SMAQMD’scomments follow.The applicant’s request to reduce this parcel’s residential density from 6.6± acres of RD-20 and3.6± acres of RD 7-10 to RD-7 for the 10.2 gross acre parcel is in conflict with several GeneralPlan land use and housing policies that are critical to prevent additional low density, autoorienteddevelopment and related increases in air pollution. The policies include, but are notlimited to:‣ Policy LU-9. Residential buildout of planned communities shall occur at a minimum ofthe approved plan densities.‣ Policy LU-21. ‣ Policy LU-22. Specific Plans and Community Plans should provide a balance ofemployment, neighborhood services, and different housing types wherever feasible.‣ Policy LU-89. Support planning for and development of mixed use centers and urbanvillages along commercial corridors to improve quality of life by creating diverseneighborhood gathering places, supporting enhanced transit service and non-automotivetravel, stimulating local economic development, eliminating blight and balancing landuses.In addition to General Plan policy conflicts, the Wildhawk project may endanger emissionsreductions prescribed in the adopted Vineyard Springs Air Quality Mitigation Plan (AQ-15). TheAQ-15 requires high density residential uses within ¼ mile of existing or planned transit service.Regional Transit’s TransitAction Plan includes Hi-Bus service along Bradshaw. Densityreductions at this and other sites 1 within the Vineyard Springs Comprehensive Plan may renderRT’s Hi-Bus service infeasible, and potential emissions reductions could be lost.In closing, we urge the County to maintain the integrity of the Vineyard Springs ComprehensivePlan by preserving the RD-20 designation for the Wildhawk project as well as others in the planarea. SMAQMD Rules & Regulations Statement (revised March 2012)The following statement is recommended as standard condition of approval or constructiondocument language for all development projects within the Sacramento Metropolitan Air QualityManagement District (SMAQMD):All projects are subject to SMAQMD rules in effect at the time of construction. A completelisting of current rules is available at www.airquality.org or by calling 916.874.4800. Specificrules that may relate to construction activities or building design may include, but are not limitedto:Rule 201: General Permit Requirements. Any project that includes the use of equipmentcapable of releasing emissions to the atmosphere may require permit(s) from SMAQMD prior toequipment operation. The applicant, developer, or operator of a project that includes anemergency generator, boiler, or heater should contact the SMAQMD early to determine if apermit is required, and to begin the permit application process. Portable construction equipment(e.g. generators, compressors, pile drivers, lighting equipment, etc.) with an internal combustionengine over 50 horsepower are required to have a SMAQMD permit or a California AirResources Board portable equipment registration. Other general types of uses that require apermit include, but are not limited to dry cleaners, gasoline stations, spray booths, andoperations that generate airborne particulate emissions.Rule 403: Fugitive Dust. The developer or contractor is required to control dust emissions fromearth moving activities, storage or any other construction activity to prevent airborne dust fromleaving the project site.Rule 414: Water Heaters, Boilers and Process Heaters Rated Less Than 1,000,000 BTUPER Hour. The developer or contractor is required to install water heaters (including residencewater heaters), boilers or process heaters that comply with the emission limits specified in therule.Rule 417: Wood Burning Appliances. This rule prohibits the installation of any new,permanently installed, indoor or outdoor, uncontrolled fireplaces in new or existingdevelopments.Rule 442: Architectural Coatings. The developer or contractor is required to use coatings thatcomply with the volatile organic compound content limits specified in the rule.Rule 460: Adhesives and Sealants. Rule 902: Asbestos. The developer or contractor is required to notify SMAQMD of anyregulated renovation or demolition activity. Rule 902 contains specific requirements forsurveying, notification, removal, and disposal of asbestos containing material.Naturally Occurring Asbestos: The developer or contractor is required to notify SMAQMD ofearth moving projects, greater than 1 acre in size in areas “Moderately Likely to Asbestos”within eastern Sacramento County.
