Item F-4Thirteen no cost items were included in the recommendations and eleven cost items. Using aone to five scale, with five being of most importance, the items were ranked. The top tworankings (four and five) were then combined to provide a clearer picture of what the elementaryand classified staff felt was of most importance. Of the no cost items, the five most importantrecommendations were: Consistency of staff in applying school rules and discipline. (89.28%) Timely communication between principal and teachers regarding student suspensions andtransfers. (89.2%) Expedite assistance/help for disruptive students. Current process is too slow. (86%) Concrete education for children regarding what it actually means to be safe andrespectful. (85.6% Log all suspensions into eSchools Plus. (75%)The highest priority cost recommendations were: Elementary school counselors. (86%) Training for all staff in dealing with oppositional/defiant students. (74%) Alternative placement. (68%) Classroom management/behavior training. (64%)Establish position of “Crisis Aide”. Person to be on-call to deal with site levelemergencies. (62%)Consistent with the teacher survey administered in March 2008, the highest priority identified bythe elementary classified and certificated staff, with respect to cost items, was again elementaryschool counselors. Information collected from the elementary staff clearly indicates thatadditional resources, i.e. time and funding, are needed in order to effectively deal withchronically disruptive students.During the January, 2011 meeting, the group felt that the student referral form currently in use aMonroe Elementary School provided a good model which could be used at all elementary sites.Coupled with the referral form is a student “Think Tank” form which comes from the BEST(Building Effective Schools Together) program. BEST is based on twelve years of research andcomes from the University of Oregon’s Institute on Violence and Destructive Behavior. Theprogram starts with three schoolwide “umbrella” rules; Be Respectful, Be Responsible and BeSafe. The program further encourages the development of classroom procedures andexpectations that are consistent schoolwide. The BEST program realizes that the use of itstenants will not resolve all student discipline issues. However, strong implementation of theprogram provides a solid foundation for dealing with most behavior issues and clearlyidentifying those that beyond the basic reach of the program. Full and complete implementationof the BEST program requires thorough understanding and commitment to the program from allschool staff (classified, certificated and administrative). The most effective BEST programs alsohave parent participation and buy-in. Additionally, fully implementing the program to the pointwhere it positively impacts a school’s culture takes more than one year. Two to three years ofimplementation are needed as well as training for all school personnel.FISCAL, STAFFING AND FACILITIES ISSUESFiscal: Counselors: The cost to provide a .50 FTE intervention counselor at each of theelementary schools would be approximately $350,000, depending on the experienceof the counselors hired for each school.3/30/11 Page 4 Agenda Item F-4(Discussion)
