Brisbane Port LUP Codes
The Brisbane Port Land Use Plan (LUP) includes various codes which guide the physical form and operations aspects
of development on Brisbane Core Port Land.
This fact sheet highlights the purpose and key aspects of the various codes contained within the LUP.
Context
The LUP contains five (5) development ‘Use’ codes and four
(4) development ‘Standards’ codes. ‘Use’ codes are those
primarily applied to land use activities - depending
upon their primary nature. ‘Standards’ codes are those
primarily focussed on the technical aspects of individual
development proposals.
Development ‘Use’ Codes
Port Development Code
This code will be the one most commonly used for the
majority of development on Brisbane Core Port Land. It will
primarily deal with those developments classified as ‘core
port infrastructure’ or ‘port related development’.
Examples of land uses which will be directed by this
code include: wharves, loading and unloading facilities,
terminals, freight warehouses or depots, motor vehicle
processing activities, storage and distribution activities,
special industry and general warehouses.
Commercial Code
To recognise the specific nature of commercial
development on core port lands and their particular
architectural and urban design requirements, the
Commercial Code specifies particular design and
articulation requirements. This code primarily deals
with development proposals within the Port Central
and commercial uses and ancillary services precincts.
Land Preparation Code
It is important to ensure that any land preparation works
achieve a satisfactory environmental performance standard
and are carried out safely and efficiently around operational
port activities. As a result, a specific code has been prepared
to address such developments.
Examples of activities which fall under the Land Preparation
Code include pre-loading, surcharging, transitional
movements of sand, mud and other quarry material, and
any relevant and supporting infrastructure (e.g. pipelines,
gantries, booster units, conduits).

Development ‘Use’ Codes (Cont’d)
Roadworks, Utilities and Other Infrastructure
Use Code
This code has been developed to regulate activities
associated with road works and associated infrastructure
within road corridors.
Reconfiguration Code
This code has been developed to regulate relevant
reconfigurations of core port lands. It protects access
and ensures connection to relevant services for each
parcel of land resulting from reconfiguration.
Development ‘Standards’ Codes
These four ‘Standard’ codes support the primary ‘Use’
codes contained in the LUP.
1. Environmental Management Code
2. Car Parking and Vehicle Movement
Design Code
3. Landscaping, Stormwater and Water
Sensitive Urban Design Code
4. Infrastructure Code
They provide a higher level of technical detail regarding
aspects of development on core port lands.
