<strong>Minutes</strong> E.C. 07.06.2013The Majlis (EC) , carefully noted the contents <strong>of</strong> the Hon’ble HighCourt <strong>of</strong> Delhi orders dated 16.04.2013 wherein it has been opined thatthe Respondent No. 1 i.e. <strong>Jamia</strong> <strong>Millia</strong> <strong>Islamia</strong> can, in accordance withlaw, consider imposition <strong>of</strong> lesser punishment upon petitioner.While honoring Hon’ble Court’s observations, the Majlis (EC)arrived at the conclusion that there is only one penalty <strong>of</strong> “Removal fromServices” on account <strong>of</strong> misconduct <strong>of</strong> a teacher in University Statutes.The University can not impose any other punishment.Action: OSD/Asstt. Registrar (Schools)EC-2013 (IV): Reso. 04Consideration <strong>of</strong> the Eligibility Determination <strong>of</strong> JJ dwellers as pernew guidelines dated 25.02.2013 for implementation <strong>of</strong> the schemefor relocation/rehabilitation <strong>of</strong> JJ dwellers under JNNURM-2013.The Majlis (EC) noted all the facts about the <strong>Jamia</strong>’s land bearingKhasra No. 178 <strong>of</strong> Revenue Estate <strong>of</strong> Village Okhla measuring about 5Bigha under encroachment and the action taken by the University asunder:1. This land falls in Noor Nagar area adjacent to University staffresidential colony Ajmal Bagh. PP Act cases are being proceededagainst the encroachers in the Office <strong>of</strong> the Estate Officer <strong>of</strong> <strong>Jamia</strong>.2. In the meantime, the University taking advantage <strong>of</strong> the Government<strong>of</strong> NCT <strong>of</strong> Delhi rehabilitation scheme, took up the matter with theerstwhile Slum & JJ Department <strong>of</strong> MCD during 2002. According tothe survey conducted at that time, 66 jhuggies were found to beremoved and relocated to alternate places by MCD for whichdemands <strong>of</strong> Rs. 13.38 Lacs were made provisionally. The Universitypaid the amount <strong>of</strong> Rs. 13.38 Lacs to MCD vide Cheque No. 355877dated 26 th December, 2003. This scheme for allotment <strong>of</strong> alternateplot to the jhuggi dwellers could not materialize at that time.3. The University pursued the matter with the MCD during the year2008. It was informed by the MCD that the Government has modifiedits policy and framed new guidelines for implementation <strong>of</strong> schemefor relocation/rehabilitation under a re-designated nodal agencynamed as Delhi Urban Shelter Improvement Board. Under the newpolicy instead <strong>of</strong> allotting plots to the eligible jhuggi dwellers, the flatsconstructed in large numbers in Bawana and other places around7
