SOUTH WORCESTERSHIRE DEVELOPMENT PLAN - PREFERRED OPTIONS 2011: SCHEDULE OF ISSUES AND RECOMMENDED RESPONSESRowNo.Issues raised & changes soughtRepresentationNos.Officer considerationRecommended responseSWDP 6 /NEW.D– Worcester Old Brewery Service Station1 Omission – Proposed AdditionalSiteClaines Royal British Legion Club andadjacent land is owned by themembership. No permission has beengiven for the land to be developed inany way. If someone has indicated theland is available for development ithas been done without authorisationand should be deleted from the planimmediately.Utilise unused land first. i.e. the OldBrewery Service StationResponses to 6/12 are dealt withseparately.Old Brewery Service Station site onBarbourne Road was allocated forresidential development in the City ofWorcester Local Plan 1996-2011 and isrecorded in the SHLAA as part of site W028(which excludes the adjacent Kwik Fit tyrepremises). The total site (for SHLAApurposes) measures 0.28 ha. and at a highdensity of development for flats coulddeliver up to 40 dwellings. The sitebenefited from an appeal decision in 2009to grant outline planning permission for aconvenience store with 12 residential flatsabove. That permission lapsed in February2012 and has not (at the time of writing thisreport) been renewed). The former LocalPlan allocation for the site was not carriedforward into the SWDP because it wasassumed that the appeal scheme would goahead. The absence of a site specificallocation would not, in any event, preventthe former petrol filling station site comingforward during the plan period as windfallresidential development. However, in theabsence of the (now lapsed) appeal schemegoing ahead it is recommended that theSignificant changeChange SWDP as follows:Reinstate allocation of former Old BreweryService Station in SWDP 6 on BarbourneRoad as an allocated site for residentialdevelopment, with the same siteboundaries as in the City of WorcesterLocal Plan – for 6 dwellings and add thesite to the schedule of sites for housing inTable 6.Significant change requiringconsultation1 Council meetings 3 rd July 2012
