OFFSHORE MANAGEMENT
12
Jan Dirk Davidse
MARKET TRENDS
• In general the market is very depressed, at the same time there are opportunities to assist owners in
distress. The low oil price is the reason for oil companies to lower the rates. Especially new tonnage
is very much effected, It is expected that the oil price will maybe end up at US$ 25per bbls and stays
there for a while. Expensive projects are on hold, or even terminated.
• A developing trend is for traditional owners who are now looking for non-traditional ways to address
their business needs to cut costs or improve efficiency. Traditional owners Farstad and Swire Pacific
Offshore have made direct inquiries regarding oursourcing of services, and in particular Farstad
have taken it one step further in tendering out for third party ship management services. This is a
subtle turning point in the industry that needs further business development activity in order to take
advantage of strategic changes of direction with vessel owners in the offshore industry.
• There is still a market in West Africa, however the rates are very depressed, and oil companies are
introducing a 30 day termination clause in new tenders, despite what they call long term ( 3 year
++ ) contracts. Presently all Offshore owners are focussing on West Africa.Thome Offshore, Head
of Operations visited several companies in West Africa, we are on a regular base contacting these
owners, however there is not any positive result.Brazil is still in the turmoil with the Petrobras fraud
affairs and together with the low oil prices we see more and more owners pulling out, eother by
themselves, or due to termination of contracts.
• Shell Brunei has launched a tender for a fleet of different vessels, mainly for maintenance of their
platforms, but the contracts are not attractive. Bidders must accept an “on call” clause, and when
vessels are idle there will be no charter hire
• An upcoming market is the wind energy market, the North Sea is presently the main market, and
very well covered by European owners with specialized ships and entry of new support vessels in the
near future. Wind Energy in Asia is in a very premature stage. We have started a dialogue with the
Energy Department in Brunei, we received the historical study results from wind availability, but it is
just on the “break-even” point. We are following up, but it will be a long road.
