarding capability of playing its full part in support of andin co-operation with the agencies and teams responsible for disaster managementactivities. An essential part of a disaster preparedness plan is the education ofthose who may be threatened by a disaster.Implementable Plan of ActionThe Handlooms, Textiles & Handicrafts Department will initiate envisagedactions based on necessary horizontal & vertical linkages provided by the Nodalofficers and monitor the actions.‣ On information of probable hazards, Arrange shifting of people to safer placein shortest possible time.‣ On occurrence of any hazard, concerned Inspector of Textiles/TechnicalAssistant/Technical Inspector/Field Assistant/Sericulture Tassar Assistant/Industries Promotion Officer etc of the area will immediately intimate the sameto their respective Zonal officer/ GM, DICs.‣ Identify the weavers/ artisans /sericulture farmers affected emergencyassistances to be provided and contact officials of the other line department ofthe area for extending help.


‣ Zonal officer/ GM, DICs on getting the information from the field officials willimmediately bring the matter to the notice of the District revenue Authority aswell as the Nodal Officer of the respective Directorates.‣ Zonal officer/ GM, DIC himself may immediately visit the areas on priorityand also depute responsible subordinates like Sub Assistant Registrar Co-Operative Society (SARCS), weaving supervisor and Production Officer,DCIO/Asst. Managers etc to co-ordinate the mitigation activities.‣ Assessment of losses shall be made by the Inspector of Textiles, TechnicalAssistant, Technical Inspector, Senior Tassar Assistant, Field Assistant andIPOs for respective sectors at field level and submit the same to Zonal offices.The Nodal Officers (Zones) shall take step for development of Data Base andsubmit the consolidated report along with recommendation of other linedepartments (wherever necessary) to the Directorates for further action onproviding rehabilitation assistance.‣ Divisional officers will keep close liaison with the zonal officer and function asthe co-ordinating agency between Zonal officer and Districtauthorities/Directorate.‣ Officials from the Directorates will be deputed to the worst affected area to coordinatethe relief operation.‣ Basing on the reports received from zonal level, Directorate will submit theproposal to Handlooms, Textiles & Handicrafts Department and other Agenciesfor availing assistances for rehabilitation and restoration.‣ Assistance received from various sources will be channalised through zonaloffices to the affected areas under the supervision of field functionaries.6.
