Regulatory and control instruments: Building Regulations, planning legislation and controls, etc. Local regulations to complement and build on to national standards. 2. Economic and market-based instruments: Energy savings performance contracting; energy efficiency certificate 3. Fiscal instruments and incentives: Tax subsidies for more efficient products, tax penalties/ product charges on non-sustainable building materials and equipment, local tax subsidies for homes built to higher standards, financial assistance/ capital support for the sustainable installations and preferable rate mortgages for resource efficient homes.
