SCHEME OF TESTING AND INSPECTIONFOR CERTIFICATION OFENAMEL, INTERIORa) UNDERCOATING b) FINISHINGACCORDING TO IS : <strong>133</strong>-2004 (Fourth Revision)Doc: STI/<strong>133</strong>/6July 20131. Laboratory <strong>–</strong> A laboratory shall be maintained, which shall be suitably equipped andstaffed where the tests shall be carried out in accordance with the methods given inthe specification.2. Test Records - All records of tests shall be kept in suitable forms approved by theBureau of Indian Standards (See Form 1 annexed).2.1 Copies of any records or charts that may be required by the Bureau shall be madeavailable at any time on request.2.2 Quality Control <strong>–</strong> It is recommended that, as far as possible, statistical qualitycontrol (SQC) methods may be used for controlling quality during production asenvisaged in this scheme [See IS 397 (Part 1) : 2003 and IS 397 (Part 2) : 2003 andIS 397 (Part 3) : 2003]3. Standard Mark <strong>–</strong> The Standards Mark as given in column (1) of the first schedule ofthe license shall be printed on each container and on the label applied to the container;provided always that the material in each container to which this mark is thus appliedconforms to every requirement of the specification.4. Marking <strong>–</strong> In addition, the following information shall be given on the container oron the label applied to it :a) Name of the manufacturer and recognized trade mark, if any;b) Name and type of the material and indication whether undercoating orfinishing;c) A statement ‘synthetic’ if the material contains phthalic anhydride asprescribed under clause 5.10 of IS : <strong>133</strong>;d) Volume of the material in the container;e) Batch No., or Lot No. in code or otherwise;f) Month and year of manufacture;g) Colour/Shade of the materialh) Under Coating/Finishing; andi) Lincence No.(CM/L-……………..)4.1 Packing - Unless otherwise agreed to between the purchase and the manufacturerthe material shall be packed in metal containers confirming to IS 1407 and IS 2552.4.1.1 Other details of packing and marking shall be in accordance3 to the instructions givenby the purchaser.4.1.2 The material, when intended for defense purpose, shall be packed and markedin accordance with IS 5661: .

Levels of Control - The tests as indicated in Table 1, and at the levels of controlspecified therein, shall be carried out on the whole production of the factory which iscovered by this scheme and appropriate records and charts maintained in accordancewith paragraph 2 above., All the production which conforms to the Indian Standardsand covered by this license shall be marked with Certification Marks of the Bureau.5.1 Control Unit - For the purpose of this Scheme, the enamel of one type producedduring a shift at one uniroll and thoroughly homogenize shall constitute a control unit.5.2 The control unit shall be considered fit for the purpose of marking if sample takenfrom control unit and tested as in Table 1 is found conform to the relevantrequirements of the specification.5.3 In case of failure of the sample from a control unit to conform any of the requirementsof the specification, the entire material of the control unit shall be considered as unfitfor marking. The material can be reprocessed and marked if the sample drawn fromthe reprocessed control unit meets all the requirements of the specification.6. Raw Material <strong>–</strong> Each consignment of the thinner received in the factory shall betested for flash point and only those consignment conforming to the relevant ISspecification shall be used for enamel’s production.6.1 Only such resins, pigments and vehicles received in the factory shall be used forcertified enamel’s production whose composition similar to that of the raw materialsused for the manufacture of the registered sample. Each consignment of thesematerials shall be test for the moisture content, and in no case, the moisture shallexceed 0.5% stored by weight, when tested by Dean and Stark method.NOTE : The composition of the raw material used for certified enamel productionshall be determined and the test results shall be kept in suitable form. Alternatively, atest certificate shall be obtained from the suppliers of raw materials for eachconsignment received.7. In respect of all other clauses of the specification, the factory shall maintainappropriate controls and checks to ensure that the product conforms to the variousrequirements of clauses.8. REJECTION- A separate record providing the detailed information regarding therejected control units and mode of their disposal shall be maintained. Such material ifpacked in containers shall in no case be stored together with that conforming tospecification.9. SAMPLES- The licensee shall supply, free of charge the sample(s) required inaccordance with the Bureau of Indian Standards (Certification) Regulations, 1988, assubsequently amended, from his factory or godowns. The Bureau shall pay for thesamples taken by it from the open market.

REPLACEMENT- Whenever a complaint is received soon after the goods withStandard Mark have been purchased and used, and if there is adequate evidence thatthe goods have not been misused, defective goods are replaced free of cost by thelicensee, in case the complaint is proved to be genuine and the warranty period (whereapplicable) has not expired. The final authority to judge the conformity of the productto the Indian Standard shall be with the Bureau. The firm should have own complaintinvestigation system as per IS 15400.In the event of any damages caused by the goods bearing the standard mark, or claimbeing filed by the consumer against BIS Standard Mark and not “conforming to” therelevant Indian Standards, entire liability arising out of such non conforming productsshall be of licensee and BIS shall not in any way be responsible in such cases.11. STOP MARKING- The marking of the product shall be stopped under intimation tothe Bureau if, at any time, there is some difficulty in maintaining the conformity ofthe product to the specification, or the testing equipment goes out of order. Themarking may be resumed as soon as the defects are removed under intimation to BIS.The marking of the product shall be stopped immediately if directed to do so by BISfor any reason. The marking may then be resumed only after permission is given bythe BIS. The information regarding resumption of markings shall also be sent to theBureau.12. PRODUCTION DATA<strong>–</strong> The licensee shall send to BIS, as per the enclosedproforma, a statement of the quantity produced, marked and exported by him and thetrade value thereof during the half year ending 30 June and 31 December.This statement is required to be forwarded to BIS on or before the 31 st day of July andJanuary for the proceeding half-year.
