1) Resolution adopting a Final Millage Rate for Fiscal year 2009/2010
RESOLUTION # 2009-95 – A RESOLUTION OF THE BOARD OF COMMISISONERS OF
THE IONA MCGREGOR FIRE PROGTECTION AND RESCUE SERVICE DISTRICT
ADOPTING THE FINAL MILLAGE RATE FOR FISCAL YEAR 2009-2010, COMMENCING
ON OCTOBER 1, 2009, AND ENDING ON SEPTEMBER 30, 2010.
WHEREAS, the Board of Commissioners of the Iona McGregor Fire Protect6ion and Rescue
Service District properly advertised and held a final public hearing to adopt a final millage rate
for the District’s fiscal year commencing October 1, 2009, and ending September 30, 2010.
“NOW THEREFORE BE IT RESOLVED BY THE GOVERNING BOARD OF THE IONA
MCGREGOR FIRE PROTECTION AND RESCUE SERVICE DISTRICT THAT:
… the governing body does hereby adopt its final millage rate of 2.3242 mills which is less than
the roll-back rate of 2.4949 by 6.84% for the fiscal year 2009-2010; Motion (4625) to adopt
Resolution 2009-95 as read into the record and presented by Commissioner Barbosa, seconded
by Commissioner Brown …
Discussion – Commissioner Barbosa suggested for next year designating some funds in a budget
shortfall reserve line item. Chairman Lees offered the Board can make a Budget amendment to

include such designation at any time during the year. Brief discussion concerning designation of
reserves took place. Attorney Pringle discussed other agencies handlings of future years
budgeting by amending current budget although this must be done prior to tentative millage
being set.
Commissioner Dorsett suggested that the Board should get together after tentative is set…
special meetings, etc… to discuss budget issues prior to setting the final budget, millage, etc…
Chair stated that meetings can occur at anytime.

Majority vote achieved… resolution passes.
2) Resolution establishing a Final Budget for Fiscal year 2009-2010

ADOPTING THE FINAL BUDGET FOR FISCAL YEAR 2009-2010, COMMENCING ON
OCTOBER 1, 2009, AND ENDING ON SEPTEMBER 30, 2010; PROVIDING FOR AN
EFECTIVE DATE.
WHEREAS, the Board of Commissioners of the Iona McGregor Fire Protect6ion and Rescue
Service District properly advertised and held a final public hearing on September 25, 2009, to
adopt a final budget for the District’s fiscal year commencing October 1, 2009, and ending
September 30, 2010.
NOW THEREFORE BE IT RESOLVED BY THE GOVERNING BOARD OF THE IONA
MCGREGOR FIRE PROTECTION AND RESCUE SERVICE DISTRICT THAT:
the final budget of estimated expenditures and revenue for the fiscal year commencing October
1, 2009, and ending September 30, 2010, is $19,369,237; Motion (4626) to adopt Resolution
2009-96 as read into the record and presented by Commissioner Barbosa , seconded by
Commissioner Brown …
Discussion –Commissioner Barbosa inquired what would happen if the budget did not pass? A
brief explanation of the process was given by Attorney Pringle who advised because the millage
is below the roll-back rate it only takes three votes. If the Board adjourned without a decision
the State would visit, per Attorney Pringle. There would be millage and budget set before
October 1.
