THE LEGATUM INSTITUTEFOREWORDIs Turkey a modern productive society, a potential model for Islamic moderatesaround <strong>the</strong> globe who are seeking to build stable, affluent nations withoutlosing <strong>the</strong>ir religious identity? Or is Turkey a cauldron of discontent, a countrythat conceals bitter ethnic and religious conflict (not to mention class warfare)beneath a mask of moderation?The answer is all of <strong>the</strong> above. Turkey is a candidate for membership in <strong>the</strong>European Union, yet it ranks just <strong>89</strong>th on this year’s Prosperity Index—behind(among many o<strong>the</strong>rs) Lebanon, Tunisia, Jordan, Morocco and Saudi Arabia. Itis a democracy that none<strong>the</strong>less rates a wretched 127th place on <strong>the</strong> <strong>Legatum</strong>Prosperity sub-index for Personal Freedom. Its GDP per capita tops $16,000 inpurchasing power and is growing briskly, yet it earns only a middling 74th place on<strong>the</strong> Prosperity Index ranking for <strong>the</strong> Economy. It is a tourist paradise, yet rates atroubling 93rd on <strong>the</strong> sub-index for Safety & Security, and a catastrophic 133rd on<strong>the</strong> sub-index for Social Capital.Hilton Root, a professor of public policy at George Mason University in Virginia,currently leading a USAID-funded project on effective government in Muslimmajoritycountries, doubts that Turkey can live up to <strong>the</strong> hype. Both Turkishsociety and its economy, he argues, rest on fragile foundations. <strong>An</strong>d <strong>the</strong> commonview that Turkey has found <strong>the</strong> golden mean between Islam and modernityis largely a reflection of wishful thinking.
