Brief History of Racing in TurkeyPre-Turkish RepublicHorses have always been very important creatures with presences seen in theSumerians, Elams, Hurris, Hittites, and other societies and civilizations, which havelived around 3000 BC in Anatolia, corresponding to the Turkish land in the present,and most of which have been proven to have Turkish and Central Asian origins.The entire world knows the importance of horses for Turks who have finally settledin Anatolia after 1000 AD, and therefore I will not be talking about it here today.The subject of my presentation is the last periods of the Ottoman Empire, and thenew Turkish Republic that was founded in 1923, and the vision of our founderMustafa Kemal Atatürk on equine activities, reaching the present.Friday, July 20, 12


Brief History of Racing in TurkeyPre-Turkish RepublicWe know that the first races in the Ottoman Empire in Western standards were heldin Izmir in September 23, 1856.These races were organized by the Smyrna Races Club that was founded in Turkeyfor the first time.The Ottoman emperor Sultan Abdulaziz who was known to be very muchinterested in sports and racing, allocated 300 golden coins from his own personaltreasury (Hazinei Hassa) for these races organized by Smyrna Races Club in Izmir,and a big race has been held under the name the Sultan Derby every year with thisaward.Friday, July 20, 12

Ataturk’s vision For Racing in TurkeyAfter the 1st World War, MUSTAFA KEMAL ATATÜRK, the founder of the new TurkishRepublic founded after the fall of the Ottoman Empire, said, with his outlook toworld that embraces new horizons, “Horseracing is a social need for modernsocieties,” and he ordered that a system fully in line with European standards to bebuilt.The Turkish National Grand Assembly passed the Law Nr. 904 on Improving Animalsin 1926, which included the rules for modern horse races, and the “RaceImprovement Council” to govern the races in Turkey.This council has immediately issued by laws and regulations on horse races forpurebreds and thoroughbreds, consisting of a blend of the British and the Frenchracing system.Friday, July 20, 12


Ataturk’s vision For Racing in TurkeyHorse races were held from 1926 to the present without any interruptions.As soon as this law was passed, our great leader ATATÜRK has asked all thestatesmen, leading with the prime minister and the chief of staff, as well as manyothers.ATATÜRK and others have imported new horses from abroad, and regular racesstarted, with the first Turkish Derby being run in 1927.Friday, July 20, 12

Ataturk’s vision For Racing in TurkeyHe did it himself, and asked others to do it as well with Thoroughbreds. He theninstructed the Karacabey Stud for Thoroughbreds, and most of the horse farms fromthe Ottoman Empire for Purebred Arabians to breed horses. From 1928 to 1933many studs and mares were taken from inside the country, the palaces, Iraq, Syriaand Lebanon, to start the foundations of the present day Turkish Purebreds. Ataturk’s vision For Racing in TurkeyEven when the Turkish nation, which came out of the 1st World War defeated, andfought in the War of Independence from 1920 to 1922 immediately after, in greatpoverty, ATATÜRK changed “not many things”, but rather everything in Turkey fromA to Z, in the economic, social, cultural areas with a view of being on the same pagewith the modern world.Despite the conditions prevailing in Turkey in 1926, and the world economic crisis in1929, ATATÜRK never sacrificed from any innovation, and while perhaps one wouldhave not thought of horseracing considering the conditions of those days, heplaced great importance in this matter.Again with great insight, he had asked Italian Violetti, the most important architectacross the world back then, to build the Ankara racecourse and the adjacent sportscomplex, which was opened in 1937.Friday, July 20, 12

Brief History of Racing in TurkeyPre-Turkish RepublicHorse racing organisations in Turkey were carried out under the supervision of theMinistry of Food, Agricultural and Rural Affairs from 1926 to 1944, and under thecontrol of the Race Improvement Council, as per Law Nr. 904, which had been thendone by the Race Horse Owners Association from 1944 to 1953.With the Law Nr. 6132 on Horse Races which was passed in 1953, and which solelygoverned Horse Races, the organisation was carried out by the Jockey Club ofTurkey that was founded in 1950 under the control of the Ministry of Food,Agriculture and Livestock.Friday, July 20, 12

Scale of Off-Track Betting1953, pari-mutuel bets were offered in the form of On Track Betting only, and fromthat time until 1968 T.J.K started offering pari-mutuel bets at many agencies and itsown locales inside the city (Off Track Betting Shops).After 1968, particularly with the pick six becoming popular, TJK opened manyagencies (Off Track Betting Shops), and became a leader across the world in thisarea during these years, together with France and the UK.Following the full integration with the computerised (tote) system since 1992, alldealers have switched to the on-line system, and there are 2700 dealers in thepresent.This organisation has greatly increased the turnover for pari-mutuel bets, and 90%of the total present turnover is through OTB’s and online betting.However, the most important contribution of dealers reached the highest efficiencyupon all races being broadcasted free and live from private and official TV channelsas of 1993.Friday, July 20, 12


Scale of Off-Track BettingBut I found and I believe that this huge bounds realized in the beginning bouncesback in the long run, because horseracing punters profile is very different from theonce of other people. Horse racing itself also is very different then other games.In many speeches, football, car racing, and other sports heroes were mentioned,because they are not famous for just a few years but for 10 – 15 years. In the sameway football, basketball, baseball and teams like Ferrari and their brands were hereto stay for a long time.But I guess that racing fans have forgotten names of many champions beside a fewvery famous stallions and race horses which had been subjects to film makers.Actually this is a very long subject…Friday, July 20, 12


Scale of Off-Track Betting...so if we want to have a great number of customers for a long time, we have toattract these customers constantly (not only for a few major racedays) toracecourses.Thus, when we allow betting on-line using new technologies, we have to know thatthere are many other chance games that people are familiar with. Projections on Future of Turkish RacingSince the inception of the Turkish horsemanship in 1926, all our Governments, andall our Food, Agriculture and Livestock Ministries have offered full support for theRacing Authorities and the TJK.The biggest reason for the stage we have arrived is the fact that the State and anNational Non-Govermental Organisation have worked in harmony by close to onecentury now.Despite all this support, the only subject we cannot succeed in much is the high taxrates on pari-mutuel betting (due to the conditions of our country). I am fullyconfident that in case these rates are reduced to the standards of the rest of theworld, we will get an incredible acceleration in terms of our pari-mutuel revenues.We are also confident that the successful economic development achieved by ourcountry in the recent years will be reflected in these deduction rates as well.Friday, July 20, 12


Projections on Future of Turkish RacingThe targets of the Turkish equine sector are high; the Turkish horsemanshipcontinue working with full confidence, towards becoming the most importantcountry worldwide in terms of horsemanship.Three groups are at utmost importance for development. Many speakers havementioned this already.Horse owners, breeders and of course customers, their happiness is very important.As long as you keep these three components happy, it is inevitable that you grow.Friday, July 20, 12
