History/BackgroundThe <strong>Refuge</strong>(WCA1) was established in 1951 under a 50 year licenseagreement with South Florida Water Management District under theMigratory Bird Conservation Act.– ObjectiveTo achieve maintenance control of allexotic plant species present within the<strong>Refuge</strong>
