ORDINARY PART1- Approval of the minutes of the General Meeting held on 7th of June 2011The minutes are unanimously approved.2- Report from the Principal on the start of the academic year 2011/2012The Principal greets the French Ambassador, the members of the Executive Committeeand all those present at the General Meeting.The Principal gives an account of the start of the academic year 2011/2012, which wentvery satisfactorily. This start of the academic year was challenged by the re-opening ofthe Serangoon site and the continuous increase in the number of pupils.2.1 Number of pupils and structureThe number of pupils as at 1 st November 2011 amounts to 1,956:- 414 kindergarten- 809 primary- 508 secondary (“collège”)- 225 upper secondary (“lycée”).The structure is as follows:- Kindergarten (17 classes): opening of 1 “Grande Section”,- Primary (36 classes): opening of 1 “Cours Préparatoire”, opening of 3 “CoursElémentaires – 1ère année”, closing of 1 “Cours Elémentaire – 2 nde année”,opening of 2 “Cours Moyens – 1ère année”,- Secondary and upper secondary (33 classes): opening of 1 “sixième”, opening of1 “cinquième”, opening of 1 “troisième”, closing of 1 “seconde”, opening of 1“première S”.The number of pupils per classroom is between 16 and 27. 2.4 Educational projectsThe Principal informs the audience of the new themes of the 3-year educational plan(“projet d’établissement”) for the period starting in September 2011 and ending in June2014:- French and foreign languages- Science- Humanist and art culture- Focus on children blossoming and success- New technologiesNew educational projects include:- Development of common tools in kindergarten (music files, appraisal files…),- Bilingual French/English projects in kindergarten,- Launch of individual tutoring (“Aide personnalisée”) in primary school,- Use of new IT tools (investment in interactive white boards in primary school),- Opening of secondary 1 classes with two foreign languages (Mandarin/English),- Opening of bilingual classes (secondary 4 or “troisième”) with the internationaloption of the “Brevet des Collèges” (certification at the end of the “troisièmeclasses”),- Follow up of the change in the curriculum in secondary school (“ Réforme dulycée”- Change in appraisals in English in secondary school (appraisal per group of levelsas well as per scale applicable in France)- Opening of group by levels for English and Spanish classes in secondary school.3 – Report on the organisation of the French School and the Committees actionswithin the Management Committee.The President, M. Laurent Mayer, gives a reminder of the school’s organization.Lycée Français de Singapour Ltd is a Singaporean private company which signed aconvention with « AEFE », Agence pour l’Enseignement Français à l’Etranger. Thiscompany is registered as a charity and with the Singaporean Ministry of Education. TheFrench School is managed by an Executive Committee of 12 directors (6 corporaterepresentatives and 6 parents representatives) which are in charge of the operations ofthe French School and its budget. Two committees support the Executive Committee: theeducational committee which is in charge of all educational aspects and the managementcommittee which supports the actions of the management of the French School for theoperational aspects. The chairmen of the educational committee and managementcommittee are the Principal and the Supervisor, respectively. Two general meetings areconvened during the year to present activities of the school and financial information.During the general meeting in October/November, new directors are elected. Roles andresponsibilities within the Executive Committee are discussed, allocated and voted duringmeetings of the Executive Committee members.The Supervisor, M. Serge Genetet, summarises the missions of the differentcommissions within the Management Committee. Appendix 1 : Speech of the Ambassador of France in SingaporeMonsieur le Président, cher Laurent MAYER ,Monsieur le Proviseur, cher Patrick SUCUR ,Mesdames et Messieurs, chers amis,C’est pour moi un réel plaisir d’être présent parmi vous ce soir à l’Assemblée Généraledu Lycée Français de Singapour.Je souhaiterais tout d’abord adresser mes remerciements les plus sincères auxenseignants, aux agents du lycée, et aux parents d’élèves qui chaque années’investissent toujours plus dans la vie de l’établissement.Aux nouveaux arrivants, je souhaiterais vous dire avant tout : « Bienvenue dans unmagnifique établissement, n’ayons pas peur des mots, dans le plus beau Lycée Françaisà l’étranger ! » Je voudrais souligner que Notre lycée est solidement implanté, reconnu etapprécié à l’échelle internationale. S’il obtient chaque année d’excellents résultats, c’estgrâce à un enseignement de haut niveau, apprécié, avec un personnel d’encadrementmotivé que je voudrais à nouveau saluer ici ce soir. Permettez-moi de rappeler ici lestrès bons résultats obtenus en juin dernier avec un taux de 100% de réussite aubaccalauréat pour nos 72 élèves concernés dont 64 ont obtenu des mentions ! C’estaussi un établissement qui jouit d’infrastructures fonctionnelles et attrayantes et qui offreun large éventail d’activités extra-scolaires, sportives et culturelles. En contact auquotidien avec deux cultures et trois langues, nul doute que nos enfants disposerontd’atouts supplémentaires dans la poursuite de leur vie d’étudiant puis professionnelle.Notre communauté à Singapour est en plein essor et il convient d’accompagner cet élanen prévoyant dès à présent les structures de demain. L’Etat, à travers l’AEFE, nemanquera pas de s’engager dès lors que les entreprises françaises à Singapour seseront mobilisées pour qu’un projet immobilier puisse voir le jour à horizon proche, afinde pouvoir répondre aux attentes de notre communauté. Il s’agit comme vous pouvezl’imaginer d’un investissement important qu’il faudra couvrir par un financementprovenant des sociétés actionnaires du Lycée et des sociétés donatrices, En cettepériode où ce nouveau challenge attend le lycée français de Singapour, il est essentielque tous, nous soyons mobilisés et rassemblés afin que celui-ci aborde avec sérénité etsuccès ses échéances futures.Au moment où cette assemblée générale va désigner plusieurs nouveaux membressiégeant au comité de gestion, permettez-moi d’adresser ce soir aux partants mesremerciements les plus sincères pour avoir remarquablement accompli votre mission,bénévole, rappelons-le.
