CONCEPT<br />
The U.N. Convention on the Rights of Persons with Disabilities, plus the Concept for<br />
Persons with Disability in the State Capital <strong>Kiel</strong><br />
Since 2009, the U.N. Convention on Rights of Persons with Disabilities has been binding law in<br />
Germany, and thus the Federal Republic of Germany has an obligation to ensure compliance with the<br />
rights of persons with disability, to prevent any discrimination of such persons, and to facilitate the<br />
appropriate measures in order to implement the provisions of the convention.<br />
In <strong>Kiel</strong>, persons with disability shall find a secure place to develop and evolve in accordance with their<br />
unique possibilities.<br />
Dignity, participation and justice – these keywords for living together are the inspiration for the<br />
“Concept and Local Participation Plan for Persons with Disability in the State Capital <strong>Kiel</strong>”. The<br />
Concept was unanimously passed by the Council Board during the summer of 2011.<br />
The Concept, including its many informative and instructional texts, can be found on the internet under<br />
“www.kiel.de/Living in <strong>Kiel</strong>/Persons with Disability”. Furthermore, the Concept is available for<br />
download in German and 8 different languages (English, French, Danish, Swedish, Turkish, Polish,<br />
Russian, and Arabic).<br />
Aside from the question how the “bureaucratic welfare state” can change into a social citizen state, it<br />
also discusses the topic of “residential housing” - which means much more than just a roof over your<br />
head - and it shows the importance of equal opportunities for persons with disability in the areas of<br />
school and education. Another demand that needs implementation is “Culture must be accessible to<br />
all!” And finally, our mandate is to not only take down the hurdles and barriers in people’s mindset but<br />
also to create a real world of mobility and barrier-free living for all persons in <strong>Kiel</strong>, with and without<br />
disability. Eventually, a recommendation for action in public relations was made, stating that<br />
educational information and promotions are indispensable.<br />
And so the implementation of the action plan for more dignity, participation and justice for persons<br />
with disability in <strong>Kiel</strong> may commence.<br />
