technology for teaching and learning.<br />

Safety, especially in terms of facility upgrades and<br />

fostering positive relationships between and among<br />

students, teachers, and administrators, was a pervasive<br />

concern. Raising the bar for every student’s academic<br />

achievement was discussed often – especially, the<br />

collective responsibility for closing achievement gaps<br />

among student groups and ensuring that every student<br />

is a 21 st century learner in a technology-rich, academically<br />

challenging, and supportive environment.<br />

Discussions around these key topics created opportunities<br />

for members of the BCPS community to engage in open<br />

and honest discussions about what is needed to provide<br />

every student in BCPS with optimal teaching and learning.<br />

Developing and nurturing a climate of high expectations<br />

for the success of every student, allocating funding and<br />

other resources equitably, providing equitable teaching and<br />

learning opportunities and environments, and developing<br />

cultural competence were key topics in all discussions.<br />

The four major themes that emerged during strategic<br />

planning discussions form the focus areas of Blueprint <strong>2.0</strong>:<br />

Academics, Safety and Security, Communication, and<br />

Organizational Effectiveness. The themes and priorities<br />

inform the strategic initiatives and key actions that will<br />

accelerate the system’s progress toward meeting the<br />

goals. A robust performance management system will<br />

be developed to provide processes for monitoring the<br />

implementation and evaluating the impact of Blueprint<br />

<strong>2.0</strong>. Departmental and school plans will be developed<br />

or revised to ensure alignment with Blueprint <strong>2.0</strong>. Every<br />

member of Team BCPS has positive contributions to<br />

make to bring to fruition a world-class school system<br />

that prepares all students to be globally competitive.<br />

PHASE ONE<br />

Developing Blueprint <strong>2.0</strong>: Strategic Framework<br />

• Gathered stakeholder input through the<br />

engagement of community, staff, students,<br />

and Board of Education<br />

• Responded to the Transition Report, Curriculum<br />

Mini-Audit, annual Report on Results, 100 Days<br />

Report, and other reports<br />

• Developed the system’s vision, purpose, core<br />

value statements, goals, progress indicators,<br />

and strategic initiatives<br />

PHASE TWO<br />

Blueprint <strong>2.0</strong>: Our Way Forward Five-Year<br />

Strategic Plan<br />

• Continued to gather stakeholder input on all<br />

parts of the plan<br />

• Defined key action steps that will be taken to<br />

implement strategies<br />

• Aligned resources through the budget process<br />

• Developed and refined progress indicators,<br />

performance metrics, and annual targets<br />

PHASE THREE<br />

Implementation, Monitoring, and Evaluation<br />

• Schools, offices, and staff will determine and<br />

share progress toward meeting system goals.<br />

• Continuous progress monitoring and periodic<br />

program evaluation results will inform discussions<br />

with all members of Team BCPS about what is<br />

working, what is not, and what the next steps<br />

should be to ensure that the system meets its goals.<br />

• There will be frequent opportunities for ongoing<br />

stakeholder input through a variety of forums.<br />
