Chairman’s <strong>Report</strong>On behalf of the Board I am pleased to presentthe <strong>Annual</strong> <strong>Report</strong> for <strong>2003–2004</strong>.Since the first Board of Examiners wasestablished in September 1861, the way Victorialicenses surveyors has undergone continualimprovement. Previous Boards have diligentlyworked to satisfy the community’s demands forcompetent surveyors and suitable surveyingpractice standards – the current Board is noexception.The Board has worked hard this year to deliversignificant improvements in client services, goodgovernance processes and fee structures. TheBoard also played an instrumental role inpreparing the platform for a new regulatoryenvironment for surveying.The Surveying Act 2004 was presented toParliament by the Minister for Planning, MaryDelahunty MP and will commence on 1 January2005. The new Act represents the culmination ofan extensive survey reform project spanningsome years. Reform was initially driven by theNational Competition Policy and was a catalystfor a thorough re-think of the regulatoryframework. Government partnering with keystakeholders, including the surveying industryand the legal profession, created a system readyfor the challenges of the 21st Century.The Act introduces an expanded Board and a raftof changes that represent distinct improvementsto the way the Board’s business can beconducted. I believe that the new regulatoryframework will better position the Board to makesignificant improvements as to how surveyingstandards are maintained and to meet thegrowing land and spatial information needs ofthe community.The Board hosted a Melbourne meeting of theCouncil of the Reciprocating Surveyors Boards ofAustralia and New Zealand CRSBANZ. The Boardfacilitated important progress towards settingnational competency standards.The Board have looked analytically andstrategically at all of its business elements, toboth offer better value for our clients andstakeholders, and to prepare for a January 2005hand-over to the new Surveyors RegistrationBoard of Victoria. Major initiatives includedreviewing corporate governance policies andprocedures; streamlining Professional TrainingAgreement processes; introducing competencymodules; updating the financial managementsystems and adopting standard business software.At the heart of the progress achieved is thebuilding of relationships between committedpeople to work together to attain challengingobjectives within a tight financial governanceenvironment. I thank the Board members for theirtireless support in achieving our goals. Their effortsdirectly contributed to a very successful year.I am proud of the Board’s achievements this year,and commend this annual report to you.John E.
